해남군이 공업지역의 관리와 활성화 방향을 마련하기 위한 ‘2035 공업지역 기본계획’ 공청회를 연 가운데, 구교리와 용정리의 도로·주차장·상하수도 등 기반시설을 정비해 달라는 건의가 나왔다.
해남군은 29일 오후 2시 해남읍사무소 2층 회의실에서 주민과 관계 공무원 등 약 30명이 참석한 가운데 공청회를 열었다. 계획 대상은 해남읍 용정리 일반공업지역 10만㎡, 해남읍 구교리 준공업지역 9만1,670㎡, 북평면 남창리 준공업지역 4만9,470㎡ 등 3곳으로, 총면적은 24만1,140㎡다. 계획의 기준연도는 2025년, 목표연도는 2035년이다.
구교리에서는 유맥 주변의 주차 공간과 대형차량 출입으로 인한 통행 불편을 살펴보고 개선 방안을 마련해 달라는 의견이 제기됐다. 주민 생활과 사업장 운영에 필요한 차량 동선이 겹치는 만큼 주차장과 진출입로를 함께 검토해야 한다는 취지다.
용정리 공업지역에 대해서는 지정된 지 20년이 넘도록 도로와 상하수도 등 기반시설 정비가 부족했다는 지적이 나왔다. 공업지역을 4차선 도로와 직접 연결하는 방안을 기본계획에 반영해 달라는 건의도 있었다.
이번 기본계획은 공업지역의 유형별 관리 방향과 기반시설 계획, 산업지원·환경관리 방안 등을 마련하기 위한 것이다. 주민들이 요구한 도로 연결과 시설 정비는 현재 건의 사항으로, 실제 사업 반영 여부와 시행 시기·재원 마련 방안은 계획 수립 과정에서 검토가 필요하다.
공청회에서 제기된 의견이 기본계획에 어떻게 반영되는지와 함께, 장기간 기반시설 정비를 요구해 온 지역의 개선 일정이 구체적으로 제시될지가 향후 관건이다.

Residents called for improvements to roads, parking facilities, water supply and sewerage in Gugyo-ri and Yongjeong-ri at a public hearing on Haenam County’s “2035 Industrial Area Master Plan.”
The county held the hearing at 2 p.m. on September 29 in the second-floor meeting room of the Haenam-eup administrative office. About 30 residents and government officials attended.
The plan covers three areas totaling 241,140㎡: the 100,000㎡ general industrial area in Yongjeong-ri, Haenam-eup; the 91,670㎡ semi-industrial area in Gugyo-ri, Haenam-eup; and the 49,470㎡ semi-industrial area in Namchang-ri, Bukpyeong-myeon. The plan uses 2025 as its baseline year and sets 2035 as its target year.
In Gugyo-ri, concerns were raised about parking and disruption caused by heavy vehicles entering and leaving the area near Yumaek. Residents requested a review of parking facilities and access routes to ease conflicts between everyday traffic and vehicles serving local businesses.
Residents also said that roads, water supply and sewerage in the Yongjeong-ri industrial area remain inadequate more than 20 years after the area was designated for industrial use. They asked the county to consider a direct connection to a four-lane road as part of the master plan.
The plan is intended to set out how each industrial area will be managed, along with directions for infrastructure, industrial support and environmental management. The road connection and other improvements are residents’ requests at this stage. Whether they will be included, when they could be carried out and how they would be funded remain to be determined.
The next question is how the county will reflect the comments from the hearing in the plan and whether it will provide a clear timetable for improvements in areas that have long sought better infrastructure
