해남군의원 가선거구 더불어민주당 이기우 후보가 솔라시도 개발에 따른 외부 인력 유입 효과를 해남읍 원도심 상권과 문화경제 활성화로 연결하기 위한 ‘해남형 야간문화경제 구축 정책’을 공식 제안했다.

이 후보는 지난 13일 해남예술문화단체총연합회(해남예총)를 방문해 김장식 회장과 간담회를 갖고, 「솔라시도 삼호·목포로 인력 유출 방지 및 해남 원도심 활성화를 위한 야간문화경제 구축 정책」을 전달했다고 밝혔다.

이 후보는 “솔라시도 국가 AI컴퓨팅센터와 RE100 산업단지 조성으로 2026년 말까지 약 1만 명 규모의 외부 인력 유입이 예상된다”며 “문화·여가·정주 인프라가 부족할 경우 소비와 생활권이 목포·삼호 등 외부 도시로 빠져나갈 가능성이 크다”고 진단했다.

이어 “지금 준비하지 않으면 솔라시도의 소비와 생활 주도권은 결국 외부 도시로 넘어갈 수밖에 없다”며 “해남 원도심이 단순 산업 배후지가 아니라 사람이 머물고 소비하는 체류형 중심지로 변화해야 한다”고 강조했다.

특히 “매일 밤 외지 인력 1만 명이 해남의 밤거리를 누비고 먹거리·볼거리·즐길거리가 살아날 때 비로소 원도심 상권의 르네상스가 시작된다.”며 “유입 인구를 원도심으로 연결하는 문화적 댐을 구축해야 한다”고 밝혔다.

이번 정책은 ▲상설 공연체계 구축 ▲원도심 야간 문화거점 조성 ▲산업근로자 대상 정주형 문화정책 등을 핵심으로 추진된다.
우선 해남예총과 지역 예술단체가 협력하는 상설 공연 운영체계를 구축하고, 지역 예술인들에게 ‘정당한 공연 페이’와 표준계약 체계를 도입해 안정적인 활동 기반을 마련한다는 계획이다.

또 매일시장과 먹거리골목, 쌈지공원 등을 중심으로 버스킹과 거리공연을 정례화하고, 라이브 공연이 가능한 상가에는 무대·음향·방음시설 설치를 지원하는 ‘공연형 상가 리모델링 사업’도 추진할 방침이다.
이 후보는 특히 솔라시도 산업 근로자들의 퇴근 이후 생활 패턴에 맞춘 야간 체류형 문화정책 필요성을 강조했다.

그는 “AI·데이터센터 산업 특성상 상당수 근로자들이 퇴근 후 여가와 소비를 즐길 공간을 찾게 될 것”이라며 “퇴근 이후 자연스럽게 원도심으로 유입될 수 있도록 야간 공연과 문화 프로그램을 대폭 확대해야 한다.”고 말했다.

또 “행정이 일방적으로 주도하는 방식이 아니라 현장을 가장 잘 아는 해남예총과 지역 예술인들이 중심이 되는 민간 주도형 문화생태계가 중요하다”며 “해남예총이 콘텐츠 기획과 운영의 중심축 역할을 맡고, 행정은 이를 뒷받침하는 지원체계로 전환돼야 한다.”고 강조했다.

사업 규모는 연간 약 3억 원 수준으로 ▲상설 공연 및 출연료 지원 1억5천만 원 ▲공연형 상가 리모델링 지원 1억 원 ▲청년·지역 예술인 콘텐츠 개발 지원 5천만 원 등으로 구성됐다.

이 후보는 “비교적 적은 예산으로도 원도심 체류경제와 문화생태계를 동시에 살릴 수 있다”며 “솔라시도의 개발이익이 외부 도시로 빠져나가지 않고 해남 원도심 상권과 문화경제로 연결되는 구조를 만들겠다.”고 밝혔다.

이어 “예술인에게는 정당한 보상을, 방문객에게는 품격 있는 밤 문화를 제공해 ‘사람과 음악이 머무는 해남’이라는 새로운 도시 브랜드를 만들겠다.”고 덧붙였다.

Lee Gi-woo, a Democratic Party candidate for Haenam County Council’s District A, has officially proposed a “Haenam-style Nighttime Cultural Economy” policy aimed at linking the economic impact of incoming workers from the Solar Sea-do development project to the revitalization of Haenam-eup’s old downtown commercial district and cultural economy.
Candidate Lee announced on the 13th that he visited the Haenam Federation of Artistic and Cultural Organizations (Haenam Arts Federation) and held a policy meeting with Chairman Kim Jang-sik, where he presented a proposal titled:
“Policy for Preventing Workforce Outflow to Samho and Mokpo and Revitalizing Haenam’s Old Downtown Through a Nighttime Cultural Economy.”
Lee stated that approximately 10,000 outside workers are expected to move into the region by the end of 2026 due to the establishment of the Solar Sea-do National AI Computing Center and the RE100 industrial complex.
“If cultural, leisure, and residential infrastructure is not properly prepared, consumer spending and everyday living activity could easily flow out to nearby cities such as Mokpo and Samho,” he warned.
He added, “If we fail to prepare now, the initiative over consumption and daily life surrounding Solar Sea-do could ultimately shift to outside cities. Haenam’s old downtown must evolve from a mere industrial support zone into a stay-oriented urban center where people gather, spend, and remain.”
Lee further emphasized, “When 10,000 outside workers walk through Haenam’s streets every night and the local food, entertainment, and cultural scene come alive, the renaissance of downtown commerce will truly begin. We must build a cultural dam that channels incoming population flows into the old downtown.”
The proposed initiative focuses on three core strategies:
▲ Establishing a permanent performance system
▲ Creating nighttime cultural hubs in the old downtown
▲ Developing settlement-oriented cultural policies for industrial workers
Under the proposal, Haenam Arts Federation and local arts organizations would cooperate to operate regular live performances while introducing “fair performance pay” and standardized contracts to ensure stable working conditions for local artists.
In addition, busking and street performances would be held regularly around traditional markets, food alleys, and pocket parks. The plan also includes a “performance-friendly commercial remodeling project” that would support businesses with stage, sound, and soundproofing facilities suitable for live performances.
Lee especially stressed the importance of nighttime stay-oriented cultural policies tailored to the after-work lifestyles of workers in the AI and data center industries.
“Due to the nature of AI and data center industries, many workers will seek leisure and entertainment opportunities after work,” he said. “We need to dramatically expand nighttime performances and cultural programs so that people naturally flow into the old downtown after their shifts.”
He also highlighted the need for a private-sector-led cultural ecosystem rather than a top-down administrative model.
“The Haenam Arts Federation and local artists—those who know the field best—must take the lead,” Lee said. “The federation should serve as the central axis for planning and operating cultural content, while the government shifts toward a supporting role.”
The annual budget for the project is estimated at approximately KRW 300 million (about USD 220,000), including:
▲ KRW 150 million for permanent performances and artist fees
▲ KRW 100 million for remodeling performance-friendly commercial spaces
▲ KRW 50 million for supporting youth and local artist content development
Lee concluded, “Even with a relatively modest budget, we can simultaneously revive the downtown stay-economy and cultural ecosystem. We will create a structure in which the development gains from Solar Sea-do remain connected to Haenam’s downtown commerce and cultural economy instead of leaking into outside cities.”
He added, “By guaranteeing fair compensation for artists and offering visitors a high-quality nighttime cultural experience, we will build a new city brand for Haenam — a place where people and music stay together.”
