민선 지방자치 출범 이후 완도군 최초의 무소속 군수로 당선된 김신 당선인이 “이번 승리는 군민들이 만들어낸 선거혁명”이라며 변화와 통합, 경제 회복을 중심으로 한 새로운 군정 비전을 제시했다.

김신 당선인은 최근 해남뉴스와 가진 인터뷰에서 “정당의 두터운 벽과 기득권 정치의 한계를 깨뜨려주신 완도군민 여러분께 깊이 감사드린다.”며 “수십 년간 정체돼 온 완도의 행정과 경제를 바꿔달라는 군민들의 간절한 열망이 만들어낸 결과”라고 말했다.

이번 선거는 개표 막판까지 승패를 예측하기 어려운 초접전 끝에 김신 당선인이 790표 차로 승리하며 완도 정치사에 새로운 이정표를 세웠다.
김 당선인은 선거 과정에서 나타난 갈등과 분열을 치유하는 것이 최우선 과제라고 강조했다.

그는 “민주당을 지지했든 무소속을 지지했든 이제 우리는 모두 완도군민”이라며 “경쟁 후보들의 좋은 공약은 과감히 군정에 반영하고 편가르기와 줄세우기 정치를 청산해 통합의 군정을 펼치겠다.”고 밝혔다.
공직사회 운영 방향에 대해서는 능력과 성과 중심의 인사 혁신을 예고했다.

김 당선인은 “열심히 일해 온 공무원들이 불안해할 이유는 없다”며 “연공서열 중심의 폐쇄적 문화를 개선하고 능력과 성과, 군민에 대한 친절도를 기준으로 공정한 인사 시스템을 구축하겠다.”고 말했다.
이어 “군수 업무추진비를 실시간 공개하는 등 행정 투명성을 높여 군민이 신뢰하는 공직문화를 만들겠다.”고 덧붙였다.

선거 과정에서 논란이 됐던 완도해양치유센터에 대해서는 전면적인 경영 진단과 체질 개선을 추진하겠다는 입장을 밝혔다.
김 당선인은 “막대한 예산이 투입된 사업이 군민 혈세만 축내는 구조라면 과감한 개혁이 필요하다”며 “인수위원회 단계부터 예산 집행과 사업 실효성을 철저히 검증하고 민간 전문 경영기법과 공격적인 마케팅을 도입해 적자 구조를 개선하겠다.”고 강조했다.

완도 경제의 핵심인 수산업 분야에 대해서는 유통 혁신과 6차 산업화를 해법으로 제시했다.
그는 “생산만 잘해서는 경쟁력을 확보할 수 없는 시대”라며 “전복과 김의 직거래 유통망을 확대하고 고부가가치 가공산업을 육성해 어민 소득을 높이겠다”고 말했다.
또 “군수가 직접 뛰는 1호 영업사원이 되어 완도 수산물의 판로를 확대하겠다.”고 밝혔다.

관광 분야에서는 체류형 관광도시 전환을 핵심 과제로 내세웠다.
김 당선인은 “완도는 스쳐 지나가는 관광지가 아니라 머물며 힐링하는 섬 관광의 중심지가 돼야 한다”며 “중저가 숙박시설과 고급 휴양시설을 확충하고 야간 관광 콘텐츠와 외국인 맞춤형 관광상품을 개발해 지역 상권까지 관광 효과가 확산되도록 하겠다.”고 설명했다.

특히 청년 유출 문제 해결을 군정의 최우선 과제로 꼽았다.
그는 “청년이 돌아오는 활기찬 완도를 만드는 것이 임기 내 가장 중요한 목표”라며 “청년 창업 지원과 스마트어업 펀드 조성, 주거·교육·보육 인프라 개선을 통해 젊은 세대가 정착할 수 있는 환경을 만들겠다.”고 밝혔다.

이어 “임기가 끝날 무렵에는 인구 감소세가 반전되고 ‘완도에 살면 먹고살 만하다’는 말이 나올 수 있도록 현장에서 답을 찾는 군수가 되겠다.”고 말했다.

한편 김신 당선인은 이번 선거 결과를 “정당보다 군민을 선택한 완도군민의 위대한 승리”로 규정하며 “오직 완도 발전과 군민 행복만 바라보고 일하는 군수가 되겠다.”고 거듭 강조했다.

Kim Shin, who was elected as the first independent governor of Wando County since the launch of local self-government in Korea, has pledged to lead a new era of change, unity, and economic revitalization, describing his victory as “a political revolution created by the people.”
In a recent interview with Haenam News, Governor-elect Kim expressed his gratitude to Wando residents, saying, “I sincerely thank the people of Wando for breaking through the thick walls of party politics and entrenched interests. This victory reflects the strong desire of residents to transform Wando’s long-stagnant administration and economy.”
The election remained too close to call until the final stages of vote counting, with Kim ultimately securing victory by a narrow margin of 790 votes, marking a historic turning point in Wando’s political landscape.
Kim emphasized that healing divisions and restoring unity among residents will be his administration’s top priority.
“Whether people supported the Democratic Party candidate or an independent candidate, we are all citizens of Wando,” he said. “I will actively incorporate worthy policies proposed by my opponents and put an end to divisive politics and factionalism, pursuing an administration based on unity and cooperation.”
Regarding the county government workforce, Kim announced plans for personnel reforms centered on merit and performance.
“Dedicated public servants have no reason to feel anxious,” he stated. “We will move away from a closed seniority-based culture and establish a fair personnel system based on ability, performance, and quality of service to residents.”
He added that transparency will be strengthened through measures such as real-time disclosure of the governor’s official expenses, helping to build a trustworthy and accountable public service culture.
Addressing the controversial Wando Marine Healing Center, Kim pledged a comprehensive management review and structural reform.
“If a project funded by taxpayers’ money is operating at a significant deficit, bold reforms are necessary,” he said. “From the transition committee stage, we will thoroughly examine budget execution and operational effectiveness while introducing professional management practices and aggressive marketing strategies to reduce losses and improve performance.”
For Wando’s fisheries industry, the backbone of the local economy, Kim identified distribution reform and industrial diversification as key solutions.
“In today’s market, production alone is not enough to remain competitive,” he explained. “We will expand direct sales channels for abalone and seaweed products while supporting value-added processing industries to increase fishermen’s incomes.”
He further pledged to become “Wando’s No. 1 salesperson,” personally working to expand markets and sales opportunities for local seafood products.
Tourism development will focus on transforming Wando into a destination where visitors stay longer rather than simply pass through.
“Wando should become the nation’s leading island healing destination,” Kim said. “We will expand both affordable accommodations and high-end resort facilities, develop nighttime tourism programs, and introduce customized travel products for international visitors so that tourism benefits reach local businesses and traditional markets.”
Kim also identified youth outmigration as one of the most urgent challenges facing the county.
“My most important goal during this term is to create a vibrant Wando where young people choose to return and settle,” he said. “We will support youth entrepreneurship, establish smart fisheries investment funds, and improve housing, education, and childcare infrastructure to provide a stable environment for young families.”
He added, “By the end of my term, I hope to reverse population decline and create a community where people can confidently say, ‘Life is sustainable and rewarding in Wando.’ I will remain a governor who finds answers in the field and works alongside the people.”
Concluding the interview, Kim described the election outcome as “a great victory for the people of Wando who chose residents over political parties.”
“I will devote myself solely to the development of Wando and the happiness of its citizens,” he said. “That is the promise I make to the people who entrusted me with this responsibility.”
