완도소방서(서장 이민석)가 화재에 취약한 피난약자시설의 초기 대응 능력 강화를 위해 관계기관과 머리를 맞댔다.
완도소방서는 27일 오후 2시 소방서 2층 소회의실에서 ‘겨울철 화재예방대책 간담회’를 개최했다고 밝혔다.
이날 간담회에는 완도소방서와 완도군청 노인복지팀, 관내 피난약자시설 관계자 등 15명이 참석해 겨울철 화재 예방과 초기 대응 체계 강화를 위한 실질적 방안을 논의했다.
간담회에서는 최근 발생한 화재 사례를 공유하고, 시설별 화재 취약 요인을 분석했다.
특히 소화기 사용법과 심폐소생술(CPR) 등 응급처치 교육을 병행해 현장 대응력을 높이는 데 중점을 뒀다.
또한 거동이 불편한 입소자가 많은 시설 특성을 고려해 화재 발생 시 신속하고 안전한 대피가 가능하도록 맞춤형 피난대책을 점검했다.
각 시설에서 제기한 건의사항과 개선 필요 사항도 함께 논의하며, 현실적인 대응 매뉴얼 보완 방향을 모색했다.
피난약자시설은 화재 발생 시 자력 대피가 어려운 이용자가 많아 초기 대응이 곧 인명피해 규모를 좌우한다는 점에서 사전 점검과 반복 교육의 중요성이 강조되고 있다.
이민석 서장은 “피난약자시설은 작은 화재도 대형 인명피해로 이어질 가능성이 높은 만큼, 평소 관계자 교육과 예방 점검이 무엇보다 중요하다”며 “이번 간담회를 계기로 시설별 대응 역량을 한층 강화하고, 군민이 안심할 수 있는 안전한 생활환경 조성에 최선을 다하겠다.”고 밝혔다.
완도소방서는 앞으로도 계절별 위험요인을 반영한 맞춤형 안전 대책을 지속 추진하며, 현장 중심의 예방 행정을 강화해 나갈 방침이다.

“Not a Single Casualty in Vulnerable Evacuation Facilities”… Wando Fire Station Conducts Comprehensive Winter Fire Response Inspection
Wando Fire Station (Chief Lee Min-seok) convened a meeting with related agencies to strengthen the initial response capabilities of facilities housing evacuation-vulnerable residents.
According to the fire station, a “Winter Fire Prevention Countermeasure Meeting” was held at 2:00 p.m. on the 27th in the small conference room on the second floor of the Wando Fire Station.
Approximately 15 participants attended the meeting, including officials from Wando Fire Station, Wando County Office (Senior Welfare Team), and representatives of local facilities serving evacuation-vulnerable residents. They discussed practical measures to enhance winter fire prevention and initial response systems.
During the meeting, participants shared recent fire cases and analyzed fire risk factors specific to each facility. Practical training was also provided on fire extinguisher use and first aid procedures, including cardiopulmonary resuscitation (CPR), with a focus on improving on-site response capabilities.
Considering that many residents in such facilities have limited mobility, the discussion emphasized tailored evacuation strategies to ensure swift and safe evacuation in the event of a fire. Participants also reviewed facility-specific concerns and areas requiring improvement, seeking ways to refine realistic response manuals.
Facilities serving evacuation-vulnerable populations face a high risk of casualties in the event of a fire due to the difficulty of self-evacuation. For this reason, the importance of regular inspections and repeated training was strongly emphasized, as initial response plays a decisive role in minimizing human loss.
Chief Lee Min-seok stated, “Facilities for evacuation-vulnerable residents have a high potential for large-scale casualties even from small fires. Routine inspections and continuous training for staff are essential. Through this meeting, we aim to further strengthen each facility’s response capacity and create a safe living environment where residents can feel secure.”
Wando Fire Station plans to continue implementing customized safety measures reflecting seasonal risk factors and to further reinforce field-centered preventive administration.
