전라남도가 중동 정세 불안으로 촉발된 국제유가와 환율 상승 속에서도 농자재 수급이 비교적 안정적인 것으로 확인됐다며, 농가의 사재기 자제를 강력히 당부하고 나섰다.
단순한 가격 대응을 넘어 ‘불안 심리 차단’에 초점을 맞춘 선제 대응이라는 점에서 주목된다.

■ “가격은 올랐지만 공급은 충분”… 현장 점검 결과 ‘안정’
전남도에 따르면 지난 2월 28일 중동 상황 이후 4월 2일 기준 농업용 면세유 가격은 유종별로 16.9~27.4% 상승했다.
농협 계통 무기질 비료 가격도 전년 대비 6.0~8.8% 인상됐다.
특히 농업용 필름은 나프타 원료 수급 부족 영향으로 최대 30~40%까지 급등하며 농가 부담을 키우고 있다.
이에 전남도는 지난 4~5일 장성 황룡농협 농자재센터와 여수 남해화학을 직접 방문해 면세유, 농업용 필름, 무기질 비료 등 주요 농자재 공급 상황을 긴급 점검했다.
점검 결과, 3월 말 기준 농자재 공급은 오히려 여유 있는 것으로 나타났다.
밭작물용 멀칭 필름은 전년 대비 106~117.1% 수준으로 공급됐고, 무기질 비료는 54.5% 초과 공급된 것으로 확인됐다.

■ “문제는 공급이 아니라 심리”… 가수요가 시장 왜곡
전남도는 현재 수급 불안의 핵심 원인을 ‘실제 부족’이 아닌 ‘가수요 증가’로 진단했다.
중동 상황 장기화에 대한 우려로 농가가 선구매에 나서면서, 전년 동월 대비 공급량이 급증한 것으로 분석됐다.
이에 따라 전남도는 “필요 이상의 구매는 오히려 시장 불안을 키운다”며 사재기 자제를 강하게 요청했다.
농협중앙회도 대응에 나섰다.
4월부터 지역농협 발주 물량을 전년도 월별 실수요 범위로 제한하는 조치를 시행해 수급 왜곡 차단에 들어갔다.

■ 공급망 재편 가속… “중동 의존 줄인다.”
국내 최대 비료 생산업체인 남해화학은 중동 의존도를 낮추기 위해 원료 수입선을 브루나이, 베트남 등으로 다변화하고 있다.
또한 오는 7월까지 요소 및 복합비료를 안정적으로 공급하겠다는 계획을 밝혔다.
이는 단기 대응을 넘어 구조적인 공급 안정 체계 구축으로 이어질 전망이다.

■ 전남도 “농가 부담 줄이겠다”… 정부에 긴급 지원 건의
전남도는 농가 경영비 부담 완화를 위해 중앙정부에 다음과 같은 지원책을 공식 건의했다.
▲ 농업용 면세유 인상액의 50% 국비 지원
▲ 무기질 비료 가격 안정 지원 99억 원
▲ 나프타 물량 일부를 농업용 필름 원료로 우선 배정
정원진 전남도 식량원예과장은 “무기질 비료와 농업용 필름은 전년도 수준으로 충분히 공급되고 있다”며 “농업인들도 필요한 물량만 구매해 적기 영농에 집중해달라.”고 당부했다.
이어 “완효성·유기질 비료 확대와 토양 검정 기반의 적정 시비를 통해 경영비 절감과 탄소중립 실현에도 적극 나서겠다.”고 강조했다.

■ “지금은 관리 가능한 위기”… 장기 대응 체계 가동
전남도는 중동 정세 장기화 가능성에 대비해 농자재 수급 동향을 지속적으로 점검하고, 현장 애로를 신속히 해결하는 대응 체계를 유지할 방침이다.
가격은 흔들리고 있지만, 공급은 무너지지 않았다.

지금 필요한 것은 ‘불안이 아닌 냉정한 판단’이라는 것이 전남도의 메시지다.

Jeollanam-do Province has confirmed that the supply of agricultural materials remains relatively stable despite rising international oil prices and exchange rates triggered by Middle East tensions, and has strongly urged farmers to refrain from hoarding.
The move is drawing attention as a preemptive response focused not only on price control but also on curbing market anxiety.
■ “Prices Up, But Supply Stable”… Field Inspections Confirm Stability
According to Jeonnam Province, as of April 2 following developments in the Middle East since February 28, tax-free agricultural fuel prices have risen by 16.9% to 27.4% depending on fuel type.
Prices of inorganic fertilizers distributed through the National Agricultural Cooperative Federation have also increased by 6.0% to 8.8% compared to last year.
In particular, agricultural film prices have surged by as much as 30% to 40% due to shortages in naphtha raw materials, adding pressure on farming costs.
In response, the province conducted on-site inspections on April 4–5 at the Hwangryong Agricultural Cooperative materials center in Jangseong and Namhae Chemical in Yeosu, reviewing the supply status of tax-free fuel, agricultural film, and fertilizer materials.
The results showed that supply remains more than sufficient.
Mulching film supply reached 106% to 117.1% compared to the same period last year, while inorganic fertilizers were supplied at 54.5% above demand.
■ “The Issue Is Not Supply, But Psychology”… Demand Surge Distorting Market
Jeonnam authorities diagnosed the current instability not as a real shortage but as a surge in preemptive demand.
Concerns over prolonged Middle East tensions have led farmers to stockpile materials, significantly increasing supply volumes compared to the same month last year.
The province emphasized that excessive purchasing could worsen market instability and strongly called for restraint.
The National Agricultural Cooperative Federation has also taken action.
Starting in April, it has limited local cooperative orders to the previous year’s monthly actual demand levels to prevent supply distortion.
■ Supply Chain Restructuring Accelerates… “Reducing Dependence on the Middle East”
Namhae Chemical, the nation’s largest fertilizer producer, is diversifying its import sources to countries such as Brunei and Vietnam to reduce reliance on the Middle East.
It also plans to ensure stable supply of urea and compound fertilizers through July.
This move is expected to contribute not only to short-term stabilization but also to long-term supply security.
■ Jeonnam: “We Will Reduce Farmers’ Burden”… Calls for Government Support
To ease the financial burden on farmers, Jeonnam Province has proposed the following measures to the central government:
50% government subsidy for increased tax-free fuel costs
9.9 billion KRW support for stabilizing fertilizer prices
Priority allocation of naphtha for agricultural film production
Jeong Won-jin, Director of the Food and Horticulture Division, stated,
“Inorganic fertilizers and agricultural film are being supplied at levels comparable to last year,”
and urged farmers to “purchase only what is necessary and focus on timely farming operations.”
He added that the province will expand the use of slow-release and organic fertilizers and promote soil-testing-based fertilization to reduce costs and support carbon neutrality.
■ “A Manageable Crisis”… Long-Term Response System in Operation
Jeonnam Province plans to continuously monitor supply trends and promptly address on-site difficulties in preparation for prolonged Middle East instability.
Prices may be fluctuating, but supply remains intact.
The province’s message is clear:
What is needed now is not panic—but rational judgment.
