전라남도의 올해 1분기 합계출산율이 1.30명을 기록하며 전국 17개 시·도 가운데 가장 높은 수준을 유지한 것으로 나타났다.
출생아 수도 지난해 같은 기간보다 15.3% 증가하며 출산율 반등 흐름이 이어지고 있다.

전남도에 따르면 국가데이터처가 지난 27일 발표한 ‘2026년 3월 인구동향’ 분석 결과, 전남의 2026년 1분기 합계출산율은 1.30명으로 집계됐다.
이는 2023년 이후 지속되고 있는 전국 1위 기록이다.

같은 기간 출생아 수는 2,569명으로 지난해 1분기 2,228명보다 341명 증가해 15.3%의 높은 증가율을 보였다.
전남도는 이 같은 성과의 배경으로 임신·출산·양육 전 과정에 걸친 맞춤형 지원정책을 꼽았다.

도는 지난해부터 전국 최초 수준의 장기 출산지원 정책인 ‘출생기본소득’을 시행해 전남에서 태어난 모든 아동에게 18년간 매월 20만 원을 지원하고 있다. 이를 통해 양육 부담을 줄이고 안정적인 출산·양육 환경 조성에 힘쓰고 있다.

또한 전국에서 가장 많은 7개소의 공공산후조리원을 운영하며 산모와 신생아가 저렴한 비용으로 전문적이고 쾌적한 산후조리 서비스를 받을 수 있도록 지원하고 있다.

산모·신생아 건강관리사 서비스 역시 소득 기준과 관계없이 모든 출산 가정이 이용할 수 있도록 도비를 추가 지원해 출산 가정의 경제적 부담을 낮추고 있다.

난임 지원 정책도 확대됐다. 전남도는 가임력 검사 지원 확대와 횟수 제한 없는 난임시술 지원, 가임력 보존사업, 난임·우울증 상담센터 운영 등을 통해 아이를 원하는 부부들의 임신과 출산을 적극 지원하고 있다.

아울러 임신·출산·양육 관련 정보를 한곳에서 제공하는 온라인 통합 플랫폼 ‘전남아이톡’을 운영해 이용 편의성을 높이고 있다. 전남아이톡에서는 공공산후조리원 예약 신청은 물론 시군별 임신·출산 지원사업 정보도 쉽게 확인할 수 있다.

윤연화 전남도 인구청년이민국장은 “아이를 낳고 키우기 좋은 전남을 만들기 위해 촘촘하고 든든한 출산 지원 정책을 지속 확대해 나가겠다”며 “합계출산율 반등과 출생아 증가 흐름을 이어가 2030년 합계출산율 1.5명 달성을 위해 최선을 다하겠다.”고 밝혔다.

한편 전라남도는 인구감소와 지방소멸 위기에 대응하기 위해 출산·보육·청년정책을 연계한 종합 인구정책을 추진하며 전국 최고 수준의 출산친화 환경 조성에 박차를 가하고 있다.

South Jeolla Province (Jeonnam) recorded a total fertility rate (TFR) of 1.30 in the first quarter of 2026, maintaining the highest level among South Korea’s 17 metropolitan and provincial governments.
The number of births also increased by 15.3 percent compared to the same period last year, continuing the province’s upward trend in childbirth indicators.
According to an analysis of the “March 2026 Population Trends” report released by the National Data Agency on May 27, Jeonnam’s first-quarter fertility rate reached 1.30 births per woman, extending its position as the nation’s leader since 2023.
The province recorded 2,569 births during the first quarter, up by 341 from 2,228 births in the same period of 2025, representing a 15.3 percent increase.
Provincial officials attributed the positive results to Jeonnam’s comprehensive and customized support policies covering pregnancy, childbirth, and child-rearing.
Since last year, Jeonnam has implemented one of the country’s most ambitious long-term childbirth support programs, providing a Basic Birth Income of 200,000 won per month for 18 years to every child born in the province. The initiative aims to ease the financial burden of raising children and create a more stable environment for families.
Jeonnam also operates seven public postpartum care centers, the highest number in the country, offering affordable, professional, and comfortable postnatal care services for mothers and newborns.
In addition, the province provides supplementary funding for maternal and newborn care services, allowing all families with newborns to access support regardless of income level.
Support for couples experiencing infertility has also been expanded. Jeonnam offers fertility testing programs, unlimited infertility treatment assistance, fertility preservation services, and counseling centers for infertility and postpartum depression, helping couples achieve successful pregnancies and childbirth.
To improve accessibility to family-related services, the province operates “Jeonnam i-Talk,” an integrated online platform that provides one-stop access to information on pregnancy, childbirth, and childcare. The platform allows users to apply for public postpartum care center reservations and access support programs offered by provincial and local governments.
Yoon Yeon-hwa, Director-General of Population and Youth Policy at Jeonnam Province, said, “We will continue to strengthen comprehensive and reliable childbirth support policies to make Jeonnam a better place to have and raise children. Our goal is to sustain the rebound in fertility rates and birth numbers while working toward a total fertility rate of 1.5 by 2030.”
Meanwhile, Jeonnam is accelerating efforts to build one of the nation’s most family-friendly environments through integrated population policies that connect childbirth, childcare, and youth support programs in response to population decline and regional demographic challenges.
