더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)이 주 4.5일제와 상병수당 도입을 핵심으로 하는 ‘노동존중 도시’ 구상을 내놓았다.
민 의원은 13일 정책 발표를 통해 “아프면 쉴 수 있고, 안전하게 일하며, 일과 삶의 균형을 누릴 수 있는 도시가 진짜 좋은 도시”라며 전남·광주를 일하기 좋은 도시로 만들기 위한 5대 핵심 노동정책을 제시했다.
그는 “이재명 정부의 노동존중 철학에 발맞춰 노동을 귀하게 여기고 사람의 안전과 생명을 최우선에 두는 도시를 만들겠다”고 강조했다.
“OECD 대부분 시행”… 전남광주형 상병수당 도입
민 의원은 먼저 사회보험 사각지대를 해소하기 위한 ‘전남광주형 상병수당’ 도입을 추진하겠다고 밝혔다.
상병수당은 질병이나 부상으로 일을 하지 못할 경우 소득을 일정 부분 보전해주는 제도다.
현재 한국은 OECD 38개국 가운데 상병수당이 없는 거의 유일한 국가로, 정부 시범사업에서도 전남·광주 지역은 순천을 제외하면 대부분 대상에서 제외돼 있다.
민 의원은 플랫폼 노동자, 특수고용직, 프리랜서, 1인 자영업자 등을 우선 지원 대상으로 검토하고, 통합특별시 출범 이후 2~3개 시군구에서 시범사업을 시작하겠다는 구상을 밝혔다.
“장시간 노동 바꾼다”… 주 4.5일제 도입
민 의원은 주 4.5일제 도입도 핵심 정책으로 제시했다.
먼저 통합특별시 출자·출연기관에서 시범 도입해 효과를 검증한 뒤 민간 영역으로 확산을 유도하겠다는 방침이다.
민 의원은 “장시간 노동은 저출생과 건강 악화, 생산성 저하의 원인이 되고 있다”며 “노동시간 단축을 통해 시민이 더 인간다운 삶을 누릴 수 있는 도시로 바꾸겠다.”고 말했다.
산업재해 예방… 노동안전보건센터 설립
취약 노동자 보호를 위한 노동안전 인프라 구축도 추진한다.
민 의원은 산업재해 예방 중심 체계를 구축하기 위해 ‘노동안전보건센터’ 설립을 공약했다.
광주 5개 자치구와 전남 22개 시군을 연결하는 권역별 노동행정 협력체계를 구축해
중소사업장과 위험 현장의 노동자를 밀착 지원하는 시스템을 만들겠다는 계획이다.
플랫폼·이주노동자 보호… ‘일하는사람권익재단’
민 의원은 노동권 사각지대 지원을 위해 ‘일하는사람권익재단’ 설립도 추진한다.
재단은 노동 상담, 권리구제, 노동 교육, 정책 연구 기능을 통합 수행하는 전문 기관으로 운영된다.
기존 노동권익센터는 재단 산하 사업소 형태로 재편해 전문성과 정책 역량을 강화한다는 구상이다.
AI·기후 산업전환… 노동자 전환 지원
민 의원은 산업 구조 변화에 대응하기 위한 ‘AI·기후 산업전환 노동 지원체계’ 구축도 함께 추진하겠다고 밝혔다.
미래차, 배터리, AI 등 신산업 인력양성을 강화하는 동시에 기존 제조업 노동자에게는 직무 전환 교육과 고용 유지 지원을 연계해 일자리 충격을 최소화하겠다는 전략이다.
“노동 존중받는 도시 만들겠다.”
민 의원은 “아프면 쉬고, 안전하게 일하며, 산업이 바뀌어도 미래를 설계할 수 있는 도시가 진짜 경쟁력 있는 도시”라며 “노동의 가치가 존중받는 전남·광주의 미래를 시민과 함께 열어가겠다.”고 밝혔다.

Rep. Min Hyung-bae of the Democratic Party of Korea, a candidate in the primary election for mayor of the proposed Gwangju–Jeonnam Integrated Special City, has unveiled a vision for a “labor-respecting city,” centered on introducing a 4.5-day workweek and a regional sick-pay system.
In a policy announcement on the 13th, Min said,
“A truly good city is one where people can rest when they are sick, work safely, and enjoy a healthy work-life balance.”
He presented five key labor policies aimed at transforming Gwangju–Jeonnam into a city where people can work with dignity.
He added,
“In line with the labor-respect philosophy of the Lee Jae-myung administration, we will build a city that values labor and places the safety and lives of people above all else.”
“Most OECD Countries Already Have It”
Introducing the Gwangju–Jeonnam Sick Pay System
Min first proposed introducing a “Gwangju–Jeonnam Sick Pay Program” to address gaps in the social insurance system.
Sick pay provides income support for workers who are unable to work due to illness or injury.
Currently, South Korea is one of the very few countries among the 38 OECD members without a national sick-pay system.
Even in the government’s pilot programs, most parts of the Gwangju–Jeonnam region—except Suncheon—have been excluded.
Min said the program would prioritize support for platform workers, special-type employment workers, freelancers, and one-person self-employed businesses.
He plans to launch pilot projects in two or three cities or counties after the integrated special city is established.
“Changing the Culture of Long Working Hours”
Introducing a 4.5-Day Workweek
Min also presented the introduction of a 4.5-day workweek as a key policy.
The plan is to first introduce the system within municipal public institutions and affiliated organizations of the integrated city and later expand it to the private sector after evaluating its effectiveness.
“Long working hours are a major cause of low birth rates, deteriorating health, and declining productivity,” Min said.
“Reducing working hours will transform the city into a place where citizens can live more humane and balanced lives.”
Preventing Industrial Accidents
Establishing a Labor Safety and Health Center
Min also proposed strengthening worker protection by establishing a Labor Safety and Health Center focused on preventing industrial accidents.
The center would build a regional labor administration cooperation network linking five districts in Gwangju and 22 cities and counties in Jeonnam, providing close support to small businesses and workers in high-risk workplaces.
Protecting Platform and Migrant Workers
Establishing a “Working People’s Rights Foundation”
To support workers in labor-rights blind spots, Min also plans to establish a “Working People’s Rights Foundation.”
The foundation would integrate functions such as
labor consultation
rights protection and relief
labor education
policy research.
Existing labor rights centers would be reorganized as local branches under the foundation to strengthen professional expertise and policy capacity.
Responding to AI and Climate Industrial Transition
Min also proposed building a labor support system to respond to industrial transformation driven by AI and climate change.
While strengthening workforce training in emerging industries such as future mobility, batteries, and artificial intelligence, the plan also includes job-transition education and employment-retention support for workers in traditional manufacturing sectors to minimize employment shocks.
“A City Where Labor Is Respected”
Min concluded by saying,
“A truly competitive city is one where people can rest when they are sick, work safely, and still plan their future even as industries change.”
“We will open a new future for Gwangju–Jeonnam where the value of labor is fully respected, together with our citizens.”
