농촌의 미래를 둘러싼 위기가 더 이상 추상적인 문제가 아니다.
고령화와 인구 감소가 동시에 진행되며 농업의 지속 가능성 자체가 흔들리는 가운데, 전라남도가 해법을 ‘청년’에서 찾고 본격적인 대응에 나섰다.

전라남도농업기술원(원장 김행란)은 올해 총 80억 원을 투입해 ‘청년농업인 맞춤형 지원사업’을 추진한다.
이번 사업은 단순한 보조금이나 시설 지원을 넘어, 청년이 농업에 진입하고 성장하며 정착까지 이어지는 전 과정을 체계적으로 지원하는 데 초점이 맞춰졌다.

사업의 핵심은 ‘단계별 자립 구조’다.
청년농업인이 아이디어를 발굴하는 초기 단계부터 영농 실습, 독립 경영, 나아가 지역사회 기여까지 이어지는 하나의 성장 경로를 설계해 실제로 지속 가능한 농업 경영을 가능하게 하는 것이다.

이를 위해 전남도는 18억 원을 투입해 ‘청년농업인 스타트업 및 스케일업 지원사업’을 강화한다.
창업 교육에 그치지 않고 투자 유치까지 연결하는 구조를 마련하고, 현장 중심의 기술과 경영 컨설팅을 병행해 초기 창업 단계에서 흔히 겪는 실패 위험을 낮추겠다는 전략이다.

또한 생산 중심 농업에서 벗어나 부가가치를 높이기 위한 가공 분야 지원도 확대된다.
청년창농타운 회원들은 제품지원센터가 보유한 109종의 가공 장비를 활용해 시제품을 개발할 수 있으며, 식품가공 상품화 실무 교육을 통해 배합과 가공, 포장까지 전 과정을 실습 중심으로 익히게 된다.
이는 농산물 판매를 넘어 브랜드와 상품으로 확장하는 기반을 마련하는 과정이다.

청년농업인의 가장 큰 진입 장벽인 자본과 기술 문제를 해결하기 위한 스마트농업 기반도 대폭 강화된다.
총 62억 원이 투입되는 이 분야에서는 임대형 스마트팜 14개소가 새롭게 조성돼 청년들이 초기 비용 부담 없이 시설을 활용할 수 있도록 지원한다.
기존 경영실습 임대농장에는 환경제어시스템이 보완되고, 내재해형 온실 신축 지원도 병행되면서 보다 안정적인 생산 기반이 구축된다.

여기에 더해 청년 스마트 영농단이 운영되며, 취약계층을 대상으로 농작업 대행 서비스를 제공하는 등 지역사회와 연계된 활동도 함께 추진된다. 이는 청년농을 단순한 생산자가 아니라 지역 공동체를 이끄는 주체로 성장시키기 위한 시도다.

박관수 농촌지원과장은 “농업에 첫발을 내딛는 청년들이 가장 먼저 부딪히는 문제는 자본과 경험 부족”이라며 “이들이 안정적으로 자리 잡을 수 있도록 실질적인 디딤돌을 제공하겠다.”고 밝혔다. 이어 “현장의 목소리를 지속적으로 반영해 청년이 전남 농업에 정착하고 성장할 수 있는 환경을 만들어 가겠다.”고 강조했다.

이번 사업은 단순한 지원 정책을 넘어 농업의 구조 자체를 바꾸려는 시도라는 점에서 의미가 크다. 청년이 떠나는 농촌이 아니라, 청년이 다시 찾는 농촌으로 전환할 수 있을지 그 성과가 주목된다.

“Bringing Youth Back to the Countryside”… Jeonnam Invests 8 Billion KRW to Build a Self-Sustaining Ecosystem for Young Farmers

The crisis facing rural communities is no longer abstract.
As aging populations and depopulation accelerate simultaneously, the sustainability of agriculture itself is being fundamentally challenged. In response, Jeollanam-do has turned to youth as the solution and is launching a full-scale initiative.
The Jeollanam-do Agricultural Research and Extension Services (President Kim Haeng-ran) announced that it will invest a total of 8 billion KRW this year to implement a “Customized Support Program for Young Farmers.”
This initiative goes beyond simple subsidies or facility support. It is designed to systematically support the entire journey—from entering agriculture to growth and long-term settlement.
At the core of the program is a “step-by-step independence model.”
It establishes a structured growth pathway for young farmers, beginning with idea development, followed by hands-on farming experience, independent management, and ultimately contribution to local communities—ensuring sustainable agricultural entrepreneurship.
To achieve this, the province will invest 1.8 billion KRW to enhance its “Young Farmer Startup and Scale-up Support Program.”
Rather than stopping at basic startup education, the program connects participants to investment opportunities and provides field-oriented technical and management consulting, aiming to reduce the high failure rates commonly seen in early-stage ventures.
Support for value-added processing is also being expanded to move beyond production-centered agriculture.
Members of the Youth Agripreneur Town will be able to utilize 109 types of processing equipment at a product support center to develop prototypes. Additionally, practical training in food processing commercialization will cover the entire process—from formulation and processing to packaging—helping farmers transition from raw product sales to branded, market-ready goods.
To address the major barriers of capital and technology, smart farming infrastructure will be significantly strengthened with an investment of 6.2 billion KRW.
This includes the construction of 14 new lease-type smart farms, allowing young farmers to use greenhouse facilities at lower costs. Existing training farms will be upgraded with environmental control systems, while disaster-resilient greenhouses will also be supported to ensure stable production conditions.
Furthermore, “Young Smart Farming Teams” will be organized to provide agricultural services for vulnerable groups, linking farming activities with community support. This approach aims to position young farmers not just as producers, but as key drivers of local communities.
Park Gwan-su, Director of the Rural Support Division, stated,
“The biggest challenges for young people entering agriculture are lack of capital and experience. We will provide a solid stepping stone to help them establish themselves.”
He added, “We will continue to reflect voices from the field and create an environment where young farmers can successfully settle and grow in Jeonnam.”
This initiative represents more than a policy—it is an attempt to fundamentally transform the structure of agriculture.
Attention is now focused on whether it can shift rural areas from places that youth leave behind to places they actively return to.
