농자재 가격 상승으로 친환경농업 농가의 경영 부담이 커지는 가운데 전라남도가 대규모 농자재 지원에 나섰다.
친환경 농업 기반을 유지하고 저탄소 농업 확산을 동시에 추진하기 위한 조치다.

전라남도는 올해 친환경농자재 구입비 988억 원(보조 860억 원·자부담 128억 원)을 지원한다고 밝혔다.
이는 지난해보다 약 50억 원 증가한 규모다. 전남도는 이번 지원을 통해 친환경농업 실천 농가의 생산비 부담을 줄이고 지속 가능한 농업 기반을 강화한다는 계획이다.

지원 사업은 유기농업 확대와 토양 환경 개선, 저탄소 농업 전환을 중심으로 구성됐다.
세부적으로는 유기농업자재 지원 236억 원, 토양개량제 공급 204억 원, 유기질비료 지원 203억 원, 친환경농업단지 조성 지원 320억 원, 저탄소농업 활성화(바이오차) 지원 25억 원 등이다.

유기농업자재 지원사업은 「친환경농어업법」에 따라 유기농업자재로 등록된 자재 구입비를 지원하는 사업이다.
유기농 인증 농가에는 헥타르당 200만 원, 무농약 인증 농가에는 헥타르당 150만 원이 지원된다.
친환경 농업을 유지하기 위한 핵심 자재 구입 비용을 보전함으로써 농가의 부담을 실질적으로 줄이는 데 목적이 있다.

토양개량제 공급사업도 병행된다.
이 사업은 3년 1주기로 마을 단위 공급 방식으로 추진된다.

전남도는 유효 규산 함량이 낮은 농경지(157ppm 미만)와 산성 토양(pH 6.5 미만)을 개선하기 위해 규산질 비료와 석회질 비료 등 8만 9천 톤의 토양개량제를 공급할 계획이다.
특히 올해는 최근 발생한 벼 깨씨무늬병 피해 농지에 우선 공급해 병해 예방 효과도 기대하고 있다.

유기질비료 지원사업은 농축산 부산물을 자원화해 토양 환경을 개선하고 지속 가능한 농업을 추진하기 위한 사업이다.
전남도는 유기질비료와 가축분퇴비 등 총 44만 4천 톤을 공급해 토양 유기물 함량을 높이고 친환경 농업 기반을 강화할 방침이다.

친환경농업단지 조성사업도 확대 추진된다.
이 사업은 친환경농업 실천 지역을 단지화해 공동 방제와 농자재 구입을 지원하는 방식이다.
벼 재배 기준으로 유기농 인증 농가는 헥타르당 120만 원, 무농약 농가는 헥타르당 50만 원이 지원된다.
이를 통해 친환경농업의 규모화와 생산 효율을 동시에 높이겠다는 전략이다.

저탄소 농업 확산을 위한 지원도 포함됐다.
전남도는 원예·특용작물 농가를 대상으로 바이오차(Biochar) 구입비를 10a당 48만 원 지원한다.
바이오차는 탄소 배출을 줄이고 토양 구조를 개선하는 효과가 있어 기후위기 대응 농업 기술로 주목받고 있다.

전라남도는 이번 지원이 친환경 농업 기반을 지키는 동시에 저탄소 농업으로 전환하는 중요한 계기가 될 것으로 기대하고 있다.

김영석 전남도 친환경농업과장은 “친환경농자재 구입비 지원과 적기 공급을 통해 농가의 경영비 부담을 완화하겠다.”며 “저비용·고소득 농법을 지속적으로 개발하고 보급해 저탄소 유기농업을 확대해 나가겠다.”고 말했다.

₩98.8 Billion Support for Eco-Friendly Farm Inputs to Ease Farmers’ Cost Burden Amid Rising Prices

As rising agricultural input prices continue to increase the financial burden on eco-friendly farming households, Jeollanam-do Province has launched a large-scale support program for environmentally friendly agricultural inputs. The initiative aims to maintain the foundation of eco-friendly agriculture while simultaneously expanding low-carbon farming practices.
The provincial government announced that it will support ₩98.8 billion for the purchase of eco-friendly agricultural inputs this year, consisting of ₩86 billion in subsidies and ₩12.8 billion in farmers’ contributions. This represents an increase of about ₩5 billion compared to last year. Through this support, Jeonnam Province plans to reduce production costs for farms practicing eco-friendly agriculture and strengthen the foundation for sustainable farming.
The support program focuses on expanding organic agriculture, improving soil conditions, and promoting the transition to low-carbon farming.
By sector, the budget includes:
₩23.6 billion for organic farming materials support
₩20.4 billion for soil improvement agents supply
₩20.3 billion for organic fertilizer support
₩32 billion for eco-friendly agricultural complex development
₩2.5 billion for low-carbon agriculture activation (biochar)
The organic farming materials support program provides subsidies for purchasing materials registered as organic agricultural inputs under the Act on the Promotion of Environmentally Friendly Agriculture and Fisheries.
Certified organic farms will receive ₩2 million per hectare, while pesticide-free farms will receive ₩1.5 million per hectare. The program aims to substantially reduce farmers’ financial burden by covering key input costs required to maintain eco-friendly farming practices.
The soil improvement agent supply program will also be implemented. The program operates on a three-year cycle and supplies materials by village units.
Jeonnam Province plans to supply 89,000 tons of soil improvement agents, including silicate fertilizers and lime fertilizers, to improve farmland with low available silica levels (below 157 ppm) and acidic soils (pH below 6.5). In particular, priority will be given this year to farmland affected by rice brown spot disease, helping prevent further crop damage.
The organic fertilizer support program aims to promote the recycling of livestock and agricultural by-products while improving soil conditions and advancing sustainable farming.
The province plans to supply a total of 444,000 tons of organic fertilizers and livestock manure compost, increasing soil organic matter and strengthening the base for eco-friendly agriculture.
The eco-friendly agricultural complex development project will also be expanded. This initiative clusters eco-friendly farming areas and provides support for joint pest control and joint purchase of agricultural materials.
For rice cultivation, the support scale is:
₩1.2 million per hectare for certified organic farms
₩500,000 per hectare for pesticide-free farms
Through this approach, the province aims to enhance both the scale and efficiency of eco-friendly farming.
Support for low-carbon agriculture is also included in the program. Jeonnam Province will provide ₩480,000 per 10 ares (10a) to horticulture and specialty crop farms for the purchase of biochar.
Biochar is drawing attention as a climate-response agricultural technology because it reduces carbon emissions and improves soil structure, helping enhance soil fertility and carbon storage.
Jeonnam Province expects that the program will serve as a key opportunity to protect the foundation of eco-friendly agriculture while accelerating the transition toward low-carbon farming.
Kim Young-seok, Director of the Eco-Friendly Agriculture Division of Jeonnam Province, said,
“Through timely supply and support for eco-friendly agricultural inputs, we will ease farmers’ management costs. We will also continue to develop and disseminate low-cost, high-income farming methods to expand low-carbon organic agriculture across the province.”
