호남권 반도체 첨단 국가산업단지 조성사업이 조사·설계 용역 계약 단계로 진전됐다. 그러나 삼성전자와 SK하이닉스의 산단 입주협약 시점을 두고 최근 공개된 자료와 보도의 일정이 달라, 기업 입주가 언제 확정될지는 추가 확인이 필요하다.

26일 뉴시스 보도에 따르면 한국토지주택공사(LH)는 ‘호남권 반도체 첨단 국가산업단지 개발사업 조사설계용역’ 계약을 체결했다. 보도된 낙찰 금액은 약 310억 2천만 원이다. 용역에는 산단 기본계획과 지구단위계획, 에너지 사용계획, 개발제한구역 해제계획 등이 포함된다. 이 계약은 산단 조성을 위한 조사·설계 용역 계약으로, 삼성전자·SK하이닉스의 입주계약이나 800조 원 투자 집행을 뜻하지는 않는다.

사업 예정지는 광주 군공항 부지 일원 약 250만 평이다. 이 가운데 약 63만 평을 우선 개발해 초기 반도체 생산공장 2기 건설을 준비한다는 구상이다. 통합특별시가 제시한 일정은 2027년 부지 조성 착수, 2028년 말 초기 전력·용수 공급체계 구축, 2030년 6월 첫 양산이다. 모두 향후 인허가와 기반시설 구축을 전제로 한 사업 목표다.

입주협약 일정에는 차이가 드러났다. 전남광주통합특별시가 25일 공개한 기업 협의 자료를 인용한 보도에서는 SK하이닉스와 10월 입주협약 체결을 추진한다고 밝혔다. 반면 26일 뉴시스는 LH 조사·설계 용역 경과를 고려해 당초 10월로 예정됐던 삼성전자·SK하이닉스 입주협약이 이르면 올해 12월, 늦어도 2027년 초로 미뤄졌다고 보도했다. 어느 일정이 현재의 공식 추진 일정인지는 LH와 통합특별시의 후속 발표로 확인돼야 한다.

앞으로 확인할 핵심은 입주협약의 실제 체결 시점과 내용이다. 기업별 공급 부지, 투자 단계와 규모가 협약에 어떻게 명시되는지에 따라 ‘800조 원 투자계획’의 실행 수준을 판단할 수 있다.

우선 개발 부지의 공사 착수에도 군사통제구역·개발제한구역 관련 법령 정비와 전력·용수 공급계획의 이행이 필요하다.

The proposed Honam Advanced Semiconductor National Industrial Complex has advanced to the survey and design contract stage. The timing of agreements with Samsung Electronics and SK hynix to enter the complex remains uncertain, however, because recently released information gives different schedules.
According to a September 26 Newsis report, Korea Land and Housing Corporation (LH) signed a contract for the Honam semiconductor complex survey and design project. The reported winning bid was approximately 31.02 billion won. The work covers the complex’s master plan and district plan, energy use planning, and a plan to lift greenbelt restrictions. The contract concerns planning and design of the industrial complex; it does not mean that Samsung and SK hynix have signed occupancy agreements or begun spending the planned 800 trillion won.
The proposed complex would cover approximately 2.5 million pyeong at the Gwangju military airport site. The plan calls for roughly 630,000 pyeong to be developed first to prepare for construction of two initial semiconductor fabrication plants. The city’s target schedule calls for site preparation to begin in 2027, initial power and water infrastructure to be in place by the end of 2028, and first production to begin in June 2030. Those dates depend on permits and completion of the required infrastructure.
The occupancy agreement schedules differ. A report citing company consultation materials released by the Jeonnam–Gwangju Special Metropolitan Government on September 25 said the city was seeking to sign an agreement with SK hynix in October. Newsis reported on September 26 that agreements involving Samsung Electronics and SK hynix, initially expected in October, had been pushed back to December at the earliest or early 2027 to account for progress on LH’s survey and design work. A subsequent announcement from LH or the city is needed to establish the current official timetable.
The next questions are when the agreements will be signed and what they will specify. The land allocated to each company, investment phases and committed amounts will help show how far the 800 trillion won investment plan has moved toward execution.
Construction on the first development site also depends on changes to rules governing military control zones and greenbelt land, as well as delivery of the planned power and water infrastructure.
