올해 마늘이나 양파를 10a(약 300평) 이상 재배하는 농가가 농산물 가격안정제 지원을 받으려면 실제 재배면적을 신고하고 의무자조금을 납부해야 한다.

전남광주통합특별시는 28일 마늘·양파 재배농가를 대상으로 가격안정제를 시행한다며 이 같은 준수사항을 안내했다. 신고나 납부를 이행하지 않으면 가격안정제 지원액의 20%가 차감될 수 있다.

지원 희망 농가는 파종·정식기에 농업경영체 등록 또는 변경을 통해 실제 재배면적을 신고해야 한다. 의무자조금 납부도 필요하다. 통합특별시는 재배면적을 정확히 파악해야 생산량과 수급을 미리 관리할 수 있다고 설명했다.

농산물 가격안정제는 파종·정식 단계부터 재배면적 등을 파악해 수급을 관리하고, 이후 농산물 가격이 기준가격보다 크게 떨어지면 차액의 일정 부분을 지원하는 제도다. 기준가격은 경영비 전액에 자가노동비 전액 또는 일정 비율을 더해 산정한다.

통합특별시는 광역수급관리센터를 운영해 지역별 농산물 수급계획을 수립하고, 농가의 준수사항과 사업 절차를 알리는 설명회도 추진할 계획이다. 여름배추 등 가격 변동이 큰 품목에 대해서는 수급안정 조치를 병행하며 보장 수준을 순차적으로 높일 방침이다.

2026년 주산지별 재배면적은 양파의 경우 전남이 6천72㏊로 가장 넓고, 마늘은 전남이 3천23㏊로 집계됐다.


정원진 전남광주통합특별시 식량원예과장은 “농산물 가격이 크게 떨어지면 농가의 소득과 경영에 큰 부담이 될 수 있다”며 “가격안정제가 농업인이 안정적으로 영농하는 안전망이 되도록 차질 없이 추진하겠다.”고 말했다.

Farmers growing garlic or onions on at least 10 ares (approximately 300 pyeong, or 1,000 square meters) must report their actual cultivated area and pay a mandatory self-help fund contribution to receive support under this year’s agricultural price stabilization program.
Jeonnam–Gwangju Integrated Special City announced the requirements on September 28. Farmers who fail to report their acreage or pay the contribution may have their support payment reduced by 20%.
Farmers seeking support must register or update their agricultural business information with their actual cultivated area during the planting period. The city said accurate acreage data is needed to forecast production and manage supply in advance.
Under the program, authorities monitor cultivated areas from the planting stage and take steps to manage supply. If market prices subsequently fall substantially below a reference price, the program covers a portion of the difference. The reference price is calculated using the full cost of production plus all or a specified portion of the value of farmers’ own labor.
The city plans to operate a regional supply management center, draw up crop supply plans for each area and hold information sessions on farmers’ obligations and application procedures. It also plans to gradually expand price guarantees for crops with large price swings, including summer cabbage, alongside measures to stabilize supply.
In 2026, South Jeolla had 6,072 hectares planted with onions, the largest area among the main producing regions. Its garlic cultivation area stood at 3,023 hectares.
“When agricultural prices fall sharply, the impact on farm income and operations can be severe,” said Jeong Won-jin, director of the city’s Food and Horticulture Division. “We will work to ensure the price stabilization program provides farmers with a reliable safety net.”
