광주와 전남 행정통합을 처음 제안하고 실행에 옮긴 김영록 전라남도지사가 전남광주통합특별시 초대시장 선거 출마를 공식 선언했다.
김 지사는 10일 무안 김대중 광장, 광주시의회 브리핑룸, 순천대학교 열린광장에서 잇따라 기자회견을 열고 전남광주통합특별시 초대시장 선거에 출마하겠다고 밝혔다.
그는 이날 선언문에서 “전남광주가 대통합을 계기로 소외의 역사를 끊어내고 수도권 일극체제를 뒤엎는 대한민국의 새로운 미래 성장거점으로 도약할 역사적 전환기를 맞았다”고 말했다.
이어 “민주화의 성지인 광주·전남을 대한민국 경제를 이끄는 ‘경제 민주화의 성지’로 탈바꿈시키겠다.”고 강조했다.
“통합을 제안하고 실행한 사람… 이제 완성하겠다.”
김 지사는 전남·광주 통합이 가능했던 배경으로 이재명 대통령의 적극적인 지원을 언급했다.
그는 “광주전남 통합은 뛰어난 지도자 한 사람이 역사의 물줄기를 바꿀 수 있다는 것을 보여준 쾌거”라며 “전남광주특별시의 미래 100년도 시민들이 누구를 지도자로 선택하느냐에 따라 180도 달라질 것”이라고 말했다.
이어 자신을 통합특별시를 이끌 적임자라고 강조했다.
김 지사는 “전남과 광주의 속사정을 잘 알고 있는 사람, 따로 연습할 필요가 없는 사람, 특별시가 가야 할 길을 잘 아는 사람이 바로 김영록”이라며 “중앙과 지방의 광역행정을 두루 경험한 행정가로서 통합특별시를 완성하겠다.”고 밝혔다.
AI·반도체·에너지 중심 ‘Y4-노믹스’ 비전 제시 김 지사는 전남광주통합특별시의 미래 전략으로 ‘Y4-노믹스(Y4-nomics)’ 비전을 제시했다.
이는 광주권·서부권·동부권·남부권 등 3+1 권역 성장 전략을 기반으로 미래 산업을 집중 육성하는 구상이다.
권역별 핵심 산업 전략은 다음과 같다.
광주권 : 자율주행·AI 실증·반도체 패키징 산업
동부권 : 로봇·우주항공·수소 산업·고부가가치 반도체
서부권 : 에너지 산업·AI 데이터센터·항공정비(MRO)·반도체 팹
남부권 : 에너지 산업·첨단 농수산업·헬스케어·관광 산업
김 지사는 이를 통해 AI, 반도체, 에너지, 농수산, 문화관광을 동시에 키우는 초광역 산업벨트를 구축하겠다는 구상을 밝혔다.
공공기관 이전 추진… 산업 기반 강화
김 지사는 또 지역 경제 활성화를 위해 공공기관 이전 및 유치 전략도 제시했다.
이전 또는 유치를 추진할 기관으로는 농협 중앙회, 수협 중앙회, 한국지역난방공사, 한국마사회, 등을 언급했다.
이를 통해 산업 기반을 강화하고 전남광주특별시를 수도권과 경쟁하는 경제권으로 성장시키겠다는 전략이다.
“서울과 경쟁하는 특별시 만들겠다.”
김 지사는 출마 선언을 마무리하며 강한 의지를 밝혔다.
그는 “수많은 번민 끝에 통합을 제안하고 설계해 실행에 옮긴 사람으로서 남은 모든 것을 쏟아부어 전남광주특별시를 완성하겠다.”고 말했다.
이어 “대통령이 원하는 통합특별시장, 서울시장과 경쟁할 수 있는 통합특별시장, 길을 잘 아는 혁신 행정가 김영록이 시민들과 함께 위대한 전남광주특별시의 미래를 열겠다.”고 강조했다.

Kim Young-rok, Governor of South Jeolla Province and the political leader who first proposed and implemented the administrative integration of Gwangju and South Jeolla, officially announced his candidacy for the inaugural mayor of the Gwangju–Jeonnam Integrated Special Metropolitan City.
On March 10, Kim held consecutive press conferences at Kim Dae-jung Square in Muan, the briefing room of the Gwangju City Council, and the open plaza of Sunchon National University, declaring his bid for the first mayoral election of the newly integrated metropolitan government.
In his declaration, Kim stated,
“Through this grand integration, Gwangju and Jeonnam have reached a historic turning point to break away from a long history of marginalization and emerge as a new growth hub that can challenge the capital-region monopoly.”
He added,
“We will transform Gwangju and Jeonnam—known as the birthplace of Korea’s democracy—into the center of economic democracy leading the nation’s economy.”
“I proposed the integration and carried it out. Now I will complete it.”
Kim also credited President Lee Jae-myung’s strong support as a crucial factor that enabled the successful integration of Gwangju and Jeonnam.
He said,
“The integration of Gwangju and Jeonnam is a remarkable achievement that shows how a great leader can change the course of history.”
He continued,
“The next 100 years of the Gwangju–Jeonnam Special Metropolitan City will depend entirely on whom the citizens choose as their leader.”
Kim emphasized that he is the most qualified candidate to lead the integrated metropolitan government.
“Someone who understands both Gwangju and Jeonnam deeply, someone who needs no rehearsal, someone who clearly knows the path the special metropolitan city must take—that person is Kim Young-rok,” he said.
“With extensive experience in both central and regional administration, I will complete the vision of the integrated metropolitan city.”
Presenting the ‘Y4-nomics’ Vision Centered on AI, Semiconductors, and Energy
Kim unveiled his long-term development strategy for the new metropolitan city under the name “Y4-nomics.”
The strategy divides the region into four growth zones—Gwangju, Western, Eastern, and Southern regions (3+1 structure) and aims to build a competitive future-industry ecosystem.
The key industrial strategies for each region include:
Gwangju Region
Autonomous driving, AI testing platforms, semiconductor packaging
Eastern Region
Robotics, aerospace, hydrogen industries, high-value semiconductor manufacturing
Western Region
Energy industry, AI data centers, aircraft maintenance (MRO), semiconductor fabs
Southern Region
Energy, advanced agriculture and fisheries, healthcare, and tourism industries
Kim explained that the plan aims to create a super-regional industrial belt combining AI, semiconductors, energy, agriculture, fisheries, and cultural tourism.
Plan to Relocate Public Institutions to Strengthen the Industrial Base
Kim also proposed relocating or attracting key public institutions to boost the regional economy.
The institutions mentioned include:
National Agricultural Cooperative Federation (NACF)
National Federation of Fisheries Cooperatives
Korea District Heating Corporation
Korea Racing Authority
By attracting these institutions, Kim said the region will strengthen its industrial base and grow into an economic powerhouse capable of competing with the capital region.
“We Will Build a Metropolitan City That Competes with Seoul”
Kim concluded his announcement with a strong message.
“After deep reflection, I proposed, designed, and implemented the integration. I will now dedicate everything I have left to complete the Gwangju–Jeonnam Special Metropolitan City.”
He added,
“I will become the special metropolitan mayor the president expects, a leader who can compete with the mayor of Seoul, and an innovative administrator who knows the path forward. Together with the citizens, we will open a new future for the great Gwangju–Jeonnam Special Metropolitan City.”
