우연이 아니다. 구조가 닮았기 때문이다.
그때도 거대한 비전이 있었다.

동북아 허브, 미래 성장 거점, 국가 전략 프로젝트, 그럴듯한 이름과 장대한 계획이 줄을 이었다.
그러나 결과는 무엇이었나.

사람 없는 개발, 생활 없는 산업, 그리고 책임 없는 시간의 소모였다.
지금 솔라시도에서 반복되는 장면이 그때와 겹친다.
AI·에너지 수도를 외치지만, 그 도시에 삶의 조건은 보이지 않는다.

주거는 계획에만 있고, 의료는 멀며, 교육과 문화는 문서 속에만 존재한다.
상하수도와 생활 편의 시설조차 “차차”라는 말로 미뤄지고 있다.

산업은 들어오면 해결될 것이라는 믿음.
그 믿음이 J프로젝트를 실패로 이끌었다.
산업은 사람이 올 때 완성된다.

사람이 살 수 없는 도시는 산업을 붙잡지 못한다.
AI·에너지 산업은 더 냉정하다.
24시간 상주 인력이 필요하고,

가족과 함께 살아야 하며, 교육과 의료, 문화가 동시에 작동하는 도시를 요구한다.
이 조건을 충족하지 못하면, 산업은 머물지 않는다.
이미 경고음은 울리고 있다.
장성에는 전남 1호 AI 데이터센터가 착공됐다.

생활 인프라가 갖춰진 곳, 접근성이 좋은 곳, 사람이 살 수 있는 곳으로 산업은 움직인다.
이것이 시장의 판단이다.

그럼에도 솔라시도 정책은 여전히 산업을 앞세우고, 생활을 뒤로 미룬다.
배후 도시와의 연계 전략은 약하고, 목포 같은 정주 기반 도시와의 역할 분담은 선명하지 않다.

이대로라면 AI·에너지 산업의 성장 효과는 솔라시도도, 해남도 아닌 다른 지역의 성과가 될 가능성이 크다.
그래서 사람들은 묻는다.

“이것이 J프로젝트와 무엇이 다른가”라고.
비전만 있고, 생활은 없고, 시간만 흐르는 구조. 이 질문에 답하지 못한다면, 역사는 또 반복될 것이다.

구호는 도시를 살리지 못한다.
선언은 사람을 머물게 하지 못한다.
생활 인프라 없는 미래 산업은 공허하다.

지금이 마지막 기회다.
생활을 먼저 깔 것인가, 아니면 또 하나의 실패한 프로젝트 이름을 역사에 남길 것인가.

솔라시도가 J프로젝트의 다른 이름이 되지 않으려면, 지금 당장 방향을 바꿔야 한다.

Why Does Solaseado Remind Us of the J Project from Ten Years Ago?
When we look at Solaseado, we cannot help but be reminded of the J Project from ten years ago.
This is no coincidence.
The structure is strikingly similar.
Back then, there was also a grand vision.
A Northeast Asian hub, a future growth base, a national strategic project—
impressive names and sweeping plans were endlessly proclaimed.
But what was the result?
Development without people, industry without daily life, and time wasted without accountability.
What is unfolding in Solaseado today overlaps disturbingly with that past.
We proclaim an AI and energy capital, yet the conditions for living are nowhere to be seen.
Housing exists only in plans.
Medical services are distant.
Education and culture exist only on paper.
Even basic infrastructure—water, sewage, everyday conveniences—is postponed with the vague promise of “later.”
The belief that industry alone will solve everything once it arrives
was precisely what led the J Project to failure.
Industry is completed only when people arrive.
A city where people cannot live cannot retain industry.
AI and energy industries are even more unforgiving.
They require round-the-clock on-site personnel.
They require families to settle.
They demand cities where education, healthcare, and culture function simultaneously.
Fail to meet these conditions, and industry will not stay.
The warning signs are already sounding.
Jeonnam’s first AI data center has broken ground in Jangseong.
Industry moves to places with established living infrastructure,
with good accessibility,
with cities where people can actually live.
This is the judgment of the market.
Yet Solaseado policy continues to prioritize industry
while pushing daily life to the back of the agenda.
Linkage strategies with surrounding cities remain weak,
and role-sharing with established residential cities like Mokpo remains unclear.
If this continues, the growth dividends of AI and energy industries
are likely to be recorded not in Solaseado,
not in Haenam,
but as the achievements of other regions.
That is why people ask:
“How is this any different from the J Project?”
A structure with vision but no life,
plans but no residents,
and only time passing.
If this question cannot be answered, history will repeat itself.
Slogans do not sustain cities.
Declarations do not make people stay.
Future industries without living infrastructure are hollow.
This is the last opportunity.
Will we build daily life first,
or will we leave behind yet another failed project name in history?
If Solaseado is not to become another name for the J Project,
the direction must change—now.
