전라남도가 대한민국 최초의 광역 통합 모델인 ‘전남광주통합특별시’ 출범 준비에 본격적인 시동을 걸었다.

전남도는 16일 ‘전남광주행정통합실무준비단’을 신설하고 국장급(3급) 이하 공무원 106명에 대한 수시 인사를 단행했다고 밝혔다.
이번 인사는 조직 신설과 상위 직급 승진, 주요 현안 대응을 위한 전보 인사로, 행정통합 준비 체계를 본격 가동하기 위한 조치다.

인사 규모는 국장급 2명, 준국장 및 과장급 6명, 팀장급 14명, 6급 이하 80명 등 총 106명이며, 이 가운데 90명이 승진했다.
승진 인사는 리더십과 정책 판단력, 승진후보자 명부 순위, 업무성과, 경력 등을 종합적으로 반영해 결정됐다.

특히 전남도는 행정통합 준비를 전담할 ‘전남광주행정통합실무준비단’을 신설하고 통합 출범에 필요한 조직·인사·재정·법규 정비를 비롯해 행정시스템 통합, 도로표지판 정비 등 실무 전반을 체계적으로 준비할 계획이다.

전남도 관계자는 “대한민국 최초의 광역 통합 모델인 전남광주통합특별시 출범을 차질 없이 준비하기 위한 조직적 기반을 마련했다”며 “행정통합 준비와 함께 국정과제 및 지역 현안 대응 역량도 강화할 것”이라고 밝혔다.

이번 인사에서는 AI 산업과 화학철강 산업 관련 조직도 정식 직제로 편성됐다.
그동안 태스크포스(TF) 형태로 운영되던 AI산업과와 화학철강산업과를 공식 조직으로 전환해 미래산업 대응 역량을 강화했다는 평가다.

■ 통합특별시 준비 ‘핵심 조직’ 가동
전남도는 이번 인사를 통해 결원 직위를 신속히 충원하고 조직 역량을 강화해 ‘전남광주통합특별시 대부흥 시대’를 속도감 있게 추진하겠다는 방침이다.
특히 통합 준비 조직을 중심으로 행정통합 실행 로드맵을 구체화하고 제도 정비와 행정 시스템 통합 작업을 동시에 추진할 계획이다.

전남도 관계자는 “이번 인사는 단순한 인사이동이 아니라 전남과 광주가 하나의 초광역 경제권으로 도약하기 위한 행정 기반을 구축하는 과정”이라며 “통합특별시 출범을 빈틈없이 준비하겠다.”고 강조했다.

전라남도가 전남·광주 행정통합 준비와 조직 역량 강화를 위한 실무 인력 인사를 단행했다.

전남도는 2026년 3월 16일자로 6급 이하 공무원을 대상으로 한 인사발령을 실시했다고 밝혔다. 이번 인사는 행정통합 준비 조직 신설과 주요 정책 부서의 실무 역량 강화를 중심으로 진행됐다.

특히 ‘전남광주행정통합 실무준비단’에 행정·전산·시설·통신 등 다양한 직렬의 인력을 배치해 통합 행정체계 구축을 위한 실무 조직을 강화했다.
행정 6급 인사에서는 정세용 사무관이 승진해 전남광주행정통합 실무준비단 통합기획담당관실로 배치됐으며, 박선주 주무관은 같은 준비단으로 전보됐다.

또 이동명 주무관은 기획조정실 정책기획관실로, 임그린 주무관은 전략산업국 화학철강산업과로 각각 전보됐다.

승진 인사도 다수 포함됐다.
조은샘, 양선영, 명나영, 조도연, 송종명, 박두연, 오상록, 박수빈, 고유경, 박노연, 김덕, 김승연, 박시은, 오채종, 권수빈, 오희, 김은지, 신승현, 김하늘, 이지원, 전미행, 최은, 최영균, 최지숙 등 다수 직원이 행정 6급으로 승진했다.

행정 7급 인사에서는 신주영 주무관이 도민행복소통실로 전보됐으며 김광용, 주수빈, 서준영, 서재이 등은 신규 임용 후 실무수습에 들어갔다.

또 손영민 주무관은 대변인실 홍보기획담당관실로 전보됐고, 임건호 주무관은 광양만권경제자유구역청에 파견됐다.

행정 8급에서는 유연승, 김문수, 최지원, 김동현 등이 승진했고, 이민기 주무관은 자치행정국 회계과로 전보됐다.

행정 9급에서는 김지민 주무관이 인구청년이민국 이민정책과로 자리를 옮겼다.

전산직에서는 정우철 전산 6급이 전남광주행정통합 실무준비단 통합지원담당관실로 전보됐으며, 정문규 전산 7급은 승진했다. 송수지 전산 7급은 도립도서관에서 기획조정실 스마트정보담당관실로 전보됐다.

사회복지 직렬에서는 박혜리 주무관이 6급으로 승진해 보건복지국 장애인복지과에서 근무하게 됐다.
사서 직렬에서는 윤양미, 김태희, 박형민 등 신규 인력이 도립도서관에 배치됐다.

기술직 인사도 함께 이뤄졌다.
공업직에서는 조규영, 정태민이 공업 6급으로 승진했으며 김지원, 김석주, 박효재, 김유빈, 문소민 등은 공업 7급으로 승진했다.
특히 김석주 주무관은 전략산업국 AI산업과로 승진 배치됐다.

농업직에서는 배유선, 정시현이 농업 7급으로 승진했고, 김현서는 농업 8급으로 승진했다.
축산 분야에서는 김근해, 이연송, 윤인서가 축산 8급으로 승진했다.
수의직에서는 배동희, 안준원, 장희성 등 3명이 6급으로 승진했으며, 산직에서는 천유주, 김지형, 박준우, 전남두가 7급으로 승진했다.
보건직에서는 김하은, 오소현이 7급으로 승진했다.

시설직에서는 성지혜가 시설 6급(지적)으로 승진해 전남광주행정통합 실무준비단 통합지원담당관실로 배치됐으며, 이영서는 시설 7급으로 승진했다.

또 박경훈, 이경열 등은 시설직 신규 임용으로 배치됐다.
방재안전 직렬에서는 문수빈이 6급으로 승진했고, 강기철은 9급 신규 임용 후 실무수습에 들어갔다.
방송통신 직렬에서는 김재관이 전남광주행정통합 실무준비단으로 전보됐으며, 운전직에서는 최현태가 7급으로 승진했다.

또 농업기술 분야에서는 최지민이 지방농업연구사로, 정강원이 지방농촌지도사로 신규 임용돼 농업기술원에서 근무하게 된다.

전라남도 관계자는 “이번 인사는 행정통합 준비와 함께 미래 산업, 안전, 복지, 농수산 등 주요 정책 분야의 실무 역량을 강화하기 위한 것”이라며 “특히 전남광주행정통합 실무준비단을 중심으로 통합 행정체계 구축을 위한 실무 준비를 본격화할 계획”이라고 밝혔다.

South Jeolla Province (Jeonnam) has officially begun preparations for the launch of the “Jeonnam–Gwangju Integrated Special City,” the nation’s first large-scale regional integration model.
The provincial government announced on March 16 that it had carried out a personnel reshuffle involving 106 officials from director-general level (Grade 3) and below, while establishing the Jeonnam–Gwangju Administrative Integration Preparatory Task Force.
The reshuffle includes promotions and transfers following the creation of new organizational units and aims to strengthen the administrative system required to prepare for regional integration.
The personnel changes involve 2 director-general level officials, 6 deputy director-general and division-head level officials, 14 team leaders, and 80 officials at Grade 6 and below, totaling 106 positions.
Among them, 90 officials were promoted.
Promotions were determined by comprehensively considering leadership, policy judgment, ranking on the promotion candidate list, work performance, and professional experience.
In particular, Jeonnam Province has established the Jeonnam–Gwangju Administrative Integration Preparatory Task Force, which will take charge of preparing for the launch of the integrated city.
The task force will oversee a wide range of practical preparations, including organizational restructuring, personnel integration, fiscal coordination, legal framework adjustments, administrative system integration, and even the replacement of road signage related to the new metropolitan structure.
A provincial official said,
“We have laid the organizational foundation necessary to ensure a smooth launch of the Jeonnam–Gwangju Integrated Special City, the first metropolitan integration model in Korea.
Along with preparing for administrative integration, we will also strengthen our capacity to respond to national policy agendas and regional issues.”
As part of the reshuffle, the AI Industry Division and the Chemical & Steel Industry Division were also formalized as official departments.
These divisions had previously operated as task-force units but have now been incorporated into the official administrative structure to enhance the province’s capacity to respond to emerging future industries.

■ Key organization launched for the integrated special city
Through this reshuffle, Jeonnam Province plans to quickly fill vacant positions and strengthen administrative capabilities in order to accelerate the “Great Renaissance Era” of the Jeonnam–Gwangju Integrated Special City.
In particular, the newly established preparatory task force will take the lead in developing a detailed roadmap for administrative integration while simultaneously advancing institutional reforms and the integration of administrative systems.
A provincial official emphasized that the reshuffle represents more than a routine personnel change.
“This personnel decision is not merely an administrative transfer.
It is part of building the administrative foundation for Jeonnam and Gwangju to grow into a single mega-regional economic zone.
We will thoroughly prepare for the launch of the Integrated Special City.”

South Jeolla Province reshuffles officials below Grade 6
Administrative integration task force and key industry departments strengthened

South Jeolla Province (Jeonnam) has carried out a personnel reshuffle of working-level officials to strengthen organizational capacity and accelerate preparations for the administrative integration of Jeonnam and Gwangju.
The provincial government announced that it implemented a personnel appointment for officials below Grade 6 effective March 16, 2026. The reshuffle focuses on strengthening practical administrative capacity, particularly with the establishment of the Jeonnam–Gwangju Administrative Integration Preparatory Task Force and reinforcement of key policy departments.
In particular, the province has assigned personnel from various occupational groups—including administrative, information technology, facility management, and communications positions—to the integration task force to reinforce the practical organization responsible for building the integrated administrative system.
Among Grade 6 administrative officials, Jung Se-yong was promoted and assigned to the Integration Planning Office of the Jeonnam–Gwangju Administrative Integration Preparatory Task Force, while Park Sun-joo was transferred to the same task force.
In addition, Lee Dong-myung was transferred to the Policy Planning Office under the Planning and Coordination Bureau, and Lim Green was reassigned to the Chemical and Steel Industry Division under the Strategic Industry Bureau.
A number of promotions were also included in the reshuffle.
Officials Cho Eun-saem, Yang Sun-young, Myung Na-young, Cho Do-yeon, Song Jong-myung, Park Du-yeon, Oh Sang-rok, Park Soo-bin, Ko Yu-kyung, Park No-yeon, Kim Deok, Kim Seung-yeon, Park Si-eun, Oh Chae-jong, Kwon Soo-bin, Oh Hee, Kim Eun-ji, Shin Seung-hyun, Kim Ha-neul, Lee Ji-won, Jeon Mi-haeng, Choi Eun, Choi Young-kyun, and Choi Ji-sook were promoted to Grade 6 administrative positions.
In the Grade 7 administrative appointments, Shin Ju-young was transferred to the Citizen Happiness Communication Office, while Kim Kwang-yong, Joo Soo-bin, Seo Jun-young, and Seo Jae-i began their duties as newly appointed officials undergoing field training.
Meanwhile, Son Young-min was transferred to the Public Relations Planning Office under the Spokesperson’s Office, and Lim Geon-ho was dispatched to the Gwangyang Bay Free Economic Zone Authority.
Among Grade 8 administrative officials, Yoo Yeon-seung, Kim Moon-soo, Choi Ji-won, and Kim Dong-hyun were promoted, while Lee Min-gi was transferred to the Accounting Division under the Autonomous Administration Bureau.
At the Grade 9 level, Kim Ji-min was transferred to the Immigration Policy Division under the Population and Youth Immigration Bureau.
In the information technology category, Jeong Woo-cheol, a Grade 6 IT officer, was transferred to the Integration Support Office of the Jeonnam–Gwangju Administrative Integration Preparatory Task Force, while Jeong Moon-gyu, a Grade 7 IT officer, was promoted.
Song Soo-ji was transferred from the Provincial Library to the Smart Information Division under the Planning and Coordination Bureau.
In the social welfare category, Park Hye-ri was promoted to Grade 6 and assigned to the Disability Welfare Division under the Health and Welfare Bureau.
Meanwhile, Yoon Yang-mi, Kim Tae-hee, and Park Hyung-min were newly appointed and assigned to the Provincial Library.
Personnel changes were also made among technical positions.
In the engineering category, Cho Gyu-young and Jung Tae-min were promoted to Grade 6 engineers, while Kim Ji-won, Kim Seok-joo, Park Hyo-jae, Kim Yu-bin, and Moon So-min were promoted to Grade 7 engineers.
In particular, Kim Seok-joo was promoted and assigned to the AI Industry Division under the Strategic Industry Bureau.
In the agriculture sector, Bae Yu-seon and Jung Si-hyun were promoted to Grade 7 agricultural officers, while Kim Hyun-seo was promoted to Grade 8.
In the livestock sector, Kim Geun-hae, Lee Yeon-song, and Yoon In-seo were promoted to Grade 8 livestock officers.
In the veterinary category, Bae Dong-hee, Ahn Jun-won, and Jang Hee-sung were promoted to Grade 6, while Cheon Yu-ju, Kim Ji-hyung, Park Jun-woo, and Jeon Nam-doo were promoted to Grade 7 fisheries officers.
In the public health category, Kim Ha-eun and Oh So-hyun were promoted to Grade 7.
Among facilities personnel, Sung Ji-hye was promoted to Grade 6 (Cadastral Engineering) and assigned to the Integration Support Office of the Jeonnam–Gwangju Administrative Integration Preparatory Task Force, while Lee Young-seo was promoted to Grade 7.
In addition, Park Kyung-hoon and Lee Kyung-yeol were newly appointed to facilities-related positions.
In disaster and safety management positions, Moon Soo-bin was promoted to Grade 6, while Kang Gi-cheol began service as a newly appointed Grade 9 official undergoing practical training.
In the broadcasting and communications category, Kim Jae-kwan was transferred to the Jeonnam–Gwangju Administrative Integration Preparatory Task Force, while Choi Hyun-tae in the driver service category was promoted to Grade 7.
Meanwhile, in the agricultural technology sector, Choi Ji-min was newly appointed as a local agricultural researcher, and Jung Kang-won was appointed as a local rural guidance officer, both beginning their duties at the Jeonnam Agricultural Research and Extension Services.
A provincial official stated,
“This personnel reshuffle aims to strengthen practical administrative capacity across major policy sectors—including future industries, safety, welfare, and agriculture and fisheries—while preparing for administrative integration.”
The official added,
“In particular, the Jeonnam–Gwangju Administrative Integration Preparatory Task Force will take the lead in advancing practical preparations for establishing an integrated administrative system.”
