1989년 경찰관으로 첫발을 내디딘 이후 30여 년.

서울과 경기청에서 치열한 현장을 누비고, 총경 승진 후 제주청과 전남청 주요 보직을 거쳐 2026년 12월, 해남경찰서장이 해남에 부임했다.

그의 경찰 인생은 한마디로 ‘도전과 학습의 연속’이었다.

쉽지 않은 선택의 순간마다 물러서기보다 현장으로 들어갔고, 늘 배우는 자세로 조직과 시민 사이에서 길을 찾았다.
그 축적된 시간이 이제 해남이라는 공간에서 새로운 책임으로 이어지고 있다.

“역사의 고장 해남, 책임은 더 무겁다.”
서장은 부임 소감에서 먼저 책임과 사명감을 강조했다.

역사와 전통, 그리고 농어업의 땀으로 지탱돼 온 해남에서 치안을 맡는다는 것은 단순한 보직 이동이 아니라 군민의 삶을 지켜야 하는 약속이라는 것이다.

그는 “군민의 안전을 최우선 가치로 삼아 현장 중심의 치안, 공정한 법집행을 통해 신뢰받는 해남경찰을 만들겠다.”며 “교통과 범죄예방 전반에서 군민이 체감할 수 있는 변화를 반드시 만들어가겠다”고 밝혔다.

농어민의 땀을 지키는 치안, 처음 마주한 해남에 대해 그는 ‘땀의 가치’를 가장 먼저 떠올렸다.

전국 최대 배추 산지, 넓은 농경지에서 자라는 청정 쌀, 그리고 풍부한 해산물까지—해남의 경쟁력은 농어민의 일상에서 나온다는 것이다.

이에 따라 농수산물 절도 예방과 취약지 안전 강화를 핵심 과제로 제시했다.

군청과의 협력을 통해 CCTV 확충 등 실질적인 예방 대책을 추진해, 농어민들이 안심하고 생업에 전념할 수 있는 환경을 만들겠다는 구상이다.

‘해남다운 치안’의 방향
고령화가 빠르게 진행된 해남의 현실도 정확히 짚었다.
실종 신고와 교통 사망사고가 잦은 지역 특성을 고려해 민·관·경 협력 체계를 강화하고, 실종 수색과 교통환경 개선을 병행하겠다고 밝혔다.

그가 말하는 ‘해남다운 치안’은 단순한 단속이 아니다.
법과 원칙을 지키되, 군민이 무엇을 필요로 하는지 먼저 고민하고 공감하는 치안행정이다.

“사소한 민원 하나가 생명을 지킨다.”
서장은 치안의 출발점을 ‘작은 신호’에서 찾았다.

타지에 사는 자녀가 부모의 안부를 걱정하며 걸어오는 한 통의 전화, 사소해 보이는 생활 민원 하나도 놓치지 않고 직접 현장을 확인하겠다는 것이다.

위험 요소는 사전에 제거하고, 현장 조치의 골든타임을 놓치지 않기 위해 꾸준한 교육훈련도 강조했다.

빠르고 정확한 초기 대응이 결국 군민의 생명과 직결된다는 인식이다.
현장을 지키는 경찰에게 묵묵히 현장을 지키는 경찰관들에게는 자율과 신뢰를 약속했다.

평소 훈련을 통해 자연스럽게 대응할 수 있는 역량을 키우고, 지휘는 간섭이 아닌 지원이 되겠다는 것이다.

특히 젊은 경찰관들의 주거 문제 해결을 위해 관사 확충에도 적극 나서, “근무하고 싶은 해남경찰”을 만들겠다는 의지도 분명히 했다.

“해남의 미래를 지키는 치안”
마지막으로 그는 해남의 미래를 이야기했다.

AI·에너지 도시로 도약하는 해남이 세계의 허브로 성장하기 위해서는 지역과 국가, 국민이 함께 나아가야 한다는 메시지다.

“시간을 놓치면 주도권은 다른 나라로 넘어갑니다. 우리 미래의 먹거리를 지키기 위해서라도 모두가 한 방향으로 힘을 모아야 합니다.”

해남경찰은 그 길에서 친절하고, 공정하며, 신속하게 군민의 편에 서겠다는 다짐을 다시 한 번 밝혔다.

평온한 일상을 지키는 것이 곧 해남의 내일을 지키는 일이라는 신념 아래, 새로운 책임치안이 이제 해남에서 시작되고 있다.

— Responsible Policing That Finds Answers in the Field, Preparing for Haenam’s Tomorrow —
After first joining the police force in 1989, more than 30 years have passed.
Having worked across intense front-line assignments in the Seoul Metropolitan Police Agency and Gyeonggi Provincial Police Agency, and later serving in key positions at the Jeju Provincial Police Agency and Jeonnam Provincial Police Agency following promotion to Senior Superintendent General, the new Chief of Haenam Police Station assumed office in Haenam in December 2026.
His career in policing can be summed up as a continuous journey of challenge and learning.
At every difficult crossroads, he chose the field over retreat, always seeking answers between the organization and the citizens with a mindset of constant learning.
That accumulated experience has now translated into a new and weighty responsibility in Haenam.
“In a Land of Deep History, the Responsibility Is Heavier”
In his inaugural remarks, the Chief emphasized responsibility and mission above all else.
Serving public safety in Haenam—sustained by history, tradition, and the sweat of farmers and fishermen—is not merely a transfer of post, but a solemn promise to protect the lives of its residents.
He stated,
“By placing the safety of our citizens as the highest priority, I will build a trusted Haenam Police through field-oriented policing and fair law enforcement. We will deliver real, tangible changes that residents can feel across traffic safety and crime prevention.”
Protecting the Sweat of Farmers and Fishermen
When first encountering Haenam, the word that came to his mind was “the value of labor.”
From Korea’s largest cabbage-producing region, to clean rice grown across vast farmlands, to abundant seafood from its seas—Haenam’s strength lies in the everyday lives of its agricultural and fishing communities.
Accordingly, he presented the prevention of agricultural and marine product theft and the strengthening of safety in vulnerable areas as key priorities.
Through cooperation with the county government, including the expansion of CCTV coverage and other practical preventive measures, he aims to create an environment where farmers and fishermen can focus on their livelihoods with peace of mind.
The Direction of “Haenam-Style Policing”
He also candidly addressed Haenam’s rapidly aging demographic structure.
Recognizing the high incidence of missing-person cases and fatal traffic accidents, he pledged to reinforce cooperation among citizens, local government, and police, while simultaneously improving search operations and traffic infrastructure.
The “Haenam-style policing” he envisions is not about enforcement alone.
It is policing that upholds law and principle, while first asking what citizens truly need—and responding with empathy.
“One Small Complaint Can Save a Life”
The Chief sees the starting point of policing in small signals.
A simple phone call from a child living far away, worried about an elderly parent; a seemingly minor daily-life complaint—none will be overlooked. Officers will personally visit and confirm safety on the ground.
He stressed the importance of identifying risks in advance and eliminating them before harm occurs, while maintaining continuous training to ensure no golden time is lost in emergencies.
Swift and accurate initial response, he emphasized, is directly connected to saving lives.
To the Officers Who Stand Their Ground in the Field
To the officers who quietly safeguard the front lines, he promised autonomy and trust.
Through consistent training, officers will develop instinctive response capabilities, while leadership will focus on support rather than interference.
In particular, he expressed firm commitment to expanding police housing to address residential difficulties faced by younger officers—making Haenam Police a place where officers truly want to work.
“Policing That Protects Haenam’s Future”
In closing, he spoke about Haenam’s future.
As Haenam moves toward becoming a global hub as an AI and energy city, progress will only be possible if the region, the nation, and its people move forward together.
“If we lose time, leadership will pass to other countries. To protect the future sources of our livelihood, we must unite and move in the same direction.”
Haenam Police reaffirmed their pledge to stand on the side of the citizens—with kindness, fairness, and speed.
Under the belief that protecting peaceful daily life means protecting Haenam’s tomorrow, a new era of responsible policing has now begun in Haenam.
