해남군의회가 벼멸구 방제 대책부터 대규모 캠핑관광박람회, 농촌공간 재구조화까지 지역 농업과 관광, 주민 생활에 직접 영향을 미치는 주요 군정 현안을 집중 점검했다.

해남군의회는 지난 15일 오후 의회운영위원회실에서 민경매 의장을 비롯한 의원들이 참석한 가운데 제9차 의원간담회를 열고 집행부로부터 4건의 주요 현안을 보고받았다고 16일 밝혔다.

이날 보고된 안건은 ▲벼멸구 발생 현황 및 방제 대책 ▲제10대 해남군의회 의원 의정비 지급기준 결정 절차 ▲2026 전남광주 캠핑관광 박람회 개최 추진사항 ▲농촌공간 재구조화 및 재생 기본계획 수립·농촌특화지구 지정 용역 추진현황 등이다.

■ 벼멸구 피해 막아라…“예찰·방제에 농가 지원까지”
농업기술센터는 벼멸구 발생 현황과 관련해 전남·광주 지역 발생 면적이 전년보다 약 45% 감소했으며, 해남군에서도 예방·방제와 지속적인 예찰을 추진하고 있다고 보고했다.
조생종과 중생종 피해지역에 대해서는 조기 수확을 유도하고 고밀도 발생지역은 농약 안전사용기준에 따라 방제를 지도할 계획이다.
의원들은 벼멸구가 수확기 벼농사에 직접적인 피해를 줄 수 있는 만큼 지속적인 현장 예찰과 농가 홍보가 중요하다고 강조했다.
특히 규산 액상을 병해충 방제와 함께 활용하는 시범사업과 농가 지원 방안도 검토해 줄 것을 집행부에 요청했다.

■ 오시아노에 캠핑객 4천여 명…“지역에서 돈 쓰게 해야”
오는 10월 9일부터 11일까지 오시아노 관광단지 일원에서 열리는 ‘2026 전남광주 캠핑관광 박람회’ 추진상황도 주요 안건으로 다뤄졌다.
군에 따르면 이번 박람회에는 캠핑 관련 96개 기업을 비롯해 전국 캠핑 동호인 780팀, 4천여 명이 참여할 예정이다.
특히 전통시장 투어와 해남 주요 관광지 방문, 지역 먹거리 프로그램 등을 연계해 박람회 방문객의 지역 내 소비를 유도한다는 계획이다.
의원들은 대규모 방문객 유치 자체에 그쳐서는 안 된다는 점을 강조했다.
박람회장을 찾은 캠핑객들이 행사장 안에서만 머물다 돌아가는 구조가 아니라 전통시장과 음식점, 관광지 등을 실제로 방문하도록 프로그램을 촘촘하게 연계해 지역경제 효과를 높여야 한다는 주문이다.
캠핑카 업체들의 참여를 확대하고 전시와 판매 프로그램도 내실 있게 준비해 캠핑산업과 관광을 결합한 박람회로 만들어야 한다는 의견도 제시됐다.

■ 해남 농촌공간 ‘다핵 구조’로…주민 재산권 영향은?
농촌공간 재구조화 및 재생 기본계획도 논의됐다.
해남군은 해남읍을 상위 거점으로 육성하고 서부권과 남부권에 중위 거점을 조성하는 ‘다핵 구조’로 농촌공간을 재편하는 방안을 추진하고 있다.
이를 통해 농촌지역 정주환경과 생활서비스를 개선하고 무분별한 개발을 방지한다는 구상이다.
의원들은 계획의 필요성과 함께 농촌특화지구 지정이 주민들의 재산권이나 경제활동에 미칠 영향도 사전에 면밀하게 살펴야 한다고 주문했다.
특히 농촌마을 보호지구로 지정될 경우 공장이나 축사, 태양광 시설 등의 입지가 일부 제한될 가능성이 있는 만큼 지구 지정 전에 주민들이 관련 내용을 충분히 이해할 수 있도록 설명하고 의견을 수렴해야 한다고 강조했다.
농촌공간을 체계적으로 관리한다는 정책 목적과 주민들의 재산권·경제활동 사이에서 갈등이 발생하지 않도록 충분한 사전 검토와 소통이 필요하다는 것이다.
제10대 해남군의회 의원 의정비 지급기준 결정 절차와 향후 추진계획에 대한 집행부 보고도 함께 이뤄졌다.

민경매 해남군의회 의장은 “오늘 간담회에서 논의된 의원들의 의견과 당부사항을 집행부에서 면밀히 검토해 군정에 적극 반영해 주기 바란다”고 당부했다.

이번 간담회에서 논의된 벼멸구 방제와 캠핑관광박람회, 농촌공간 재구조화는 농업인 소득과 지역상권, 주민 재산권 등 군민 생활과 밀접하게 연결된 사안인 만큼 향후 집행부의 구체적인 후속 대책과 추진 과정이 주목된다.

The Haenam County Council has conducted an intensive review of major administrative issues directly affecting local agriculture, tourism and residents’ daily lives, ranging from brown planthopper control measures to a large-scale camping tourism expo and rural spatial restructuring.
The Council held its ninth council members’ briefing session on the afternoon of September 15 in the Council Steering Committee room, with Chairperson Min Gyeong-mae and other council members in attendance. During the meeting, the county administration reported on four major policy issues.
The agenda included ▲the current status of brown planthopper outbreaks and control measures ▲procedures for determining remuneration standards for members of the 10th Haenam County Council ▲preparations for the 2026 Jeonnam-Gwangju Camping Tourism Expo ▲progress on the Rural Spatial Restructuring and Regeneration Master Plan and the designation of specialized rural zones.
Preventing Brown Planthopper Damage: “Monitoring, Control and Support for Farmers”
The Agricultural Technology Center reported that the area affected by brown planthoppers in the Jeonnam-Gwangju region had decreased by approximately 45 percent from the previous year. Haenam County is continuing preventive measures, pest control and field monitoring.
In areas where early- and mid-season rice varieties have been affected, the county plans to encourage early harvesting. In areas with high-density infestations, farmers will be instructed to carry out pest control in accordance with pesticide safety standards.
Council members emphasized the importance of continuous field monitoring and timely communication with farmers, noting that brown planthopper infestations could directly affect rice crops during the harvest season.
They also asked the county administration to consider pilot projects and support programs for farmers involving the use of liquid silicate in conjunction with pest control measures.
Around 4,000 Campers Expected at Oceano: “Visitors Need to Spend in the Local Community”
Preparations for the 2026 Jeonnam-Gwangju Camping Tourism Expo, scheduled to take place from October 9 to 11 at the Oceano Tourism Complex, were another major topic of discussion.
According to the county, the expo is expected to attract 96 camping-related companies, 780 camping groups from across the country and approximately 4,000 participants.
The county plans to encourage spending within the local economy by connecting the expo with tours of traditional markets, visits to major tourist attractions in Haenam and local food programs.
Council members stressed that simply attracting a large number of visitors would not be enough.
They called for carefully designed programs that would encourage campers to venture beyond the expo venue and actually visit traditional markets, restaurants and tourist attractions, thereby maximizing the event’s economic benefits for the community.
The Council also called for broader participation by camper van and recreational vehicle companies, as well as well-organized exhibition and sales programs, to develop the event into a substantial tourism expo combining the camping industry with local tourism.
Haenam’s Rural Areas to Adopt a “Multi-Hub” Structure…What About Residents’ Property Rights?
The Rural Spatial Restructuring and Regeneration Master Plan was also discussed.
Haenam County is pursuing a “multi-hub” spatial structure in which Haenam-eup would serve as the primary hub, while secondary hubs would be developed in the western and southern parts of the county.
The plan is intended to improve residential conditions and access to essential services in rural communities while preventing disorderly development.
Council members acknowledged the need for systematic rural planning but urged the county to carefully examine how the designation of specialized rural zones could affect residents’ property rights and economic activities.
In particular, designation as a rural village protection zone could result in certain restrictions on the location of factories, livestock facilities and solar power installations. Council members therefore stressed that residents should be given clear and sufficient information before any such designation is made and that their views should be fully reflected in the process.
They emphasized the need for careful preliminary review and communication to prevent conflicts between the policy objective of systematic rural spatial management and residents’ property rights and economic activities.
The county administration also briefed council members on the procedures and future schedule for determining remuneration standards for members of the 10th Haenam County Council.
Chairperson Min Gyeong-mae said, “I ask the county administration to thoroughly review the opinions and recommendations raised by council members during today’s meeting and actively reflect them in county policies.”
The issues discussed at the meeting—including brown planthopper control, the camping tourism expo and rural spatial restructuring—are closely connected to farmers’ livelihoods, the local economy and residents’ property rights. Attention will therefore be focused on the county administration’s specific follow-up measures and how these policies are implemented.
