고구마 등 농산물 수확기를 맞아 농촌지역 외국인 계절근로자의 활동이 늘어나고 있는 가운데 경찰이 임금체불과 폭언·폭행 등 인권침해 예방과 안전한 지역사회 정착을 위한 현장 홍보에 나섰다.

해남경찰서(서장 박미영) 화산파출소(소장 이홍주)는 화산면사무소에서 열린 이장단 회의에 참석해 외국인 계절근로자의 인권 보호와 교통법규 준수 등을 위한 예방 홍보활동을 실시했다고 4일 밝혔다.

이번 활동은 농산물 수확철 농촌 일손을 담당하는 외국인 계절근로자들이 지역사회에서 안전하게 생활하고 근무할 수 있는 환경을 조성하는 한편, 범죄와 각종 인권침해를 사전에 예방하기 위해 마련됐다.

이날 이홍주 화산파출소장은 마을 이장들에게 외국인 계절근로자들이 음주운전과 무면허 운전 등 교통법규 위반으로 사고나 범죄에 노출되지 않도록 적극적인 관심을 가져줄 것을 당부했다.

특히 농촌지역 외국인 근로자들이 근무 과정에서 임금체불이나 폭언·폭행, 부당한 대우 등 인권침해를 겪는 일이 발생하지 않도록 각 마을에서 세심하게 살펴줄 것을 요청했다.

외국인 계절근로자는 농번기 인력 부족 문제를 해결하기 위해 일정 기간 국내에 체류하며 농·어업 분야에서 근무하는 만큼 고용주와 지역사회의 관심이 안정적인 정착에 중요한 역할을 한다.

화산파출소는 외국인 근로자와 고용주가 서로의 문화와 입장을 이해하고 상호 존중과 배려를 바탕으로 근무환경을 만들어가는 것도 강조했다.

아울러 외국인 근로자가 인권침해나 범죄 피해를 당했을 경우 혼자 감당하지 않고 신속하게 경찰에 신고하거나 도움을 요청할 수 있도록 신고 및 상담 방법도 안내했다.

농촌지역의 경우 외국인 계절근로자가 마을 곳곳의 농가에 분산돼 근무하는 특성상 경찰과 행정기관뿐만 아니라 마을 사정을 잘 알고 있는 이장과 주민들의 관심도 중요하다.

경찰은 앞으로도 외국인 계절근로자들이 지역사회에서 범죄나 인권침해로부터 보호받고 안정적으로 생활할 수 있도록 지속적인 예방 홍보와 현장 점검을 이어갈 방침이다.

As the agricultural harvest season gets underway, including the sweet potato harvest, police in Haenam are stepping up efforts to protect foreign seasonal workers from human rights violations such as unpaid wages, verbal abuse and physical violence, while helping them settle safely into the local community.
The Hwasan Police Substation, under the Haenam Police Station headed by Chief Park Mi-young, said on Sept. 4 that officers attended a meeting of village leaders at the Hwasan-myeon Administrative Welfare Center to conduct an awareness campaign on protecting the rights of foreign seasonal workers and encouraging compliance with traffic laws.
The initiative was designed to create a safer living and working environment for foreign seasonal workers who provide essential labor during the busy agricultural harvest season, while preventing crimes and human rights violations before they occur.
During the meeting, Hwasan Police Substation Chief Lee Hong-joo asked village leaders to take an active interest in ensuring that foreign seasonal workers comply with traffic laws, particularly those prohibiting drunk driving and driving without a license, to help prevent traffic accidents and other related incidents.
He also urged village leaders to closely monitor working conditions in their communities so that foreign workers do not suffer human rights violations such as unpaid wages, verbal or physical abuse, or other forms of unfair treatment.
Foreign seasonal workers stay in Korea for a limited period to help address labor shortages in the agricultural and fisheries sectors during peak seasons. Support and attention from employers and local communities therefore play an important role in helping them adapt to their new surroundings.
The Hwasan Police Substation also emphasized the importance of mutual respect and consideration between foreign workers and their employers, encouraging both sides to understand cultural differences and work together to create a respectful and safe working environment.
Police also provided information on how foreign workers can report incidents or seek assistance promptly if they become victims of human rights violations or crimes, stressing that they should not hesitate to ask for help.
Because foreign seasonal workers in rural areas are often dispersed among farms across different villages, police said the involvement of village leaders and local residents who are familiar with their communities is just as important as the efforts of police and local government authorities.
Police plan to continue awareness campaigns and on-site inspections to ensure that foreign seasonal workers are protected from crime and human rights violations and can live and work safely in the community.
“Foreign seasonal workers are valued members of our local community,” Chief Lee said. “Through continued outreach and on-site inspections, we will work to protect the human rights of foreign workers and build a community where everyone can live safely.”
