서울대학교 한 곳에 집중돼 온 대한민국의 대학·연구 경쟁력을 전국으로 분산시키겠다는 이재명 정부의 이른바 ‘서울대 10개 만들기’ 프로젝트가 본격적인 실행 단계에 들어갔다.

특히 전남대학교가 부산대학교, 충남대학교와 함께 첫 집중 지원 대학으로 선정되면서 전남광주권의 대학과 산업·연구 생태계에 상당한 변화가 예상된다.

교육부는 2026년 9월 1일 부산대·전남대·충남대를 ‘지역성장을 견인할 국가대표 거점국립대’ 패키지 지원대학으로 최종 선정했다. 정부는 이들 대학을 지역 전략산업과 인공지능(AI) 분야를 연결하는 교육·연구 거점으로 육성할 계획이다.

이번 정책은 단순히 지방 국립대의 시설을 확충하거나 대학 재정을 보전하는 수준이 아니다.

정부가 목표로 하는 것은 지역 거점국립대의 학부와 대학원, 연구소를 지역 전략산업과 직접 연결해 대학에서 공부한 인재가 지역 기업과 연구기관에 취업하고 다시 지역에 정착하는 이른바 ‘진학-성장-정주’의 선순환 구조를 만드는 것이다.

■ 이재명 대통령의 공약…“거점국립대를 서울대 수준으로”
‘서울대 10개 만들기’의 뿌리는 이재명 대통령의 대선 이전 교육·균형발전 구상으로 거슬러 올라간다.
정책의 기본 골격은 서울대를 제외한 강원대·충북대·충남대·경북대·부산대·경상국립대·전남대·전북대·제주대 등 9개 거점국립대에 대한 투자를 대폭 확대해 서울대에 버금가는 교육·연구 경쟁력을 갖추도록 한다는 것이다.
더불어민주당은 2024년 정책 발표 당시 거점국립대 학생 1인당 교육비를 서울대의 70% 수준까지 단계적으로 끌어올리고 이를 위한 법적·재정적 기반을 마련하겠다는 방향을 제시했다. 당시 이재명 대표는 지역 거점국립대 육성을 지방소멸과 수도권 집중을 완화할 핵심 수단으로 제시했다.
이 구상은 이재명 정부 출범 뒤 공식 국정과제로 격상됐다.
2025년 9월 16일 국무회의에서는 교육부가 주관하는 6대 국정과제와 25개 실천과제가 최종 확정됐으며, 거점국립대에 대한 전략적 투자와 체계적인 육성을 통한 ‘서울대 10개 만들기’가 정부 교육정책의 핵심 과제로 명시됐다.
따라서 ‘서울대 10개 만들기’는 현재 단순한 정치권 공약이나 아이디어 단계가 아니라 국무회의를 거쳐 확정된 정부 국정과제다.

■ 대통령도 직접 “서울대와 지방 국립대 지원 격차” 점검
이 대통령의 관심도 지속됐다.
2026년 3월 19일 대통령 주재 수석보좌관회의에서는 지역 R&D 혁신과 지역대학 육성방안이 별도 의제로 다뤄졌다.
대통령실에 따르면 이 대통령은 ‘서울대 10개 만들기’ 사업을 보고받은 자리에서 서울대와 다른 지방 국립대에 투입되는 정부 재정지원금의 격차와 그 원인을 직접 확인하고 지방 거점대학을 구체적으로 어떻게 육성할 것인지 질문했다.
이는 정책의 출발점이 단순히 지방대학 숫자를 유지하는 데 있는 것이 아니라 수도권과 비수도권 대학 사이에 누적된 교육·연구 재정 격차를 줄이는 데 있음을 보여준다.
다만 정확히 구분할 필요가 있다.
‘서울대 10개 만들기’를 국정과제로 확정한 것은 2025년 9월 국무회의이고, 대통령이 서울대와 지방 국립대 간 재정지원 격차를 직접 점검한 회의는 2026년 3월 수석보좌관회의다.

■ 최교진 교육부 장관의 방향…“대학이 지역 성장엔진 돼야”
정부의 실행 전략은 최교진 교육부 장관 체제에서 더욱 구체화됐다.
교육부는 2026년 8월 5일 대통령 업무보고를 통해 ‘서울대 10개 만들기’를 본격 추진하면서 우선 3개 거점국립대를 선정해 지역 성장엔진과 AI를 연계한 브랜드 단과대학과 융합연구원을 집중 지원하겠다고 밝혔다.
이는 대학을 단순한 교육기관으로 바라보던 과거 방식에서 벗어나 대학 자체를 지역 산업정책과 인재정책의 중심에 놓겠다는 변화다.
최 장관은 9월 1일 3개 대학 선정 결과를 발표하면서 정부의 메가프로젝트와 국토공간 대전환 정책과의 정합성, 지역 산업기반과 기업의 투자·이전 여건, 대학의 준비 정도 등을 종합적으로 평가했다고 설명했다.
즉 대학의 과거 서열이나 입시성적만 보고 예산을 나누는 방식이 아니라 ‘이 대학에 국가가 대규모 예산을 투입했을 때 실제 지역산업을 바꿀 수 있는가’를 중요한 판단 기준으로 삼은 것이다.

■ 왜 부산대·전남대·충남대였나
이번 선정에는 산업통상부 등을 포함한 8개 관계부처 정부위원과 외부 전문가들이 참여했다.
주요 평가기준은 ▲국토공간 대전환 프로젝트와의 정합성 ▲지역의 산업·기업 여건과 준비도 ▲대학의 준비도 ▲교육·연구 혁신 및 대학 체질 개선 가능성 등이다.
부산대는 조선해양·기계시스템·항공우주 등을 아우르는 ‘혁신제조융합대학’을 만들어 동남권 제조·해양산업의 인공지능 전환을 선도한다는 계획을 제시했다.
LG전자와 한화 등 기업과 계약학과를 설치하고 양산캠퍼스를 산업 AI 전환 연구거점으로 만드는 방안도 포함됐다. 정부의 남부권 산업·해양 성장전략과 연결성이 높다는 평가를 받았다.
충남대는 대덕연구개발특구라는 국내 최대 연구개발 집적지와 KAIST, 정부출연연구기관이라는 강력한 연구 인프라가 배경이 됐다.
‘NEXUS 과학기술대학’을 신설하고 KAIST와 공동교육·연구를 확대하며 중부권 첨단산업에 필요한 연구인력을 공급한다는 계획이 높은 평가를 받은 것으로 분석된다.

■ 전남대 선정의 의미는 더 크다
호남에서는 전남대가 첫 집중지원 대학에 이름을 올렸다.
전남대가 내세운 방향은 ‘서남권 메가프로젝트를 선도하는 첨단반도체·미래에너지·AI 특성화대학’이다.
첨단융합대학을 신설하고 반도체와 미래에너지를 중심으로 기업 참여 교육을 확대하는 한편 기존 앰코반도체패키징 공동연구소와 같은 산학협력 모델을 삼성과 한국전력 등으로 확대한다는 계획이다.
AI와 산업의 인공지능 전환을 결합한 인재 양성도 핵심이다.
전남대는 AI·AX 분야 인재 4천여 명을 양성하고 서남권 대학들이 참여하는 공유대학과 반도체·에너지 연구 인프라를 연계하는 계획을 제시했다.
특히 정부는 전남대 계획이 전남광주 초광역권의 산업·공간정책과 국가균형성장 전략에 높은 정합성을 갖고 있다고 평가했다.
전남대 선정이 단순히 ‘지방 국립대 한 곳에 정부 지원금이 늘어난 것’으로만 볼 수 없는 이유다.
첨단반도체와 AI, 미래에너지 산업이 대학의 교육·연구와 실제로 연결될 경우 광주·전남 청년들이 수도권 대학이나 기업으로 떠나지 않고 지역에서 교육받고 취업하는 산업생태계 구축에도 영향을 미칠 수 있기 때문이다.

■ 얼마 지원하나…2030년까지 대학당 약 4천억원 ‘추가’
정부 지원 규모도 과거 지방대 지원사업과는 차원이 다르다.
교육부 계획에 따르면 부산대·전남대·충남대에는 2026년 대학당 약 700억원이 패키지 형태로 추가 지원된다.
2027년부터 2030년까지는 대학당 매년 약 800억원 규모의 추가 재정지원이 예정돼 있다.
이를 합산하면 2030년까지 선정 대학은 다른 거점국립대보다 대학당 약 4천억원을 더 지원받게 된다. 여기에 학부교육 혁신을 위한 일반재정지원 200억~300억원을 포함하면 올해 정부 지원 증가액은 전년 대비 대학당 약 1천억원 수준에 이른다.
다만 이 돈이 대학에 아무 조건 없이 지급되는 것은 아니다.
교육부는 별도 성과관리위원회를 구성하고 지방정부·대학·민간이 참여하는 핵심성과지표를 마련해 사업성과를 단계적으로 평가할 예정이다.
취업·지역정주와 교육·연구 성과 등이 실제 재정지원 규모와 연결될 가능성이 커 ‘돈을 얼마나 받느냐’보다 ‘지역을 얼마나 바꿨느냐’가 사업의 성패를 결정하게 된다.

■ ‘서울대 10개’라면서 왜 3개뿐인가
정책 변화에서 가장 주목할 대목이다.
당초 구상은 서울대를 포함한 전국 10개 거점국립대를 국가대표 연구·교육기관으로 함께 육성한다는 것이었다.
하지만 범정부 협의 과정에서 2026년 우선 집중 지원대학은 3곳으로 줄었다.
정부는 한정된 재원을 모든 대학에 나눠 지원하기보다는 준비가 잘돼 있고 단기간에 산업·지역 파급효과를 낼 수 있는 대학에 먼저 집중 투자하는 방식을 선택했다.
따라서 현재의 정책을 정확하게 표현하면 ‘서울대급 대학을 당장 10개 완성했다’기보다는 ‘10개 지역거점대학 육성이라는 장기 목표 아래 부산대·전남대·충남대를 첫 집중 투자모델로 선정했다’​고 보는 것이 타당하다.
나머지 거점국립대가 사업에서 완전히 제외된 것도 아니다. 정부는 일반재정지원과 지역대학 협력사업 등을 계속 지원하면서 향후 국회의 예산 심의와 사업성과에 따라 패키지 지원대학을 확대할 가능성도 열어뒀다.

■ 국민 인식도 달라지고 있다…55.6% “찬성”
정책을 바라보는 국민 여론도 주목된다.
EBS가 엠브레인퍼블릭에 의뢰해 2025년 12월 전국 만 18세 이상 1,020명을 조사한 결과 ‘서울대 10개 만들기’에 찬성한다는 응답은 55.6%로 반대 의견보다 높았다.
특히 광주·전라에서는 찬성률이 77.9%로 나타났고 부산·울산·경남도 62.5%를 기록했다.
응답자들은 사업 성공을 위해 대학마다 특성화 분야를 키우고 우수한 교수·연구인력을 확보하는 한편 졸업생이 지역에서 일할 수 있는 일자리를 만들어야 한다고 봤다.
이는 과거 ‘좋은 대학에 가려면 서울로 가야 한다’는 수도권 중심 대학 인식에 일정한 변화 가능성이 나타나고 있다는 점에서 의미가 있다.
그러나 이를 곧바로 국민 인식이 완전히 바뀌었다고 단정하기는 어렵다. 장기간에 걸친 동일문항 추적조사가 아니기 때문이다.
오히려 다른 조사에서는 현실적 한계도 드러난다.

2025년 종로학원 조사에서는 ‘서울대 10개 만들기’가 시행될 경우 해당 지역 국공립대에 진학할 의사가 있다는 수험생이 46%에 달했지만, 지역 거점대학 졸업 뒤 그 지역에 취업하고 정착할 의사가 없다는 응답은 47%로 정착 의향보다 20%포인트 이상 높았다.
결국 좋은 대학을 지방에 만드는 것만으로 수도권 집중이 저절로 해결되지는 않는다는 의미다.

‘서울대 간판 10개’가 아니라 ‘지역에서 성공할 길 10개’를 만들어야
‘서울대 10개 만들기’의 진짜 시험대는 지금부터다.
수천억 원을 투입해 대학 건물을 짓고 연구 장비를 도입한다고 해서 서울대 수준의 대학이 만들어지는 것은 아니다.
세계적인 연구자가 지역 대학으로 오고, 우수 학생이 수도권 대학 대신 전남대나 부산대·충남대를 선택하며, 졸업한 청년이 지역 기업에서 충분한 임금과 경력 발전의 기회를 얻을 수 있어야 정책의 효과가 나타난다.

전남대의 경우 특히 반도체·AI·미래에너지라는 대학의 특성화 전략이 전남광주의 실제 기업 투자와 얼마나 연결되는지가 중요하다.

삼성과 한국전력 등과의 공동 연구가 단순 협약으로 끝나지 않고 연구소와 기업, 고용으로 이어져야 한다. 지역 산업단지와 대학 연구실, 창업기업과 대기업을 하나의 생태계로 연결하는 작업도 필요하다.
정부가 말하는 ‘서울대 10개 만들기’는 결국 서울대의 이름을 복제하는 사업이어서는 안 된다.

부산에서 조선·해양·항공우주를 공부한 청년이 부산에서 성공하고, 대전에서 첨단과학을 연구한 인재가 중부권에서 성장하며, 전남대에서 반도체·AI·에너지를 전공한 학생이 광주·전남에서 세계적인 연구자와 기업가로 성장할 수 있는 구조를 만드는 것이 정책의 본질이어야 한다.
특히 전남광주 입장에서는 이번 전남대 선정이 막대한 정부 예산을 확보했다는 데 만족해서도 안 된다.

향후 5년간 투입되는 수천억원이 몇 명의 청년을 지역에 남게 했는지, 몇 개의 기업을 유치했는지, 몇 개의 양질의 일자리를 만들었는지, 전남대의 교육·연구 경쟁력이 세계 대학들과 비교해 얼마나 상승했는지​를 냉정하게 검증해야 한다.

‘서울대 10개 만들기’가 수도권 대학 서열을 지방으로 복제하는 정책에 그칠지, 아니면 대한민국 국민이 태어난 지역에 관계없이 최고 수준의 교육과 일자리 기회를 누리는 국가균형발전의 전환점이 될지는 앞으로 5년의 성과에 달려 있다.

The Lee Jae-myung administration’s ambitious “10 Seoul National Universities” initiative, aimed at decentralizing South Korea’s university and research competitiveness that has long been concentrated around Seoul National University, has entered the implementation stage.
In particular, the selection of Chonnam National University alongside Pusan National University and Chungnam National University as the first institutions to receive intensive government support is expected to have a significant impact on the university, industrial and research ecosystem of the Gwangju-Jeonnam region.
On September 1, 2026, the Ministry of Education officially selected Pusan National University, Chonnam National University and Chungnam National University as the first “National Flagship Regional Universities to Drive Regional Growth” under its package-support program.
The government plans to develop the three institutions into major education and research hubs linking regional strategic industries with artificial intelligence.
The initiative goes far beyond simply expanding facilities at regional national universities or supplementing their operating budgets.
The government’s goal is to directly connect undergraduate and graduate education and university research institutes with regional strategic industries, creating a virtuous cycle in which students study at regional universities, find employment with local companies and research institutions, and ultimately settle in the region.
President Lee’s Pledge: “Raise Regional Flagship Universities to the Level of Seoul National University”
The origins of the “10 Seoul National Universities” initiative can be traced back to President Lee Jae-myung’s education and balanced-development agenda before he took office.
At the core of the policy is a plan to dramatically increase investment in nine regional flagship national universities — Kangwon National University, Chungbuk National University, Chungnam National University, Kyungpook National University, Pusan National University, Gyeongsang National University, Chonnam National University, Jeonbuk National University and Jeju National University — with the goal of raising their education and research competitiveness closer to the level of Seoul National University.
When the Democratic Party of Korea unveiled the policy in 2024, it proposed gradually raising per-student education spending at regional flagship national universities to 70% of Seoul National University’s level while establishing the necessary legal and financial foundations.
Lee, then leader of the Democratic Party, presented the development of regional flagship universities as a key instrument for addressing regional depopulation and the excessive concentration of population and opportunity in the Seoul metropolitan area.
After the Lee administration took office, the proposal was elevated to an official national policy agenda.
At a Cabinet meeting on September 16, 2025, six major national policy tasks and 25 implementation projects under the Ministry of Education were finalized. Strategic investment in regional flagship national universities and the systematic implementation of the “10 Seoul National Universities” initiative were formally designated as major government education policies.
The initiative, therefore, is no longer simply a political campaign pledge or policy concept. It has become an official national agenda approved through the Cabinet.
President Personally Reviews Funding Gap Between Seoul National University and Regional Universities
President Lee has continued to show direct interest in the project.
At a senior presidential secretaries’ meeting chaired by Lee on March 19, 2026, regional R&D innovation and the development of regional universities were discussed as separate agenda items.
According to the presidential office, Lee reviewed the “10 Seoul National Universities” initiative and specifically examined the disparity in government financial support between Seoul National University and other regional national universities.
He also questioned officials about the reasons behind the funding gap and asked how the government planned to develop regional flagship universities in practical terms.
This demonstrates that the policy is not merely intended to preserve the number of regional universities. Its broader purpose is to reduce the accumulated disparities in education and research investment between universities in the Seoul metropolitan area and those outside it.
An important distinction, however, should be made.
The “10 Seoul National Universities” initiative was formally adopted as a national policy agenda at the September 2025 Cabinet meeting, while President Lee’s direct review of the financial support gap between Seoul National University and regional national universities took place at the March 2026 senior presidential secretaries’ meeting.
Education Minister Choi Kyo-jin: “Universities Must Become Engines of Regional Growth”
The government’s implementation strategy became more concrete under Education Minister Choi Kyo-jin.
During a presidential policy briefing on August 5, 2026, the Ministry of Education announced that the “10 Seoul National Universities” initiative would move into full implementation.
As an initial step, three regional flagship national universities would be selected for intensive support, with the government helping establish specialized colleges and interdisciplinary research institutes linking regional growth engines with AI.
The strategy represents a significant change from the traditional view of universities simply as educational institutions.
Under the new model, universities themselves are positioned at the center of regional industrial and human-capital policy.
When announcing the selection of the three universities on September 1, Minister Choi explained that the government had comprehensively assessed their alignment with national mega-projects and spatial-development strategies, regional industrial infrastructure, conditions for corporate investment and relocation, and each university’s level of preparedness.
In other words, the government did not simply distribute funding according to universities’ historical rankings or entrance-examination scores.
A central question was whether large-scale national investment in a particular university could actually transform the economy and industrial structure of its region.
Why Pusan, Chonnam and Chungnam National Universities?
The selection process involved government representatives from eight ministries and agencies, including the Ministry of Trade, Industry and Energy, as well as external experts.
Major evaluation criteria included alignment with national spatial-development projects, regional industrial and corporate conditions, the university’s preparedness, and its potential for education, research and institutional reform.
Pusan National University proposed establishing a “College of Innovative Manufacturing Convergence” encompassing shipbuilding and marine engineering, mechanical systems, aerospace and related disciplines.
The university plans to lead the AI transformation of manufacturing and maritime industries in southeastern Korea.
Its proposal also includes establishing contract-based academic programs with companies such as LG Electronics and Hanwha and developing its Yangsan campus into a research hub for industrial AI transformation.
Its strong connection with the government’s southern industrial and maritime growth strategy was considered a major strength.
Chungnam National University, meanwhile, benefits from its proximity to Daedeok Innopolis, Korea’s largest concentration of research and development institutions, as well as KAIST and numerous government-funded research institutes.
The university proposed establishing the “NEXUS College of Science and Technology,” expanding joint education and research programs with KAIST, and supplying advanced research personnel to high-tech industries in central Korea.
Its access to one of the country’s strongest research ecosystems was a significant factor in its selection.
Why Chonnam National University’s Selection Matters
In the Honam region, Chonnam National University became the first university selected for intensive package support.
Its strategy is to become a university specializing in advanced semiconductors, future energy and AI while leading major development projects across southwestern Korea.
Chonnam National University plans to establish a College of Advanced Convergence and expand industry-participating education centered on semiconductors and future energy.
It also intends to expand existing industry-academia cooperation models, such as the Amkor Semiconductor Packaging Joint Research Institute, to partnerships involving companies and institutions including Samsung and Korea Electric Power Corporation.
Another central objective is cultivating talent capable of combining AI with industrial AI transformation, or AX.
Chonnam National University has proposed training approximately 4,000 specialists in AI and AX while establishing a shared university platform involving institutions across southwestern Korea and linking semiconductor and energy research infrastructure.
The government has particularly noted the strong alignment between Chonnam National University’s proposal and the Gwangju-Jeonnam metropolitan industrial and spatial-development strategy, as well as the national balanced-growth agenda.
This is why Chonnam National University’s selection should not simply be viewed as an increase in government subsidies to a regional national university.
If its specialization in advanced semiconductors, AI and future energy is successfully connected to actual industrial and research investment, the project could help create an ecosystem in which young people in Gwangju and Jeonnam can study, work and build careers locally rather than leaving for universities and companies in the Seoul metropolitan area.
How Much Will Be Invested? About KRW 400 Billion Extra Per University by 2030
The scale of government support is significantly larger than that of many previous regional university programs.
According to the Ministry of Education’s plan, Pusan, Chonnam and Chungnam National Universities will each receive approximately KRW 70 billion in additional package funding in 2026.
From 2027 through 2030, each university is expected to receive roughly KRW 80 billion in additional financial support annually.
Combined, the selected universities are expected to receive approximately KRW 400 billion more per institution by 2030 than other regional flagship national universities.
When an additional KRW 20 billion to KRW 30 billion in general financial support for undergraduate education reform is included, the increase in government support this year alone could approach KRW 100 billion per university compared with the previous year.
The funding, however, will not be provided without conditions.
The Ministry of Education plans to establish a separate performance management committee and develop key performance indicators involving local governments, universities and the private sector.
Employment, regional settlement rates, education outcomes and research achievements are expected to be linked to future funding decisions.
Ultimately, the success of the initiative will be determined not simply by how much money universities receive, but by how effectively that investment transforms their regions.
If It Is Called “10 Seoul National Universities,” Why Were Only Three Selected?
This is one of the most significant changes in the implementation of the policy.
The original concept was to develop Seoul National University and nine regional flagship national universities into a nationwide network of leading education and research institutions.
However, following intergovernmental discussions, only three universities were selected for intensive package support in 2026.
Rather than spreading limited resources evenly across all institutions, the government opted to concentrate funding initially on universities that were considered well prepared and capable of generating industrial and regional economic impact relatively quickly.
Therefore, it would be more accurate to describe the current policy not as the immediate creation of 10 universities equivalent to Seoul National University, but as a long-term strategy to develop 10 national flagship institutions, beginning with Pusan, Chonnam and Chungnam National Universities as the first intensive investment models.
The remaining regional flagship national universities have not been completely excluded.
The government plans to continue providing them with general financial support and regional university cooperation funding, while leaving open the possibility of expanding the package-support program depending on future National Assembly budget deliberations and the performance of the initial three universities.
Public Attitudes Are Changing: 55.6% Support the Policy
Public opinion surrounding the initiative is also noteworthy.
According to a survey of 1,020 adults nationwide commissioned by EBS and conducted by Embrain Public in December 2025, 55.6% of respondents supported the “10 Seoul National Universities” initiative.
Support was particularly strong in Gwangju and the Jeolla provinces, reaching 77.9%, the highest level in the country.
The approval rate in Busan, Ulsan and South Gyeongsang Province was also relatively high at 62.5%.
Respondents said that for the initiative to succeed, universities should develop specialized academic fields, attract outstanding professors and researchers, and create local employment opportunities that allow graduates to remain in their regions.
The findings suggest that Korea’s long-standing perception that students must move to Seoul to attend the country’s best universities may be beginning to change.
However, it would be premature to conclude that public attitudes have fundamentally shifted, particularly because there is not yet a long-term series of surveys using the same methodology and questions.
Other surveys reveal the continuing challenges.
A 2025 survey by Jongro Academy found that 46% of prospective students would consider attending a regional national university if the “10 Seoul National Universities” initiative were implemented.
However, 47% said they would not want to remain and work in the region after graduating from a regional flagship university — more than 20 percentage points higher than the share expressing an intention to settle locally.
The findings underline a fundamental reality: simply creating stronger universities outside Seoul will not automatically reverse the concentration of population and opportunity in the capital region.
Korea Needs “10 Paths to Success in the Regions,” Not Simply “10 Seoul National University Brands”
The real test of the “10 Seoul National Universities” initiative begins now.
Investing hundreds of billions of won in university buildings and research equipment alone will not create universities equal to Seoul National University.
The policy can succeed only if world-class researchers are willing to move to regional universities, top students choose Chonnam, Pusan or Chungnam National University over universities in Seoul, and graduates can find well-paid jobs with genuine opportunities for career advancement in their own regions.
For Chonnam National University, the crucial question is how effectively its specialization in semiconductors, AI and future energy can be connected with actual corporate investment in Gwangju and Jeonnam.
Research cooperation with Samsung, Korea Electric Power Corporation and other major organizations must go beyond memorandums of understanding and lead to research institutes, corporate investment and employment.
Regional industrial complexes, university laboratories, startups and major corporations must be integrated into a functioning innovation ecosystem.
The government’s “10 Seoul National Universities” initiative should ultimately not be about replicating Seoul National University’s name or hierarchy across the country.
Its real purpose should be to create a society in which young people studying shipbuilding, maritime industries and aerospace in Busan can build successful careers in Busan; researchers in Daejeon can grow within central Korea’s advanced science and technology ecosystem; and students studying semiconductors, AI and energy at Chonnam National University can become world-class researchers and entrepreneurs in Gwangju and Jeonnam.
For the Gwangju-Jeonnam region in particular, securing massive government investment for Chonnam National University should not itself be regarded as the final achievement.
Over the next five years, the public must closely examine how many young people the investment helps retain in the region, how many companies it attracts, how many high-quality jobs it creates, and how much Chonnam National University’s education and research competitiveness improves compared with leading universities around the world.
Whether the “10 Seoul National Universities” initiative merely reproduces Korea’s existing university hierarchy outside the capital region or becomes a genuine turning point toward balanced national development — where every citizen can access world-class education and career opportunities regardless of where they were born — will ultimately be determined by the results achieved over the next five years.
