완도해양경찰서가 소형어선에서 발생하는 선저폐수를 무상으로 수거하며 해양오염 예방과 영세어업인의 처리 부담 완화에 나섰다.
완도해양경찰서(서장 김태환)는 지난 15일 완도항에서 해양환경공단과 협력해 10톤 미만 소형어선을 대상으로 선저폐수 무상수거를 실시했다고 20일 밝혔다.
선저폐수는 선박 기관실 바닥 등에 고이는 기름과 물이 혼합된 오염물질이다. 적정한 처리 절차를 거치지 않고 바다에 배출할 경우 해양생태계와 연안 환경을 오염시키는 원인이 될 수 있다.
특히 영세어업인이 주로 이용하는 소형어선은 선저폐수 처리시설을 이용하기 어렵거나 처리비용에 대한 부담이 커 적정 처리에 어려움을 겪는 경우가 있다.
완도해경은 이러한 어업인의 부담을 줄이고 불법 해양배출을 사전에 차단하기 위해 이번 무상수거를 추진했다.
해경은 해양오염 예방순찰 과정에서 선저폐수 수거가 필요한 소형어선 3척을 확인하고, 해양환경공단과 함께 약 0.2톤의 선저폐수를 수거해 적정 처리했다.

완도해경은 앞으로도 해양환경공단을 비롯한 관계기관과 협력체계를 강화하고, 소형어선에서 발생하는 선저폐수와 각종 오염물질의 적법한 처리를 지원할 계획이다.
이와 함께 항·포구와 연안 해역을 중심으로 해양오염 예방순찰과 어업인 대상 홍보·계도 활동도 지속적으로 추진할 방침이다.
박창용 완도해경 해양오염방제과장은 “영세어업인의 경제적 부담을 줄이는 동시에 깨끗한 해양환경을 조성하기 위해 관계기관과 협력한 지원사업을 지속적으로 추진하겠다.”고 말했다.
이어 “어업인들도 선저폐수 등 선박에서 발생하는 오염물질을 적법하게 처리해 해양환경 보호에 적극 동참해 달라”고 당부했다.

The Wando Coast Guard has launched a free bilge-water collection service for small fishing vessels in an effort to prevent marine pollution and reduce waste-disposal costs for small-scale fishermen.
The Wando Coast Guard Station, headed by Commissioner Kim Tae-hwan, announced on July 20 that it had carried out a free bilge-water collection operation for fishing vessels weighing less than 10 tons at Wando Port on July 15 in cooperation with the Korea Marine Environment Management Corporation.
Bilge water is a pollutant consisting of oil and water that accumulates on the floor of a vessel’s engine room. If discharged into the sea without undergoing proper treatment, it can cause serious damage to marine ecosystems and coastal environments.
Small fishing vessels commonly operated by small-scale fishermen often face difficulties in properly disposing of bilge water because of limited access to treatment facilities and the financial burden of disposal costs.
The Wando Coast Guard organized the free collection service to ease the burden on fishermen and prevent illegal discharge into the sea.
During marine pollution prevention patrols, the Coast Guard identified three small fishing vessels that required bilge-water collection. Working with the Korea Marine Environment Management Corporation, it collected and properly disposed of approximately 0.2 tons of bilge water.
The Wando Coast Guard plans to strengthen cooperation with the Korea Marine Environment Management Corporation and other relevant organizations while continuing to support the lawful disposal of bilge water and other pollutants generated by small fishing vessels.
It will also continue marine pollution prevention patrols around ports, harbors and coastal waters, along with educational and awareness campaigns for fishermen.
Park Chang-yong, head of the Marine Pollution Response Division at the Wando Coast Guard, said, “We will continue to carry out support programs in cooperation with relevant organizations to reduce the financial burden on small-scale fishermen and help create a cleaner marine environment.”
He added, “We also ask fishermen to actively participate in protecting the marine environment by ensuring that bilge water and other pollutants generated from their vessels are disposed of in accordance with the law.”
