“중동 리스크 정면 돌파”… 전남도, 수출보험 확대·직불금 투입 ‘수출 방패’ 가동

중동발 지정학 리스크가 장기화되는 가운데, 전라남도가 지역 수출 중소기업을 지키기 위한 ‘긴급 대응 패키지’를 본격 가동했다.
단순한 행정 지원을 넘어, 수출 현장의 생존을 지키기 위한 실질적 방패 구축에 나선 것이다.

전라남도는 최근 중동지역 정세 불안으로 인한 해상 운임 상승, 물류 지연, 거래 불확실성 확대 등 수출 환경 악화에 대응하기 위해 수출보험료 지원 확대와 수출직불금 우선 지원 등 종합 대책을 추진한다고 밝혔다.

특히 환율 변동과 수출 대금 미회수 위험이 동시에 커지는 ‘복합 리스크 상황’에서, 자금 여력이 취약한 중소기업의 부담이 급격히 증가하고 있다는 점을 고려한 선제 대응이다.

■ “돈 못 받는 리스크 막는다”… 수출보험료 지원 한도 상향
전남도는 수출대금 미회수와 환변동 손실에 대비할 수 있도록 수출보험료 지원 한도를 기존 500만 원에서 600만 원으로 상향 조정했다.
이는 중소기업이 보다 안정적으로 해외 거래를 유지할 수 있도록 하는 핵심 안전장치로 작용할 전망이다.

■ “피해기업부터 살린다”… 중동 수출기업 직불금 우선 지원
수출기업 경쟁력 강화사업(수출직불금) 역시 중동지역 수출기업을 우선 지원 대상으로 지정했다.
직접적인 피해가 예상되는 기업에 자금을 집중 투입해 충격을 최소화하겠다는 전략이다.

■ “시장 다변화로 위기 넘는다”… 수출 구조 체질 개선 병행
전남도는 단기 대응을 넘어 중장기 구조 개선에도 속도를 낸다.
특정 국가 의존도를 낮추고, 신흥시장 개척을 통해 수출 포트폴리오를 다변화하는 전략을 병행 추진할 계획이다.
또한 수출보험, 물류 지원, 해외 마케팅까지 수출 전 과정을 아우르는 맞춤형 지원 체계를 강화해 외부 변수에 흔들리지 않는 ‘수출 체질’ 구축에 나선다.
신현곤 전라남도 국제협력관은 “중동지역 불안정이 장기화할 가능성에 대비한 선제적 대응이 무엇보다 중요하다”며 “지역 기업이 어떠한 대외 변수에도 흔들림 없이 수출 경쟁력을 유지할 수 있도록 지원을 지속 확대하겠다.”고 강조했다.

이번 조치는 단기 위기 대응을 넘어, 전남 수출 산업의 구조적 안정성을 확보하기 위한 ‘전환점’으로 평가된다.

As geopolitical risks stemming from the Middle East continue to intensify, Jeollanam-do Province has launched a comprehensive “emergency response package” to protect local small and medium-sized export companies.
This move goes beyond routine administrative support, signaling a decisive effort to build a practical safeguard for exporters’ survival.
The province announced that it will implement a set of measures—including expanded export insurance subsidies and prioritized export incentive payments—to counter worsening export conditions caused by rising shipping costs, logistics delays, and growing transaction uncertainties linked to regional instability.
In particular, the government is taking preemptive action in response to a “compound risk environment,” where exchange rate volatility and the risk of unpaid export proceeds are simultaneously increasing, placing a heavy burden on financially vulnerable SMEs.
■ “Blocking Non-Payment Risks”… Expansion of Export Insurance Support
Jeollanam-do has raised the ceiling for export insurance premium support from KRW 5 million to KRW 6 million.
This measure is expected to serve as a critical safety net, enabling SMEs to maintain stable overseas transactions amid heightened uncertainty.
■ “Support Where It’s Needed Most”… Priority Subsidies for Middle East Exporters
Under the Export Competitiveness Enhancement Program, companies exporting to the Middle East will be given priority access to direct financial support.
This targeted approach aims to minimize damage by channeling resources to businesses most directly affected.
■ “Overcoming Crisis Through Market Diversification”… Structural Reform in Parallel
Beyond short-term relief, Jeollanam-do is also accelerating long-term structural improvements.
The province plans to reduce dependence on specific countries and diversify export markets by expanding into emerging economies.
In addition, it will strengthen customized support systems covering the entire export process—including insurance, logistics, and overseas marketing—to build a more resilient export ecosystem capable of withstanding external shocks.

“Preemptive 대응 is essential given the likelihood of prolonged instability in the Middle East. We will continue to expand support so that local companies can maintain their export competitiveness without being shaken by external variables.”
This initiative is being evaluated as more than a short-term crisis response—it marks a turning point toward securing the structural stability of Jeonnam’s export industry.
