전남광주통합특별시가 호우 예비특보 발령에 따라 인명피해 예방을 최우선으로 한 비상대응체계 점검에 나섰다.
전남광주통합특별시는 지난 8일 오후 9시 광주청사 재난안전상황실에서 민형배 전남광주통합특별시장 주재로 상황판단회의를 열고 집중호우에 대비한 대응체계를 종합 점검했다고 밝혔다.

이번 회의는 전남광주통합특별시 출범 이후 처음 열린 상황판단회의로, 광주와 담양, 나주 등을 비롯한 전남 지역 9개 시·구·군에 호우 예비특보가 발효됨에 따라 마련됐다. 회의에서는 기상 전망과 지역별 강우 상황을 공유하고, 인명피해를 막기 위한 선제 대응 방안이 집중 논의됐다.

이날 회의에는 광역안전국과 도시안전국을 비롯한 16개 관계부서, 27개 시·구·군 부단체장이 참여했다. 참석자들은 기상 및 강우 전망, 산사태·하천·급경사지 등 인명피해 우려지역 관리, 지하차도와 하천변 산책로 등 위험지역 통제, 배수펌프장 및 침수취약지역 대응상황 등을 세부적으로 점검했다.

특히 민형배 특별시장은 올해부터 신설된 읍·면·동장의 주민대피명령 권한을 적극적으로 행사할 것을 강조했다.

민 시장은 집중호우로 인명피해가 우려되는 상황에서는 위험 징후를 신속히 판단해 주민대피명령을 적극 발령하고, 독거노인과 장애인 등 취약계층에 대해서는 공무원, 마을 이·통장, 자율방재단 등 지역 협력체계를 총동원해 대피가 완료될 때까지 현장 중심으로 대응할 것을 주문했다.

민형배 특별시장은 “재난 대응은 무엇보다 인명피해 예방이 최우선”이라며 “기상특보와 현장 상황을 면밀히 살피고, 위험지역은 선제적으로 통제하는 등 과하다 싶을 정도의 예방적 대응으로 시민의 생명과 안전을 지켜달라”고 당부했다.

전남광주통합특별시는 앞으로도 기상 상황을 24시간 예의주시하고, 재난안전대책본부를 중심으로 관계기관과 긴밀한 협조체계를 유지할 방침이다. 또한 호우 상황이 종료될 때까지 비상대응체계를 지속 가동하며 시민 안전 확보에 총력을 기울일 계획이다.

Jeonnam-Gwangju Integrated Special City has begun a full-scale review of its emergency response system following the issuance of a preliminary heavy rain advisory, placing the prevention of human casualties as its top priority.
The city announced that it held a situation assessment meeting at 9 p.m. on the 8th at the Disaster and Safety Situation Room of the Gwangju Government Complex. The meeting was chaired by Min Hyung-bae, Special Mayor of Jeonnam-Gwangju Integrated Special City, and focused on comprehensively reviewing response measures in preparation for heavy rainfall.
The meeting marked the first situation assessment session held since the launch of Jeonnam-Gwangju Integrated Special City. It was convened after preliminary heavy rain advisories were issued for nine cities, districts and counties in the Jeonnam region, including Gwangju, Damyang and Naju. Participants shared weather forecasts and rainfall conditions by region, while discussing preemptive measures aimed at preventing casualties.
The meeting was attended by 16 related departments, including the Metropolitan Safety Bureau and the Urban Safety Bureau, as well as deputy heads of 27 cities, districts and counties. Participants reviewed key response areas, including weather and rainfall forecasts, management of areas vulnerable to casualties such as landslide-prone zones, rivers and steep slopes, control of risk areas including underpasses and riverside walking trails, and response conditions at drainage pump stations and flood-prone areas.
Special Mayor Min Hyung-bae particularly emphasized the active use of the evacuation order authority granted this year to heads of eup, myeon and dong administrative units.
Mayor Min instructed officials to swiftly assess signs of danger and issue evacuation orders when heavy rainfall poses a risk to human life. He also called for field-centered responses to ensure that vulnerable groups, including elderly people living alone and people with disabilities, are fully evacuated through cooperation among public officials, village leaders, neighborhood heads and volunteer disaster prevention groups.
“Preventing loss of life must be the foremost priority in disaster response,” Special Mayor Min said. “Please closely monitor weather advisories and on-site conditions, and protect citizens’ lives and safety through preventive measures that may even seem excessive, including the preemptive control of dangerous areas.”
Jeonnam-Gwangju Integrated Special City plans to continue monitoring weather conditions around the clock and maintain close cooperation with related agencies through its Disaster and Safety Countermeasures Headquarters. The city will also keep its emergency response system in operation until the heavy rain situation comes to an end, making every effort to secure citizens’ safety.
