전남광주 해남군에서 지난 14일부터 시작된 연속지진이 보름째 이어지고 있다. 지난 23일 규모 3.1의 지진이 발생한 데 이어 28일 오전에도 같은 지점에서 규모 2.2의 지진이 다시 관측되면서 주민들의 불안이 가시지 않고 있다.

특히 최근 지진들이 해남군 서북서쪽 약 20~21㎞, 지하 20㎞ 안팎의 매우 좁은 지역에 집중되고 있다는 점에서 단순히 개별 지진 발생에 그칠 것이 아니라 지하 단층 구조와 반복 발생 원인을 장기적으로 규명해야 한다는 지적이 나온다.

기상청에 따르면 28일 오전 7시44분26초 해남군 서북서쪽 21㎞ 지역에서 규모 2.2의 지진이 발생했다. 진앙은 북위 34.66도, 동경 126.40도, 발생 깊이는 21㎞로 분석됐다. 최대계기진도는 Ⅱ로, 조용한 상태나 건물 위층에 있는 일부 사람이 느낄 수 있는 수준이다. 이날 오전 7시55분까지 소방당국에 접수된 감지·피해 신고는 없었던 것으로 전해졌다.

이번 지진은 최근 해남에서 계속되고 있는 연속지진의 연장선에 있다.

기상청 자료를 보면 규모 2.0 이상 지진은 지난 14일 규모 2.1을 시작으로 15일 2.5, 16일 2.2와 2.4, 21일 2.3, 22일 2.7, 23일 3.1, 25일 2.5, 26일 2.1에 이어 28일 2.2까지 이어졌다. 지난 14일부터 28일까지 규모 2.0 이상 지진만 모두 10차례다.

■ 가장 강했던 23일 규모 3.1…깊이 21㎞
이번 연속지진 가운데 가장 규모가 컸던 지진은 지난 23일 오전 6시43분01초 발생했다.
기상청 공식 분석 결과 규모는 3.1(M_L), 진앙은 해남군 서북서쪽 21㎞ 지역인 북위 34.66도·동경 126.40도였으며 진원의 깊이는 **21㎞**였다. 위치 불확도는 약 ±0.6㎞로 분석됐다.
당시 해남에서는 최대계기진도 Ⅳ가 관측됐다. 진도 Ⅳ는 실내에서 많은 사람이 흔들림을 느끼고 일부 사람이 잠에서 깨며 그릇이나 창문 등이 흔들릴 수 있는 수준이다.
목포·무안·신안·영암·진도 등에서도 진동이 감지됐다. 행정안전부는 지진 직후 해남과 신안 등에서 유감 신고가 접수됐으며 직접적인 인명·시설 피해는 확인되지 않았다고 밝혔다.

■ 주민들 “‘쿵’ 소리와 함께 땅이 흔들렸다”
진앙과 가까운 주민들이 느낀 충격은 계기상의 숫자보다 직접적이었다.
목포MBC 보도에서 해남군 부동리 주민 김장배 씨는 당시 상황에 대해 “'쿵' 소리가 나더니 땅이 좀 흔들리는 감이 오더만요.”라고 말했다.
해남을 벗어난 신안에서도 흔들림을 느꼈다는 증언이 나왔다.
한 신안 주민은 당시 대부분 잠자리에 든 시간이었지만 '쿵' 하는 느낌과 함께 자동차가 방지턱을 넘어갈 때처럼 몸이 출렁이는 듯한 진동을 느꼈다고 설명했다.
AI호남뉴스가 확보한 방송 화면에서도 해남 주민은 “쿵 소리가 나더니 땅이 좀 흔들리는 그런 감이 오더라”고 당시 상황을 설명하고 있다.
또 다른 방송 화면에는 2020년 해남에서 발생했던 연속지진 당시 주민이 천둥·번개가 치는 것과 같은 큰 소리 뒤에도 여진이 이어졌다고 증언하는 장면이 담겼다.
이는 이번 지진이 처음 겪는 현상이 아니라는 점에서 주민들의 불안감을 더욱 키우고 있다.

■ 2020년에도 같은 해남서 76차례…최대 규모도 3.1
해남의 연속지진은 이번이 처음이 아니다.
기상청에 따르면 2020년 4월26일부터 약 한 달 반 동안 이 지역에서 총 76차례의 작은 규모 지진이 발생했다. 당시 최대 규모 역시 3.1이었다.
올해도 지난 14일부터 26일 오후 5시까지 미소지진을 포함해 83차례의 지진이 발생한 것으로 집계됐다.
2020년과 2026년의 지진 발생지역을 정밀 분석한 결과도 주목된다.
기상청 전문가 회의에서는 두 시기의 지진이 모두 길이 약 500m, 폭 약 300m에 불과한 작은 지하 영역에서 집중적으로 발생한 것으로 분석됐다.
두 지진군은 약간 떨어져 분포했으며, 그 사이에서 지난 23일 규모 3.1의 지진이 발생한 것으로 분석됐다.
즉 해남군 전체에서 무작위로 지진이 일어나는 것이 아니라 특정 지하 영역을 중심으로 지진이 집중되고 있다는 의미다.

■ 기상청 전문가들 “응력 상당 부분 해소됐을 가능성”
기상청은 지난 26일 강태섭 부경대 교수, 김광희 부산대 교수, 신동훈 전남대 교수, 이준기 서울대 교수, 장성준 강원대 교수, 홍태경 연세대 교수 등이 참여한 전문가 회의를 열어 해남 지진의 원인과 향후 전망을 분석했다.
전문가들은 2020년과 올해 지진이 발생한 두 영역 사이에서 규모 3.1의 지진이 발생한 점 등을 토대로 지하에 축적됐던 응력이 상당 부분 해소됐을 가능성이 있다고 진단했다.
특히 규모 3.1 지진 이후 지진 발생 횟수가 감소하고 있고, 2020년에도 최대 규모 지진 발생 이후 활동이 점차 줄었던 점을 근거로 이번 연속지진 역시 점차 감소할 가능성이 높다고 전망했다.
기상청 지진화산기술팀도 앞서 방송 인터뷰를 통해 이번 지진을 응력장 변화에 따른 단층 운동에 의해 발생한 것으로 보고 있으며, 현재 분석된 깊이 등을 고려할 때 대규모 지진으로 이어질 가능성은 낮다는 취지로 설명했다.

■ “감소 추세” 발표 다음 날 또 규모 2.2
다만 전문가들의 감소 전망이 곧바로 '지진 종료'를 의미하는 것은 아니다.
기상청이 27일 전문가 분석 결과를 공식 발표한 다음 날인 28일 오전 같은 진앙에서 규모 2.2 지진이 다시 발생했기 때문이다.
발생 위치 역시 북위 34.66도, 동경 126.40도이고 깊이도 21㎞로, 지난 23일 규모 3.1 지진과 사실상 동일한 지점이다.
전문가들도 이에 따라 진앙 주변에 지진계를 추가로 설치해 규모 2.0 미만의 미소지진까지 정밀 탐지하고 장기적으로 지진 활동을 감시할 필요가 있다고 강조했다.
기상청은 한반도 지하단층과 지하 속도구조를 규명하는 연구를 진행하고 있으며 내년부터 전라·충청권을 대상으로 본격적인 조사 연구에 착수할 계획이다.

■ 행안부 위기경보 ‘주의’…반복 지진 대비해야
정부도 반복되는 지진을 예의주시하고 있다.
행정안전부는 지난 23일 규모 3.1 지진 발생 이후 해남지역의 지진 위기경보 수준을 ‘관심’에서 ‘주의’ 단계로 상향했다.
당장 직접적인 피해를 일으킬 규모는 아니더라도 같은 지역에서 지진이 반복되는 만큼 추가 발생에 선제적으로 대비할 필요가 있다는 판단에서다.
이번 해남 지진은 규모 자체보다 짧은 기간 좁은 지역에서 지진이 반복되고 있다는 점을 주목할 필요가 있다.
2013년 보령 해역에서는 159차례의 연속지진이 발생해 최대 규모 3.5를 기록했고, 2019년 백령도에서도 102차례 발생했지만 최대 규모는 2.7에 머물렀다. 기상청 전문가들은 이들 사례가 더 큰 지진으로 이어지지는 않았다고 설명했다.
그러나 2020년에 이어 6년 만에 해남의 같은 지역에서 다시 연속지진이 나타났다는 사실은 보다 정밀한 지하단층 조사와 상시 감시체계 구축 필요성을 보여준다.
특히 규모 3.1 지진 이후 감소 추세가 나타난다는 전문가 분석에도 불구하고 28일 다시 규모 2.2의 지진이 관측된 만큼, 지진 활동이 완전히 종료됐다고 단정하기보다는 미소지진을 포함한 발생 추이를 지속적으로 관찰하면서 주민들에게 정확한 정보를 신속하게 제공하는 것이 중요하다.

이미선 기상청장은 기상청이 365일 24시간 지진·지진해일·화산 감시 및 통보체계를 가동하고 있다며 해남지진을 비롯한 한반도와 주변국 지진 감시에 최선을 다하겠다고 밝혔다.

A series of earthquakes that began on Aug. 14 in Haenam County, in South Korea’s southwestern region, has continued for roughly two weeks, raising concerns among local residents.
A magnitude 3.1 earthquake struck the area on Aug. 23, followed by another magnitude 2.2 tremor at virtually the same location on the morning of Aug. 28.
Of particular concern is that the recent earthquakes have been concentrated within a very small area about 20 to 21 kilometers west-northwest of Haenam County at a depth of around 20 kilometers. The pattern is prompting calls for long-term investigation into underground fault structures and the causes of the repeated seismic activity.
According to the Korea Meteorological Administration (KMA), a magnitude 2.2 earthquake occurred at 7:44:26 a.m. on Aug. 28, approximately 21 kilometers west-northwest of Haenam.
The epicenter was located at 34.66 degrees north latitude and 126.40 degrees east longitude, with an estimated depth of 21 kilometers.
The maximum instrumental seismic intensity was Level II, a degree of shaking that may be felt by some people at rest or on the upper floors of buildings. No reports of damage or residents feeling the tremor had been received by fire authorities as of 7:55 a.m.
The latest earthquake was part of the continuing seismic sequence in Haenam.
KMA data show that earthquakes of magnitude 2.0 or greater began with an M2.1 event on Aug. 14, followed by M2.5 on Aug. 15; M2.2 and M2.4 on Aug. 16; M2.3 on Aug. 21; M2.7 on Aug. 22; M3.1 on Aug. 23; M2.5 on Aug. 25; M2.1 on Aug. 26; and M2.2 on Aug. 28.
That brings the total number of earthquakes measuring magnitude 2.0 or greater to 10 between Aug. 14 and Aug. 28.
Strongest Earthquake, M3.1, Struck on Aug. 23 at a Depth of 21 km
The strongest earthquake in the ongoing sequence occurred at 6:43:01 a.m. on Aug. 23.
According to the KMA’s official analysis, the earthquake measured magnitude 3.1 (M_L) and occurred about 21 kilometers west-northwest of Haenam at 34.66°N, 126.40°E.
Its focal depth was estimated at 21 kilometers, with a location uncertainty of approximately ±0.6 kilometers.
The maximum instrumental intensity in Haenam reached Level IV.
At this intensity, many people indoors can feel the shaking, some may be awakened from sleep, and dishes, windows and other household objects may rattle.
Tremors were also felt in Mokpo, Muan, Sinan, Yeongam and Jindo.
The Ministry of the Interior and Safety said reports from residents who felt the earthquake were received from Haenam and Sinan, among other areas, but no casualties or direct damage to facilities were confirmed.
Residents: “There Was a Thud, Then the Ground Shook”
For residents living near the epicenter, the experience was more immediate than the numerical magnitude might suggest.
In an interview with Mokpo MBC, Kim Jang-bae, a resident of Budong-ri in Haenam County, recalled the moment the earthquake struck.
“There was a thud, and then I felt the ground shake.”
Residents in Sinan, outside Haenam, also reported feeling the tremor.
One Sinan resident said most people were asleep at the time but described feeling a “thud” followed by a swaying sensation similar to a vehicle passing over a speed bump.
Broadcast footage obtained by AI Honam News also shows a Haenam resident describing how he heard a thumping sound before feeling the ground shake.
Another broadcast clip, recorded during a series of earthquakes in Haenam in 2020, shows a resident describing a loud noise resembling thunder, followed by additional tremors.
The fact that residents experienced similar seismic activity six years ago is adding to concerns over the latest sequence.
76 Earthquakes Struck Same Haenam Area in 2020
This is not the first time Haenam has experienced a cluster of earthquakes.
According to the KMA, 76 small earthquakes occurred in the area over roughly a month and a half beginning on April 26, 2020. The largest earthquake during that sequence was also magnitude 3.1.
This year, 83 earthquakes, including microearthquakes, were recorded between Aug. 14 and 5 p.m. on Aug. 26.
A detailed comparison of the seismic activity in 2020 and 2026 has revealed another notable feature.
At a KMA expert meeting, researchers found that earthquakes during both periods were concentrated within an underground zone measuring only about 500 meters long and 300 meters wide.
The two earthquake clusters were located slightly apart from one another, while the magnitude 3.1 earthquake on Aug. 23 occurred between them.
The findings suggest that the earthquakes are not occurring randomly throughout Haenam County, but are concentrated around a specific underground seismic zone.
KMA Experts: Accumulated Stress May Have Been Significantly Released
On Aug. 26, the KMA convened an expert meeting to examine the causes of the Haenam earthquakes and assess possible future developments.
Participants included professors Kang Tae-seop of Pukyong National University, Kim Kwang-hee of Pusan National University, Shin Dong-hoon of Chonnam National University, Lee Jun-ki of Seoul National University, Jang Sung-jun of Kangwon National University and Hong Tae-kyung of Yonsei University.
The experts concluded that a significant portion of the underground stress may have been released, based in part on the fact that the magnitude 3.1 earthquake occurred between the two areas where seismic activity was concentrated in 2020 and 2026.
They also noted that the frequency of earthquakes has declined since the magnitude 3.1 event.
Considering that seismic activity similarly decreased after the strongest earthquake in the 2020 sequence, experts said the current earthquake swarm is also likely to gradually subside.
The KMA’s earthquake and volcano specialists have explained that the earthquakes are believed to have resulted from fault movement associated with changes in the regional stress field.
Based on the currently analyzed focal depths and other factors, officials have said the likelihood of the activity developing into a major earthquake appears low.
Another M2.2 Earthquake After Forecast of Declining Activity
The experts’ assessment that seismic activity is likely to decrease does not mean the earthquake sequence has ended.
A magnitude 2.2 earthquake occurred at the same epicentral area on the morning of Aug. 28, just one day after the KMA officially announced the findings of its expert analysis.
The Aug. 28 earthquake occurred at 34.66°N, 126.40°E at a depth of 21 kilometers, virtually identical to the location of the magnitude 3.1 earthquake on Aug. 23.
Experts have therefore emphasized the need to install additional seismic instruments near the epicentral area to detect microearthquakes below magnitude 2.0 and monitor seismic activity over the long term.
The KMA is also conducting research to identify underground faults and subsurface velocity structures across the Korean Peninsula.
A full-scale investigation focusing on the Jeolla and Chungcheong regions is scheduled to begin next year.
Government Maintains ‘Caution’ Alert as Repeated Tremors Raise Concerns
The South Korean government is closely monitoring the continuing earthquake sequence.
Following the magnitude 3.1 earthquake on Aug. 23, the Ministry of the Interior and Safety raised the earthquake crisis alert for the Haenam area from “Attention” to “Caution.”
Although the earthquakes have not been large enough to cause significant direct damage, authorities determined that precautionary measures were necessary because seismic events have continued to occur within the same area.
The significance of the Haenam earthquake sequence lies not only in the magnitude of individual events, but also in the fact that numerous earthquakes have occurred within a small area over a relatively short period.
In 2013, 159 earthquakes occurred off the coast of Boryeong, with the largest reaching magnitude 3.5. In 2019, 102 earthquakes were recorded around Baengnyeong Island, with the strongest measuring magnitude 2.7. KMA experts said those earthquake sequences did not develop into significantly larger events.
Nevertheless, the recurrence of concentrated seismic activity in the same part of Haenam six years after the 2020 earthquake sequence underscores the need for more detailed investigations of underground faults and a continuous seismic monitoring system.
Although experts have observed a declining trend since the magnitude 3.1 earthquake, the magnitude 2.2 event on Aug. 28 shows that the activity has not completely ceased.
Authorities therefore need to continue monitoring the sequence, including microearthquakes, while providing residents with timely and accurate information.
KMA Administrator Lee Mi-sun said the agency operates a 24-hour, 365-day monitoring and notification system for earthquakes, tsunamis and volcanic activity, adding that the agency will continue its close surveillance of the Haenam earthquake sequence as well as seismic activity across the Korean Peninsula and neighboring regions.
