문화예술진흥기금을 통해 지역 문화예술의 저변 확대

해남군이 전남 최대 규모의 문화예술진흥기금을 통해 지역 문화예술의 저변 확대와 창작 활동 활성화에 속도를 내고 있다.

군은 올해 문화예술진흥기금 사업을 통해 전문예술인과 문화예술단체, 재능기부예술단 등 총 62개 단체 및 개인에게 3억 5,000여만 원을 지원했다.

현재 전남에서는 해남과 목포, 강진, 진도 등이 문화예술진흥기금을 운용하고 있으나, 다수 지자체의 지원 규모가 1억 원 미만인 것과 비교하면 해남군의 문화예술 투자 수준은 단연 두드러진다.

해남군 문화예술진흥기금은 2001년 조성 이후 안정적으로 확대되어 왔으며, 2025년부터는 기금 조성 액을 기존 30억 원에서 60억 원으로 상향하는 계획을 추진 중이다.

현재 조성 액은 58억 원으로, 지역 문화예술 발전을 위한 탄탄한 재정 기반을 갖춘 셈이다.

올해 지원은 전문예술 지원, 문화예술단체 활동 지원, 재능기부예술단 지원 등 3개 분야로 나뉘어 진행됐다.

전문예술 지원 부문에서는 지역 예술인 15명과 1개 단체가 선정되어 회화·서예·공예 등 개인전 9회, 무용·판소리 등 공연 5회, 서적 2권 발간 등 다양한 창작 결과를 선보였다.

문화예술단체 활동 지원 부문에서는 38개 단체가 해남문화예술회관, 땅 끝 관광지, 대흥사 일원, 우수영관광지 등 주요 장소에서 전시와 공연을 펼치며 ‘문화가 있는 관광도시 해남’ 이미지를 강화했다.

또한 재능기부예술단 지원 부문에서는 8개 예술단체가 마을회관, 병원, 요양시설 등을 찾아가 공연을 진행했다.

문화 향유가 어려운 주민들에게 예술 경험을 제공하며 문화 복지 실천의 의미를 더했다.

군 관계자는 “문화예술단체와 창작자 수가 꾸준히 늘고 있는 만큼, 예산 운영의 효율성과 공정성을 높여 더 많은 예술인이 활동 기회를 누릴 수 있도록 지원 체계를 강화하겠다.”고 밝혔다.

한편, 2026년 문화예술진흥기금 지원 사업은 오는 12월 초 공고 후 신청을 받는다.

Cultural Arts Promotion Fund Expands Cultural Reach in the Community
Accelerating Local Creative Activities
Haenam-gun is accelerating the expansion of cultural arts participation and creative activities in the region through the largest Cultural Arts Promotion Fund in Jeollanam-do.
This year, the county supported a total of 62 individual artists and cultural arts groups, including professional artists, cultural organizations, and volunteer performance groups, with funding of approximately 350 million KRW.
Currently, Haenam, Mokpo, Gangjin, and Jindo operate Cultural Arts Promotion Funds within the province. However, compared to many other local governments whose total support amounts remain below 100 million KRW, Haenam-gun’s investment in culture and the arts is significant.
Established in 2001, the Haenam Cultural Arts Promotion Fund has grown steadily and is planned to increase from 3 billion KRW to 6 billion KRW starting in 2025. The fund has now accumulated 5.8 billion KRW, securing a strong financial foundation for the continued growth of cultural arts in the region.
This year’s support was carried out in three categories: Professional Artist Support, Cultural Arts Organization Support, and Volunteer Cultural Arts Group Support.
In the Professional Artist Support category, 15 local artists and 1 group were selected, presenting diverse creative achievements including 9 solo art exhibitions in painting, calligraphy, and crafts; 5 dance and pansori performances; and the publication of two books.
Through the Cultural Arts Organization Support category, 38 cultural arts groups held exhibitions and performances at major cultural and tourist sites such as Haenam Culture & Arts Center, Ttangkkeut (Land’s End) tourist area, Daeheungsa Temple, and Usooyoung tourist site, strengthening Haenam’s identity as a “cultural tourism city.”
In addition, under the Volunteer Arts Group Support category, 8 groups visited community centers, hospitals, and nursing facilities, providing performances to residents with limited access to cultural experiences, furthering the county’s efforts in cultural welfare.
A county official stated, “As the number of cultural arts organizations and artists continues to grow, we will work to enhance efficiency and fairness in fund management, ensuring that more artists are given opportunities for creative activity.”
Applications for the 2026 Cultural Arts Promotion Fund will be accepted following a public announcement in early December.
