해남군의회가 대규모 개발과 미래산업 유치 국면에서 군민 체감 효과를 최우선 기준으로 삼아야 한다는 분명한 메시지를 던졌다.

해남군의회(의장 이성옥)는 9일 오전 의회운영위원회실에서 2026년도 제3차 의원간담회를 열고, 솔라시도 기업도시를 비롯한 주요 현안 사업 전반을 점검했다.

이날 간담회에서는 집행부로부터 솔라시도 기업도시 사업 추진 현황, 2026년 축산기자재 종합물류센터 지원사업, 제20차 마이스터고 신규지정 사업에 대한 보고를 받고, 사업 방향과 행정 원칙을 놓고 심도 있는 논의가 이어졌다.

■ 솔라시도 기업도시, “속도보다 기준”
에너지산업과는 솔라시도 기업도시 내 신규 사업과 기업 유치 추진 상황을 보고했다.
주택 분야에서는 첫 공동주택인 ‘첫 마을 주택’ 588세대가 오는 6월 착공 예정이며, 레저형 주거단지(SGV) 4,300세대, 공공지원 민간임대주택 4,000세대 등 단계별 공급 계획을 통해 정주 여건을 조성하겠다는 구상을 밝혔다.
관광·산업 분야에서는 272객실 규모의 4성급 신라스테이 호텔이 올해 건축 인허가를 마치고 착공을 목표로 하고 있으며, 사업비 2조 5천억 원 규모의 국가 AI 컴퓨팅센터는 2028년 운영을 목표로 추진 중이라고 설명했다.
이와 함께 유기농산업 복합서비스단지, 김치원료 공급단지 등 각종 공모사업의 진행 상황과 향후 계획도 공유됐다.
이에 대해 의원들은 “대규모 사업일수록 인허가와 행정 지원의 내부 기준이 명확해야 한다.”며, 군 차원의 행정 지원 원칙과 절차를 사전에 정립할 필요성을 강조했다.
특히 공모사업과 기업 유치 과정 전반을 군민에게 충분히 설명해 공감대 속에서 추진되는 개발이 돼야 한다고 주문했다.

■ 축산·교육, “현장 체감과 지역 정착이 관건”
축산사업소는 2026년 축산기자재 종합물류센터 지원사업을 통해 축산 농가의 경영비 절감과 유통 구조 개선이 가능하다는 점을 설명했다.
의원들은 사업 취지에 공감하면서도, 실제 농가 부담 완화로 이어질 수 있도록 운영 방식과 지원 구조를 꼼꼼히 설계해야 한다고 지적했다.
해남교육재단은 제20차 마이스터고 신규지정 사업과 관련해, 디지털·AI+X·반도체 등 첨단 분야 중심으로 총사업비 200억 원 규모의 사업을 해남공고가 2월 공모 신청했으며, 오는 6월 교육부의 최종 결과 발표를 앞두고 있다고 보고했다.
의원들은 마이스터고 지정이 단순한 학교 지정에 그쳐서는 안 된다며, 지역 청소년과 청년의 정착으로 이어지는 실질적인 진로·일자리 연계가 핵심이라고 강조했다.
특히 농수산업과 연계된 학과를 포함해, 해남의 산업 구조와 맞닿은 교육 모델을 함께 추진할 것을 제안했다.

■ “개발의 성과, 군민에게 돌아가야”
간담회에서는 사업 추진 과정에서 지역 업체 참여 확대, 기존 농수산업과의 연계 강화가 반복적으로 강조됐다.
의원들은 “미래산업 유치가 지역 경제와 단절돼서는 안 된다”며, 군민 모두가 체감할 수 있는 소득 창출과 혜택으로 이어지는 구조를 마련해야 한다고 입을 모았다.

이성옥 의장은 “오늘 제시된 의원들의 의견을 충분히 검토해 군정에 반영하고, 특히 대규모 사업 추진과 기업 유치 과정에서 군민에게 실질적인 혜택이 돌아가도록 적극적으로 대응해 달라”고 당부했다.
이번 간담회는 솔라시도 개발과 AI·미래교육 사업이 ‘속도 경쟁’이 아닌 ‘군민 중심의 기준’ 위에서 추진돼야 한다는 점을 분명히 한 자리로 평가된다.

“In Large-Scale Development, Benefits for Residents Must Be the Standard”
Haenam County Council Urges ‘Administrative Principles’ for Solarseado, AI, and Future Education Projects
Haenam County Council has delivered a clear message that tangible benefits for residents must be the top priority amid large-scale development and the attraction of future industries.
On the morning of the 9th, Haenam County Council (Chairperson: Lee Seong-ok) convened the 3rd Council Members’ Briefing for 2026 in the Council Operations Committee Room, where members reviewed major pending projects, including the Solarseado Enterprise City development.
At the briefing, council members received reports from the county administration on the current status of the Solarseado Enterprise City project, the 2026 Livestock Equipment Integrated Logistics Center Support Project, and the 20th round of applications for new Meister High School designation. In-depth discussions followed on project directions and administrative principles.
■ Solarseado Enterprise City: “Standards Before Speed”
The Energy Industry Division reported on the progress of new projects and corporate investment attraction within Solarseado Enterprise City.
In the housing sector, construction of the first residential complex—the “First Village Housing” project with 588 units—is scheduled to begin in June. In addition, phased housing supply plans were outlined, including 4,300 units in a leisure-oriented residential complex (SGV) and 4,000 units of publicly supported private rental housing, aimed at improving settlement conditions.
In the tourism and industrial sectors, a four-star Shilla Stay hotel with 272 rooms is expected to complete construction permits this year and move toward groundbreaking. The National AI Computing Center, with a project cost of KRW 2.5 trillion, is currently underway with a target of commencing operations in 2028. Updates were also shared on the progress and future plans for various publicly funded projects, such as the organic agriculture integrated service complex and the kimchi raw-material supply complex.
In response, council members stressed that “the larger the project, the more essential it is to establish clear internal standards for permits and administrative support.” They emphasized the need to define administrative principles and procedures in advance and called for comprehensive communication with residents throughout public offering processes and corporate attraction efforts, so that development proceeds with public understanding and consensus.
■ Livestock and Education: “On-the-Ground Impact and Local Settlement Are Key”
The Livestock Affairs Office explained that the 2026 Livestock Equipment Integrated Logistics Center Support Project would help reduce operating costs for livestock farmers and improve distribution structures. While acknowledging the project’s intent, council members pointed out the need for meticulous design of operational methods and support mechanisms to ensure that the benefits translate into real cost reductions for farmers.
The Haenam Education Foundation reported on the 20th round of applications for new Meister High School designation, noting that Haenam Technical High School submitted its application in February for a KRW 20 billion project centered on advanced fields such as digital technologies, AI+X, and semiconductors. The final decision by the Ministry of Education is expected in June.
Council members emphasized that Meister High School designation should not end with the title alone. Instead, they stressed the importance of practical pathways linking education to careers and jobs, enabling local youth and young adults to settle in the region. They also proposed including departments related to agriculture and fisheries, aligned with Haenam’s industrial structure, in the overall education model.
■ “The Outcomes of Development Must Return to Residents”
Throughout the briefing, council members repeatedly highlighted the need to expand participation by local companies and strengthen links with existing agriculture and fisheries industries during project implementation. They agreed that attracting future industries must not be disconnected from the local economy, and that development should lead to income generation and tangible benefits that all residents can feel.
Chairperson Lee Seong-ok stated, “Please carefully review the opinions raised today and reflect them in county administration. In particular, I urge proactive responses to ensure that real benefits are returned to residents throughout the process of promoting and attracting large-scale projects.”
The briefing was widely seen as reaffirming that the Solarseado development and AI and future education initiatives must proceed not as a race for speed, but based on resident-centered standards.
