전남광주통합특별시가 1인 가구 등 소규모 가구도 필요한 만큼 친환경농산물을 골라 주문할 수 있는 ‘소비자 맞춤형 친환경농산물 판매 시범사업’을 오는 10월까지 운영한다.

이번 사업은 친환경농산물의 소량·다품목 구매 접근성을 높이고 생산농가의 안정적인 판로를 확대하기 위해 마련됐다. 사업비는 시비 3천만 원과 친환경농업자조금 1천800만 원을 합쳐 총 4천800만 원이다.
특별시는 농산물의 경우 품목별 단가가 낮아 소량으로 구매할 때 배송비 부담이 상대적으로 크다는 점을 고려해 여러 농산물을 한 상자에 담아 보내는 ‘다품목 일괄배송’ 방식을 도입했다.

소비자는 공공 온라인 쇼핑몰인 남도장터 전용관에서 원하는 친환경농산물을 자유롭게 선택해 한 상자로 주문할 수 있다. 구매액이 2만 원 이상이면 전국 어디서나 무료배송을 받을 수 있다.

판매 품목은 가정에서 소비가 많은 채소 11종과 제철 과일 2종으로 구성된다. 양파와 마늘, 감자 등 일상적으로 사용하는 농산물을 기본 품목으로 제공해 1인 가구와 맞벌이 가정, 고령층 등도 필요한 양만 구매할 수 있도록 했다.

특히 남도장터와 학교급식 공급을 담당하는 호남권 친환경농산물 종합물류센터의 기존 물류·유통 기반을 활용한다. 별도의 대규모 시설투자 없이 상품 선별과 포장, 묶음배송 체계를 운영해 유통비용을 줄이고 가격 경쟁력을 높인다는 계획이다.

김영석 전남광주통합특별시 친환경농업과장은 “이번 사업은 전국 소비자에게 지역 친환경농산물을 합리적인 가격으로 제공하기 위한 새로운 유통전략”이라며 “사업성과를 분석해 정식 브랜드로 육성하고, 생산자의 수취가격은 보장하면서 운영비 부담을 낮추는 지속 가능한 유통모델을 만들겠다.”고 밝혔다.

전남광주통합특별시는 현재 남도장터에 ‘친환경농산물 전용 브랜드관’을 개설하고 51개 업체가 생산한 169개 품목을 판매하고 있다. 앞으로 전용관 홍보와 소비자 참여를 확대해 친환경농산물 소비 촉진과 생산농가 판로 확보를 함께 추진할 방침이다.

다만 시범사업이 정식 유통모델로 자리 잡기 위해서는 단순 판매액뿐 아니라 재 구매율과 주문 건당 물류비, 생산자 수취가격, 품목별 폐기율 등을 구체적으로 분석해야 한다. 무료배송 비용을 지속해서 감당할 수 있는 운영구조와 해남을 비롯한 지역별 농가의 참여 확대 방안도 함께 마련할 필요가 있다.

Jeonnam–Gwangju Integrated Special City will operate a consumer-tailored eco-friendly produce sales pilot through October, allowing single-person and other small households to select and order only the quantities they need.
The initiative was designed to improve access to small quantities and mixed selections of eco-friendly produce while securing stable sales channels for local farmers. A total of KRW 48 million has been allocated to the program, comprising KRW 30 million in municipal funding and KRW 18 million from the Eco-Friendly Agriculture Checkoff Fund.
Recognizing that delivery charges can be disproportionately high when purchasing small quantities of relatively low-priced agricultural products, the Special City has introduced a multi-item consolidated delivery system. Under this model, several types of produce are packed and delivered together in a single box.
Consumers can freely select eco-friendly agricultural products through a dedicated section of Namdo Market, a public online shopping platform, and combine them into one order. Free nationwide delivery is available for purchases of KRW 20,000 or more.
The product selection comprises 11 commonly consumed vegetables and two types of seasonal fruit. Staple items such as onions, garlic and potatoes are offered as basic options, enabling single-person households, dual-income families and older consumers to purchase only the quantities they need.
The program will use the existing distribution and logistics infrastructure of Namdo Market and the Honam Eco-Friendly Agricultural Products Integrated Logistics Center, which supplies produce for school meal programs. By operating product sorting, packaging and consolidated delivery through existing facilities, the Special City aims to reduce distribution costs and improve price competitiveness without requiring large-scale investment in new infrastructure.
“This program represents a new distribution strategy designed to provide consumers across the country with locally grown eco-friendly produce at reasonable prices,” said Kim Young-seok, director of the Eco-Friendly Agriculture Division at Jeonnam–Gwangju Integrated Special City.
“We will analyze the program’s performance and develop it into an official brand. Our goal is to establish a sustainable distribution model that guarantees fair returns for producers while reducing operating-cost burdens,” Kim added.
Jeonnam–Gwangju Integrated Special City currently operates a dedicated eco-friendly agricultural products brand section on Namdo Market, offering 169 products supplied by 51 businesses. The city plans to strengthen promotion of the dedicated section and encourage greater consumer participation, thereby expanding eco-friendly produce consumption and securing broader sales channels for local farmers.
For the pilot project to develop into a sustainable, permanent distribution model, however, its performance should be assessed using more than total sales figures. Authorities should disclose and evaluate specific indicators such as repeat-purchase rates, logistics costs per order, prices received by producers and product-specific waste rates.
A financially sustainable system for covering free-delivery costs must also be established, along with measures to increase participation by farms across the region, including those in Haenam County.
