해남지역 학교와 교육기관의 고위직 관리자들이 성희롱·성폭력 없는 안전한 교육환경을 만들기 위해 성인지 감수성과 관리자의 책임을 강화하는 예방교육을 받았다.

전남광주통합특별시해남교육지원청(교육장 조연주)은 관내 학교 고위직과 교육지원청 및 직속기관 관리자를 대상으로 ‘2026년 고위직 별도 성희롱·성폭력 예방교육’을 실시했다고 밝혔다.

이번 교육은 「양성평등기본법」 제31조에 따라 양성평등한 학교와 직장문화를 조성하고, 성희롱·성폭력 예방에 대한 기관 관리자들의 책무성을 높이기 위해 마련됐다.

특히 일반 교직원 교육과 달리 조직 내 의사결정과 관리 책임을 맡고 있는 고위직의 역할에 초점을 맞춘 별도 집합교육으로 진행했다.

교육 대상은 관내 학교 교장과 교감, 행정실장을 비롯해 해남교육지원청 교육장과 과장, 센터장, 직속기관 관리자 등이다.

교육은 참석자들의 집중도를 높이고 직급별 특성을 반영하기 위해 두 차례로 나눠 진행됐다.

지난 1일 해남교육지원청 대회의실에서 교감과 행정실장 등을 대상으로 1차 교육을 실시했으며, 4일에는 관내 학교장과 교육장 등 최고 관리자들을 대상으로 호텔울돌소리에서 2차 교육을 진행했다.

강사로 나선 해남성폭력상담소장은 실제 조직 운영 과정에서 관리자가 반드시 숙지해야 할 성인지 감수성에 대한 올바른 이해와 성비위 사안 발생 시 처리 절차 등을 사례 중심으로 설명했다.

특히 성희롱·성폭력 사건이 발생했을 때 피해자 보호와 함께 반드시 고려해야 할 2차 피해 예방 가이드라인을 설명하고, 관리자의 부적절한 대응이 피해를 확대하지 않도록 초기 대응 단계부터 세심한 주의가 필요하다고 강조했다.

또 조직 구성원들이 서로 존중하는 성평등한 문화를 만들기 위해 관리자가 어떤 역할을 해야 하는지 다양한 사례를 통해 전달했다.

해남교육지원청은 학교와 교육기관의 조직문화를 실질적으로 변화시키기 위해서는 최고 관리자와 고위직부터 높은 성인지 감수성과 책임의식을 갖는 것이 중요하다고 보고 관리자 대상 예방교육을 지속할 방침이다.

해남교육지원청 관계자는 “학교와 기관의 변화를 이끄는 고위직 관리자들의 높은 성인지 감수성과 책임감이 안전한 교육환경을 만드는 근간”이라며 “앞으로도 관리자 중심의 폭력 예방 노력을 지속해 성희롱·성폭력 없는 청정 해남교육을 실현하겠다.”고 말했다.

Senior officials at schools and educational institutions in Haenam have received specialized training aimed at strengthening gender sensitivity and managerial responsibility in order to create a safe educational environment free from sexual harassment and sexual violence.
The Haenam Office of Education under the Jeonnam-Gwangju Special Metropolitan Government, headed by Superintendent Cho Yeon-ju, announced that it conducted the “2026 Special Sexual Harassment and Sexual Violence Prevention Training for Senior Officials” for senior school officials, education office administrators, and managers of affiliated institutions.
The training was organized in accordance with Article 31 of the Framework Act on Gender Equality to promote a gender-equal culture in schools and workplaces and to strengthen the accountability of institutional leaders in preventing sexual harassment and sexual violence.
Unlike general training for faculty and staff, the program was conducted as a separate in-person session specifically designed for senior officials who hold decision-making authority and managerial responsibility within their organizations.
Participants included school principals, vice principals, and administrative office heads, as well as the superintendent, division chiefs, center directors, and managers of affiliated institutions under the Haenam Office of Education.
The training was divided into two sessions to improve concentration and provide content tailored to participants’ respective positions and responsibilities.
The first session was held on Sept. 1 at the main conference room of the Haenam Office of Education for vice principals, administrative office heads, and other officials. The second session was held on Sept. 4 at Hotel Uldolsori for school principals, the superintendent, and other top-level administrators.
The director of the Haenam Sexual Violence Counseling Center, who served as the instructor, provided case-based explanations on key issues that managers need to understand, including appropriate gender sensitivity and procedures for responding to incidents of sexual misconduct.
Particular emphasis was placed on guidelines for preventing secondary victimization while protecting victims when incidents of sexual harassment or sexual violence occur. The training also stressed the importance of careful and appropriate responses from the earliest stages of an incident to ensure that improper managerial actions do not cause further harm.
Participants were also introduced to a range of practical cases illustrating the role managers should play in fostering a gender-equal organizational culture based on mutual respect.
The Haenam Office of Education emphasized that meaningful change in the organizational culture of schools and educational institutions must begin with senior leaders and managers demonstrating a high level of gender sensitivity and a strong sense of responsibility. The office plans to continue prevention training centered on managerial leadership.
“Strong gender sensitivity and a sense of responsibility among senior officials who lead change in schools and institutions are the foundation of a safe educational environment,” an official from the Haenam Office of Education said. “We will continue strengthening manager-led efforts to prevent sexual misconduct and work toward creating a safe and respectful educational environment in Haenam, free from sexual harassment and sexual violence.”
