해남 화산면 관동항 해상에 설치된 부잔교에서 화재가 발생했지만 소방당국이 경찰·해경은 물론 지역 주민들과 공조해 신속하게 진화하면서 피해 확산을 막았다.

해남소방서(서장 정형중)는 지난 1일 해남군 화산면 관동리 관동항 부잔교에서 발생한 화재에 신속히 대응해 연소 확대를 차단했다고 밝혔다.

소방당국은 화재 신고가 접수되자 즉시 현장 출동을 지시하고 소방력을 투입하는 동시에 경찰과 해경 등 관계기관에 공동대응을 요청해 현장 대응체계를 구축했다.

특히 화재가 발생한 부잔교는 바다 위에 설치된 시설로 육상에서 직접 접근하기 어려워 초기 진화에 어려움이 예상됐다.

이에 소방당국은 현장 여건을 고려해 지역 주민들과 협력, 소형선박을 활용한 진압 방안을 마련하고 화재 현장까지 접근할 수 있는 경로를 확보했다.

소방대원들은 화재 확산 가능성을 판단한 뒤 화점을 중심으로 집중 진압에 나서는 한편 주변 시설로 불길이 번지는 것을 막는 데 주력했다.
그 결과 오전 10시23분께 큰 불길을 잡는 데 성공했으며, 이후 잔불 정리 등을 거쳐 오전 10시55분께 화재를 완전히 진압했다.

이번 화재 진압에는 소방대원 19명을 비롯해 관계기관 인력 등 모두 26명과 장비 12대가 투입됐다. 다행히 인명피해는 발생하지 않았다.
이번 대응은 육상 소방차량의 직접 접근이 어려운 해상시설에서 발생한 화재에 소방과 경찰, 해경, 지역 주민들이 협력해 현장 상황에 맞는 진압 방안을 마련했다는 점에서 의미가 있다.

특히 항·포구의 부잔교와 계류시설 등은 화재 발생 시 육상시설과 달리 진입로와 소방용수 확보, 장비 접근 등에 제약이 따를 수 있어 관계기관 간 신속한 공조체계가 중요하다.

정형중 해남소방서장은 “해상시설 화재는 현장 접근이 쉽지 않아 초기 상황 판단과 관계기관 간 신속한 공조가 무엇보다 중요하다”며 “앞으로도 지역과 현장 특성에 맞는 대응체계를 지속적으로 강화하고 유관기관과의 긴밀한 협력을 통해 각종 재난에 신속하게 대응하겠다.”고 밝혔다.

한편 정확한 화재 원인과 재산피해 규모 등은 추가 조사를 통해 확인될 예정이다.

A fire broke out on a floating pier at Gwandong Port in Hwasan-myeon, Haenam County, but firefighters, police, the Coast Guard and local residents worked together to quickly extinguish the blaze and prevent further damage.
The Haenam Fire Station, headed by Chief Jeong Hyeong-jung, said that it responded swiftly to a fire that occurred on September 1 at a floating pier in Gwandong Port, Gwandong-ri, Hwasan-myeon, Haenam County, successfully preventing the flames from spreading.
Immediately after receiving the fire report, authorities dispatched firefighting personnel and equipment to the scene while requesting a joint response from the police and the Korea Coast Guard, establishing a coordinated emergency response system.
Because the floating pier was located offshore and was difficult to access directly from land, firefighters faced significant challenges in reaching the blaze during the initial stages of the response.
Taking the conditions at the scene into account, firefighters worked with local residents to develop a strategy using small boats and secured an accessible route to the burning pier.
Fire crews concentrated their efforts on the main seat of the fire while simultaneously working to prevent the flames from spreading to nearby facilities.
Their efforts brought the main blaze under control at approximately 10:23 a.m. After extinguishing remaining hotspots and carrying out final suppression work, firefighters fully extinguished the fire at around 10:55 a.m.
A total of 26 personnel from the fire service and other relevant agencies, including 19 firefighters, were deployed to the scene along with 12 vehicles and pieces of equipment. No casualties were reported.
The response demonstrated the importance of cooperation among firefighters, police, the Coast Guard and local residents when dealing with fires at offshore facilities that cannot be easily reached by conventional firefighting vehicles.
Floating piers and other mooring facilities at ports and fishing harbors can pose particular challenges during a fire because access routes, water supply and the deployment of firefighting equipment may be more restricted than at facilities on land. Rapid coordination among relevant agencies is therefore particularly important.
“Fires at offshore facilities are difficult to access, making rapid initial assessment and close cooperation among relevant agencies especially important,” Chief Jeong Hyeong-jung said.
“We will continue to strengthen emergency response systems tailored to local and on-site conditions and maintain close cooperation with related agencies to ensure a swift response to all types of disasters,” he added.
Meanwhile, authorities are expected to conduct further investigations to determine the exact cause of the fire and the extent of property damage.
