전라남도가 공공데이터 개방 정책을 한 단계 끌어올리기 위해 국민 의견 수렴에 나섰다.
전남도는 도민이 체감하고 민간 영역에서 실제 활용 가능한 고가치 데이터를 발굴하기 위해 오는 4월 5일까지 4주간 ‘공공데이터 개방 및 활용을 위한 대국민 설문조사’를 실시한다고 밝혔다.
이번 조사는 기존의 공급자 중심 데이터 정책을 넘어 국민과 기업이 실제로 필요로 하는 데이터를 중심으로 개방 정책을 전환하기 위한 첫 단계라는 점에서 의미가 크다.

■ 전남 공공데이터 515종 개방… 민간 활용 확대 목표
공공데이터는 공공기관이 법령이나 행정 목적에 따라 생산·관리하는 정보로, 정형화된 문서뿐 아니라 이미지·영상·음성 등 다양한 비정형 데이터까지 포함한다.
현재 전라남도는 국가 공공데이터 플랫폼인 공공데이터포털(data.go.kr)을 통해 총 515종의 공공데이터를 개방하고 있다.
하지만 데이터 활용을 높이기 위해서는 수요자의 요구를 반영한 데이터 발굴과 개선이 필요하다는 지적이 꾸준히 제기돼 왔다.
전남도는 이번 설문조사를 통해
▲민간 비즈니스 활용 가능 데이터
▲생활 편의 서비스에 필요한 데이터
▲데이터 활용 시 불편 사항
▲공공데이터 정책 개선 방향 등을 종합적으로 파악할 계획이다.

■ 국민 누구나 참여 가능… 총 13개 문항
설문조사는 공공데이터에 관심 있는 국민이라면 누구나 참여할 수 있다.
참여는 전라남도 대표 누리집(jeonnam.go.kr) 게시판을 통해 온라인으로 진행되며, 설문 문항은 총 13개 항목으로 구성됐다.
주요 질문은 다음과 같다.
공공데이터 제공과 이용에 대한 인식, 전남 공공데이터 활용 경험과 만족도, 데이터 이용 과정에서의 불편사항, 민간 활용 확대를 위한 지원 정책, 추가 개방이 필요한 데이터 분야.

■ “데이터는 새로운 산업 자산”
전남도 관계자는 “공공데이터는 민간의 아이디어와 결합할 때 새로운 산업과 서비스를 만드는 핵심 자산”이라며 “이번 설문조사를 통해 국민이 필요로 하는 데이터를 발굴하고 전남 데이터 행정의 새로운 도약 계기로 만들겠다.”고 말했다.

이번 조사는 데이터 기반 행정과 민간 데이터 산업 활성화를 동시에 추진하기 위한 정책 기반 작업으로 평가된다.
특히 AI·빅데이터 산업이 확대되는 상황에서 공공데이터의 개방 수준이 지역 산업 경쟁력을 좌우하는 핵심 인프라로 떠오르고 있다.

Jeollanam-do Province has begun collecting public opinions to further advance its public data opening policy.
The provincial government announced that it will conduct a four-week nationwide survey until April 5 to identify high-value public data that citizens can experience directly and that can be practically utilized in the private sector.
The survey is considered a meaningful first step toward shifting from a supply-driven data policy to a demand-driven approach, focusing on the data actually needed by citizens and businesses.
■ 515 Public Data Sets Opened in Jeonnam… Expanding Private Utilization
Public data refers to information produced and managed by public institutions in accordance with laws and administrative purposes.
It includes not only structured documents but also various forms of unstructured data such as images, videos, and audio files.
Currently, Jeollanam-do provides a total of 515 public datasets through the national public data platform, the Public Data Portal (data.go.kr).
However, experts and users have pointed out that new datasets reflecting user demand and improvements to existing data are necessary to increase practical utilization.
Through the survey, the province plans to comprehensively identify:
Data that can be utilized for private-sector businesses
Data useful for improving daily convenience for citizens
Difficulties encountered when using public data
Policy improvements needed to expand public data utilization

The survey is open to anyone interested in public data.
Participants can access the online survey through the official Jeollanam-do website (jeonnam.go.kr).
The questionnaire consists of 13 questions.

■ “Data Is a New Industrial Asset”
A provincial official said,
“Public data becomes a powerful asset when combined with private-sector ideas to create new services and industries. Through this survey, we hope to discover the data that citizens truly need and use it as a stepping stone for a new leap in Jeonnam’s data administration.”
The survey is regarded as a foundational policy initiative aimed at simultaneously advancing data-driven governance and fostering the private data industry.
As AI and big data industries expand, the level of public data openness is increasingly becoming a key infrastructure that determines regional industrial competitiveness.
