“해남은 위기와 기회가 동시에 폭발하는 땅이다.
문제는 그 기회를 누가 가져가느냐다.”
제9회 전국동시지방선거를 앞두고 이길운 전 해남군의회 의장이 해남군수 출마를 공식 선언하며, 지역의 판을 바꾸겠다는 강력한 메시지를 던졌다.
단순한 출마 선언이 아니라, 해남의 미래 방향을 둘러싼 ‘선택의 분기점’을 제시한 선언이었다.
■ “지금 해남은 갈림길”… 인구 감소 vs 초대형 기회 충돌
이길운 후보는 3월 18일 오전 11시, 선거사무실에서 기자회견을 열고 “지금 해남은 무너질 것인가, 도약할 것인가의 갈림길에 서 있다”고 진단했다.
그는 2025년 사회조사 수치를 근거로 현실을 직시했다.
일자리 충분도 24.5%, 월평균 소득 271만 원, 버스 만족도 31.4%, 최근 5년 인구 10% 감소, “이것이 해남의 민낯”이라는 직설적 표현은 현 상황의 심각성을 강조했다.
그러면서도 동시에 삼성SDS 국가AI컴퓨팅센터 부지 확정, 전국 최대 재생에너지 거점, 전남·광주 통합특별시 출범, 이 세 가지를 “대한민국에서 가장 뜨거운 기회”로 규정했다.
그는 분명히 선을 그었다.
“이 기회가 대기업의 이익으로 끝날 것인지, 군민의 삶을 바꾸는 기회가 될 것인지는 군수의 선택에 달려 있다.”
■ “정치가 아니라 경영”… 20년 행정·에너지 전문가 강조
이 후보는 자신을 “정치인이 아닌 경영형 군수”로 규정했다.
조선대학교 원자력공학과 출신의 에너지 전문가, 3선 군의원과 군의회 의장으로 20년 행정 경험, 체육회장으로 전국 대회 유치 경험, 민간사업 경영 경험까지 갖춘 ‘복합형 실무형 리더’라는 점을 전면에 내세웠다.
특히 그는 “지금 해남에는 정치인이 아니라, 해남을 경영할 전문가가 필요하다”는 메시지를 핵심 슬로건으로 던졌다.
2018년 선거 패배 이후 8년 동안 현장을 누볐다는 점도 강조했다.
“행정이 닿지 못한 곳을 직접 걸으며 답을 찾았다”는 발언은 ‘준비된 후보’ 이미지를 부각시켰다.
■ 핵심 공약 5대 전략… “돈이 도는 해남 만들겠다.”
이길운 후보는 임기 4년 내 반드시 실현할 5대 핵심 공약을 제시했다.
공통된 방향은 명확했다.
“외부로 빠져나가는 돈을 해남 안에 묶겠다”는 것이다.
① 에너지 수익, 군민에게 직접 배당
재생에너지 발전 이익을 지역으로 환원하는 조례 제정
군민 햇빛펀드·에너지 협동조합 설립 → “햇빛과 바람을 군민의 월급으로 바꾸겠다”

■ “말이 아니라 결과”… 100일·4년 로드맵 제시
이 후보는 실행력을 강조하며 구체적인 일정까지 공개했다.
취임 100일 → 순환버스·청년정착 정책 착수, 1~2년 → 스포츠재단 출범, 3~4년 → 에너지 이익공유 완성, 또한 “민원 3일 처리, 연 2회 14개 읍면 직접 방문”을 약속하며 ‘현장형 군수’를 강조했다.
■ “해남은 끝이 아니라 시작”… 지역 정체성 재정의
기자회견의 마지막 메시지는 명확했다.
“해남은 대한민국의 끝이 아니라 시작이다.”
이 후보는 청년이 떠나지 않는 도시, 아이를 낳고 키울 수 있는 도시, 노년까지 존엄하게 살 수 있는 도시를 약속하며 “해남을 더 해남답게 만들겠다.”고 밝혔다.
■ 해남군수 선거, ‘경영 vs 정치’ 프레임 본격화
이번 출마 선언은 단순한 후보 추가 이상의 의미를 갖는다.
‘행정 경험 중심 리더십’과 ‘산업·경제 중심 경영 리더십’의 경쟁 구도가 본격화됐기 때문이다.
특히 AI·에너지·스포츠 산업을 축으로 한 이길운 후보의 전략은 현재 진행 중인 솔라시도, 재생에너지, 통합특별시 흐름과 맞물리며 선거 판도를 흔들 변수로 떠오르고 있다.

Ahead of the 9th Nationwide Local Elections, former Haenam County Council Chairman Lee Gil-woon officially declared his candidacy for county governor, delivering a powerful message aimed at reshaping the region’s future.
More than a simple announcement, it was a declaration that framed the election as a decisive turning point for Haenam.
■ “Haenam at a Crossroads”… Population Decline vs. Mega Opportunities
At a press conference held at 11 a.m. on March 18 at his campaign office, Lee stated,
“Haenam now stands at a crossroads—collapse or leap forward.”
He pointed to stark realities from the 2025 social survey:
Job sufficiency: 24.5%
Average monthly household income: 2.71 million KRW
Bus satisfaction: 31.4%
Population decline: 10% over five years
“This is the naked reality of Haenam,” he said, emphasizing the urgency.
At the same time, he identified three major opportunities:
Confirmation of the Samsung SDS National AI Computing Center site
Korea’s largest renewable energy hub
Launch of the Gwangju–Jeonnam Integrated Special City
He described these as “the hottest opportunities in Korea today.”
Drawing a clear line, he added:
“Whether these opportunities benefit large corporations or transform the lives of our residents depends on the leadership of the county governor.”
■ “Not Politics, but Management”… Emphasizing 20 Years of Experience
Lee positioned himself as a “management-oriented leader,” not a traditional politician.
He highlighted his credentials:
Degree in Nuclear Engineering from Chosun University (energy expert)
Three-term county council member and former council chairman (20 years of administrative experience)
Former head of the Haenam Sports Association (proven record in attracting national events)
Private-sector business experience
He presented himself as a “multi-dimensional, hands-on leader.”

Lee emphasized execution with a concrete timeline:
Within 100 days: Launch circular bus system and youth settlement programs
Years 1–2: Establish Sports Foundation

He also pledged:
Resolve civil complaints within three days
Visit all 14 towns and townships twice a year
He underscored his commitment to being a “field-oriented governor.”

His closing message was direct:
“Haenam is not the end of Korea—it is the beginning.”
He promised a future where:

Families can raise children with confidence
Seniors live with dignity until the end

Lee’s declaration signals more than just another candidate entering the race.
It marks the emergence of a new electoral frame:
