강진지역 방음벽 7곳에서 야생조류 171마리의 충돌 피해가 확인됐다. 전국 조사 대상 방음벽 20곳에서 발견된 342마리의 절반이다. 강진의 조사 대상 7곳은 모두 피해 수준이 ‘심각’으로 판정됐지만, 판정에 따른 후속조치는 이뤄지지 않은 것으로 보도됐다.
기후에너지환경부는 관리기관과 협의해 연내 방지조치를 추진하겠다는 입장이다. 그러나 조사 결과를 언제 통보했고, 개선이 왜 지연됐으며, 언제 완료할 것인지 구체적으로 밝혀야 한다.
한국도로공사 등 관계 도로관리기관은 시설별 관리 주체를 확인하고 점검 내역과 개선 예산·일정을 공개해야 한다. 현재 공개 자료만으로 강진 방음벽 7곳 모두를 한국도로공사 소관으로 단정할 수는 없다.
강진군도 올해 시행한 야생조류 충돌 예방 조례에 따라 피해인지 시점과 현장점검, 관계기관 협의 및 지원 실적을 설명해야 한다.
AI해남뉴스는 관계기관에 시설별 위치와 관리 주체, 기관별 처리 날짜, 지연 사유, 개선 예산과 완료 기한, 시공 후 피해 저감 결과를 공개할 것을 촉구한다.
의도적인 책임 회피 여부는 관련 기록으로 검증해야 하지만, ‘협의 중’과 ‘소관 확인’이 현장 개선을 늦추는 이유가 돼서는 안 된다.

A survey documented 171 wild bird collision casualties at seven noise barrier sites in Gangjin—half of the 342 recorded at 20 surveyed sites nationwide. All seven Gangjin sites received a “severe” rating, yet reports indicate that no follow-up measures were taken in response to those assessments.
The Ministry of Climate, Energy and Environment says it plans to implement collision prevention measures by the end of the year in consultation with the relevant facility managers. However, it must specify when the survey findings were communicated, why improvements have been delayed, and when the work will be completed.
The Korea Expressway Corporation and other relevant road management authorities must identify the entity responsible for each facility and disclose inspection records, improvement budgets, and implementation schedules. Currently available public information does not establish that all seven Gangjin sites fall under the corporation’s jurisdiction.
Gangjin County must also explain when it became aware of the casualties and disclose its on-site inspections, consultations with relevant authorities, and support provided under its bird collision prevention ordinance, which took effect earlier this year.
AI Haenam News urges the relevant authorities to disclose each facility’s location and responsible manager, the dates of administrative actions, reasons for delays, improvement budgets and completion deadlines, and post-installation monitoring results showing whether bird casualties have declined.
Whether any authority deliberately evaded responsibility must be verified through relevant records. Nevertheless, “consultations are ongoing” and “jurisdiction is being checked” must not become reasons for delaying improvements on the ground.
