해남경찰서가 계속되는 폭염으로 인한 농촌지역 온열질환 사고를 예방하기 위해 고령 농업인과 외국인 근로자를 대상으로 현장 중심의 안전순찰을 강화하고 있다.

해남경찰서 황산파출소는 최근 폭염경보가 이어짐에 따라 고추 수확 작업이 진행되는 농가와 농경지를 직접 찾아 ‘온열질환 예방 순찰’을 실시했다고 6일 밝혔다.

이번 순찰은 무더운 날씨에 농작업을 하다 발생할 수 있는 온열질환 사고를 사전에 막고, 야외 작업이 많은 고령 농업인과 외국인 근로자의 안전을 보호하기 위해 추진됐다.

황산파출소 경찰관들은 폭염이 기승을 부리는 낮 시간대 고추밭 등 농경지를 순찰하며 작업 중인 주민들의 건강 상태와 안전수칙 준수 여부를 살폈다.

경찰은 농업인들에게 낮 12시부터 오후 5시까지 한낮 야외 작업을 자제하고, 작업 중에는 충분한 물을 마시며 그늘진 곳에서 정기적으로 휴식할 것을 안내했다.

특히 두통이나 어지럼증, 메스꺼움, 심한 피로감 등 온열질환 의심 증상이 나타나면 즉시 작업을 중단하고 시원한 장소로 이동하도록 당부했다. 증상이 호전되지 않거나 의식이 흐려질 경우에는 지체 없이 119에 신고해야 한다고 강조했다.

외국인 근로자를 고용한 농가도 방문해 폭염 대비 3대 기본수칙을 알리고, 응급상황 발생 시 활용할 수 있는 비상연락망과 응급조치 요령을 전달했다.

정주완 황산파출소장은 “최근 외국인 근로자의 온열질환 사망 사례가 발생하는 등 폭염은 생명과 직결되는 위험 요소”라며 “외국인 근로자 고용 농가 방문과 폭염 대비 3대 기본수칙 홍보 등 선제적인 예방활동을 펼치고 있다”고 말했다.

이어 “앞으로도 어르신과 외국인 근로자들이 안전하고 건강하게 여름을 보낼 수 있도록 주민에게 다가가는 밀착형 치안활동을 이어가겠다”고 밝혔다.

폭염기 농촌 현장의 안전을 확보하려면 단순한 홍보와 일회성 방문에 그쳐서는 안 된다. 경찰과 행정기관, 소방당국, 농가가 외국인 근로자의 언어별 안전교육과 비상연락체계를 공유하고, 한낮 농작업 중단 여부를 지속해서 점검하는 촘촘한 관리체계를 마련해야 한다.

The Haenam Police Station is stepping up field-based safety patrols to prevent heat-related illnesses among elderly agricultural workers and foreign workers as extreme heat continues across the region.
The Hwangsan Police Substation recently visited pepper farms and other agricultural sites amid ongoing heat-wave warnings to conduct heat-illness prevention patrols, police said on August 6.
The initiative aims to prevent heat-related accidents during farm work and protect elderly residents and foreign workers who spend extended periods working outdoors.
Police officers patrolled pepper fields and other farmland during the hottest hours of the day, checking workers’ health conditions and whether basic heat-safety precautions were being followed.
Officers advised agricultural workers to avoid outdoor labor between noon and 5 p.m., drink plenty of water and take regular breaks in shaded areas.
They also urged workers experiencing symptoms such as headaches, dizziness, nausea or severe fatigue to stop working immediately and move to a cool place. If symptoms do not improve or the person becomes disoriented, emergency assistance should be requested immediately by calling 119.
Police also visited farms employing foreign workers to explain three basic heat-wave safety rules and provide guidance on emergency contacts and first-aid procedures.
“Extreme heat is a risk directly linked to human life, as demonstrated by the recent heat-related death of a foreign worker,” Hwangsan Police Substation Chief Jeong Ju-wan said. “We are carrying out proactive prevention activities, including visits to farms employing foreign workers and publicizing the three basic heat-wave safety rules.”
“We will continue community-oriented policing efforts to help elderly residents and foreign workers stay safe and healthy throughout the summer,” he added.
Protecting people working in rural areas during extreme heat requires more than publicity campaigns and one-time visits. Police, local government agencies, fire authorities and farm owners should establish a coordinated safety system that includes multilingual education, shared emergency contact networks and repeated inspections to ensure that outdoor work is suspended during the hottest hours of the day.
