전라남도가 봄철 산불 위험이 최고조에 이르는 시기를 맞아 ‘무관용 원칙’의 초강력 대응에 나섰다. 단 한 번의 부주의도 용납하지 않겠다는 강력한 메시지다.

전남도는 오는 5월 31일까지 산림 내 불법행위 특별단속을 실시하며, 드론·CCTV·위성영상까지 총동원한 입체 감시 체계를 가동한다고 밝혔다.

이번 조치는 최근 건조한 날씨와 야외활동 증가로 산불 발생 가능성이 급격히 높아진 데 따른 선제 대응이다. 단순 계도 수준을 넘어 ‘현장 적발–즉시 조치’ 중심의 강도 높은 단속으로 전환된 것이 특징이다.

■ “불법행위 즉시 처벌”… 전방위 집중 단속
주요 단속 대상은
▲영농부산물·생활쓰레기·농업폐기물 불법 소각
▲입산통제구역 무단 입산
▲산림 내 흡연 및 화기 사용
▲산나물·산약초 등 임산물 불법 채취 행위 등이다.
특히 3월 한 달간 산림 계곡 내 불법 점용시설에 대한 전수조사를 병행하며, 불법 시설이 확인될 경우 원상복구 명령과 함께 과태료 부과, 고발, 행정대집행까지 강력 조치할 방침이다.
원상복구 계고 기간은 1차 15일, 2차 7일로 운영되며, 기한 내 이행하지 않을 경우 즉각적인 후속 법적 절차가 진행된다.

■ “하늘에서 잡는다.”… 드론·위성까지 총동원
이번 단속의 핵심은 ‘감시 사각지대 제거’다.
전남도는 드론과 산불감시카메라(CCTV), 위성영상을 활용해 산림 전역을 실시간 감시하고, 온라인상 불법행위 조장 게시물까지 모니터링하는 등 감시 범위를 디지털 영역까지 확대했다.
또한 마을방송, 현수막, SNS 등을 통해 도민 참여형 예방 홍보도 병행하며 ‘사전 차단’에 집중하고 있다.

■ “실수도 처벌”… 최고 징역형까지 적용
단속에 적발될 경우 처벌 수위도 결코 가볍지 않다.
▲산림에서 불을 피우거나 불을 가지고 입산 시 200만 원 이하 과태료
▲흡연 또는 담배꽁초 투기 70만 원 이하
▲화기·인화물질 소지 30만 원 이하
특히 실수로 산불을 낸 경우에도 3년 이하 징역 또는 3천만 원 이하 벌금형이 부과될 수 있어 각별한 주의가 요구된다.

■ “작은 불씨가 재난 된다.”… 전면 경고
강신희 전남도 산림자원과장은 “봄철에는 사소한 부주의가 대형 산불로 이어질 수 있다”며 “불법소각 등 위법행위는 반드시 근절돼야 한다”고 강조했다.
이어 “산림질서 확립을 위한 중점 추진 사안인 만큼 위반 행위에 대해서는 예외 없이 엄정 대응하겠다.”고 밝혔다.

전남도의 이번 조치는 단순한 단속을 넘어, 기후위기 시대에 대응하는 ‘산림 재난 예방 체계 전환’의 신호탄이라는 평가가 나온다.
이제 산불은 자연재해가 아니라 ‘예방 가능한 인재’라는 인식 전환이 요구되는 시점이다.

Jeollanam-do has launched an ultra-strong, zero-tolerance response as wildfire risks peak during the spring season, sending a clear message that even the smallest negligence will not be tolerated.
The province announced that it will carry out a special crackdown on illegal activities in forest areas until May 31, deploying a multi-layered surveillance system utilizing drones, CCTV, and satellite imagery.
This measure comes as wildfire risks have sharply increased due to dry weather and rising outdoor activities. The approach marks a shift from simple guidance to high-intensity enforcement focused on “on-site detection and immediate action.”
■ “Immediate Punishment for Illegal Acts”… Comprehensive Crackdown
The main targets of enforcement include:
Illegal burning of agricultural by-products, household waste, and farming waste
Unauthorized entry into restricted forest areas
Smoking and use of fire or heat sources within forests
Illegal harvesting of forest products such as wild greens and medicinal herbs
In particular, a full-scale inspection of illegal facilities in forest valleys is being conducted throughout March.
If violations are found, authorities will issue restoration orders, impose fines, file charges, and even proceed with administrative enforcement if necessary.
The restoration notice period is set at 15 days for the first notice and 7 days for the second. Failure to comply will result in immediate legal action.
■ “Caught from the Sky”… Full Deployment of Drones and Satellites
The key focus of this crackdown is eliminating surveillance blind spots.
Jeonnam Province is using drones, wildfire monitoring CCTV, and satellite imagery to monitor forest areas in real time. It is also expanding surveillance to the digital domain by monitoring online posts that encourage illegal activities.
In addition, preventive campaigns through village broadcasts, banners, and social media are being carried out to promote public participation in wildfire prevention.
■ “Even Accidental Fires Are Punishable”… Penalties Up to Imprisonment
Penalties for violations are severe:
Up to 2 million KRW fine for starting a fire or entering forests with fire
Up to 700,000 KRW fine for smoking or discarding cigarette butts
Up to 300,000 KRW fine for carrying fire or flammable materials
Notably, even accidental wildfires can result in up to 3 years of imprisonment or fines of up to 30 million KRW, requiring heightened caution.
■ “A Small Spark Becomes a Disaster”… Strong Warning Issued
Kang Shin-hee, Director of the Forest Resources Division of Jeonnam Province, stated,
“During spring, even minor negligence can lead to large-scale wildfires. Illegal burning must be completely eradicated.”
He added,
“As this is a key initiative to establish forest order, all violations will be dealt with strictly and without exception.”
This initiative is being seen as more than a simple enforcement action—it marks a transition toward a new forest disaster prevention system in response to the climate crisis.
Wildfires are no longer merely natural disasters, but preventable human-caused incidents. A shift in public awareness is now urgently required.
