더불어민주당 민형배 국회의원(광주 광산을)이 오는 7월 출범을 앞둔 전남광주특별시 초대 시장 선거 출마를 공식 선언했다.

1961년생으로 전남 해남 출신인 민 의원은 “전남과 광주는 역사·정서·생활·경제·문화가 하나의 권역”이라며 “대한민국을 선도하는 세계적 경쟁력을 갖춘 전남광주특별시를 만들겠다.”고 밝혔다.

민 의원은 지난 2일 광주광역시의회 브리핑룸에서 기자회견을 열고, 통합특별시의 비전과 함께 남부권 초광역 메가시티 구축, 일자리 창출, 소득 증대를 핵심 공약으로 제시했다.
그는 “설명이 아니라 실행의 단계”라며 “통합의 시너지를 제도와 시스템으로 완성하겠다.”고 강조했다.

통합특별시 5대 운영원칙 제시
민 의원은 통합특별시 운영의 기준으로 농어촌·도서지역 최소보장 및 우선지원의 법제화, 권역별 균형발전을 상시 점검하는 거버넌스 구축, 산업·에너지·AI를 축으로 한 미래 성장전략, 기본소득을 핵심 정책 브랜드로 정착, 실질적 자치분권 확립 등 5대 원칙을 제시했다.
특히 농어촌과 섬 지역에 대한 최소보장과 우선지원 원칙을 법으로 명문화해, 통합 과정에서의 격차와 소외를 구조적으로 차단하겠다는 입장이다.

4개 권역별 부시장 체계… 상시 균형 점검
통합 이후 행정 운영 방식으로는 동부·서부·중부·광주 등 4개 권역을 대표하는 부시장을 임명해 지역균형을 상시 점검하는 시스템을 가동하겠다고 밝혔다.

권역별 발전 전략도 구체화했다.
여수·순천·광양 등 동부권에는 ‘남부권 신산업 수도 개발청’을 신설해 우주항공·첨단소재 산업의 전진기지로 육성하고, 목포·신안·해남 등 서부권은 ‘전남광주에너지산업공사’를 중심으로 재생에너지 메카로 키우겠다는 구상이다.
나주·강진 등 중부권은 스마트 농어업과 바이오·치유산업의 거점으로, 광주와 인근 시군은 국가인공지능혁신진흥원 유치 등을 통해 AI·문화·생활경제의 중심축으로 육성하겠다고 밝혔다.

기본소득·에너지 소득 환원… 사회안전망 강화
민 의원은 기본소득을 통합도시의 핵심 정책 브랜드로 제시하며, 재생에너지 수익을 시민에게 환원하는 ‘에너지 기본소득’ 도입을 약속했다. 또한 4차 산업혁명 시대의 고용 불안에 대비해 촘촘한 사회안전망을 구축, 일자리 전환과 소득 안정을 동시에 추진하겠다는 계획이다.

“신뢰의 리더십으로 통합 완주”
민 의원은 이재명 대통령과의 깊은 신뢰 관계, 그리고 구청장과 국회의원으로 쌓아온 행정 경험과 철학을 바탕으로 “통합의 시너지를 극대화하고 실질적인 자치분권을 정착시키겠다.”고 밝혔다.

그는 “전남광주특별시는 단순한 행정 통합이 아니라 국가 균형발전의 새 모델”이라며 “남부권의 잠재력을 대한민국의 성장 동력으로 끌어올리겠다.”고 출마 의지를 거듭 강조했다.

Min Hyung-bae Announces Run for Inaugural Mayor of Jeonnam–Gwangju Special City, Presents Vision for a Southern Mega City
Rep. Min Hyung-bae of the Democratic Party of Korea (Gwangsan-eul, Gwangju) has officially announced his candidacy for the inaugural mayoral election of the Jeonnam–Gwangju Special City, scheduled to be launched this July.
Born in 1961 in Haenam, South Jeolla Province, Rep. Min stated,
“Jeonnam and Gwangju have long formed a single sphere in history, shared sentiment, daily life, economy, and culture,” adding,
“I will build Jeonnam–Gwangju into a globally competitive special city that leads the future of the Republic of Korea.”
At a press conference held on February 2 at the briefing room of the Gwangju Metropolitan City Council, Min unveiled his vision for the integrated special city, presenting the construction of a southern super-regional mega city, job creation, and income growth as his core pledges.
“This is no longer the stage for explanation, but for execution,” he said.
“I will complete the synergy of integration through institutions and systems.”
Five Core Operating Principles for the Integrated Special City
Min outlined five governing principles for Jeonnam–Gwangju Special City:
Legal institutionalization of minimum guarantees and priority support for rural and island regions
Establishment of governance systems for constant monitoring of regional balance
Future growth strategies centered on industry, energy, and artificial intelligence
Positioning basic income as the city’s flagship policy brand
Full realization of substantive local autonomy
He emphasized that minimum guarantees and priority support for rural and island communities would be clearly codified into law, ensuring that regional disparities and marginalization are structurally prevented throughout the integration process.
Four Regional Deputy Mayors to Ensure Constant Balance
Min proposed appointing deputy mayors representing four regions—eastern, western, central, and Gwangju—to operate a permanent regional balance management system.
He also presented tailored development strategies by region:
Eastern Region (Yeosu, Suncheon, Gwangyang): Establishment of a Southern New Industry Capital Development Agency to foster aerospace and advanced materials industries
Western Region (Mokpo, Sinan, Haenam): Development into a renewable energy hub through the Jeonnam–Gwangju Energy Industry Corporation
Central Region (Naju, Gangjin): Growth as a center for smart agriculture, bio-industry, and healing industries
Gwangju and Adjacent Cities: Attraction of national-level institutions such as the National Artificial Intelligence Innovation Promotion Agency, positioning the area as a core hub for AI, culture, and the local economy
Basic Income and Energy Dividends to Strengthen Social Safety Nets
Min pledged to brand basic income as a core policy of the integrated city, promising to return profits from renewable energy directly to citizens through an “energy basic income” system.
He also outlined plans to strengthen social safety nets in preparation for employment instability in the era of the Fourth Industrial Revolution, pursuing both job transitions and income security simultaneously.
“Completing Integration Through Trusted Leadership”
Citing his deep trust-based relationship with President Lee Jae-myung, along with his experience and governing philosophy developed as a district head and lawmaker, Min pledged to
“maximize the synergy of integration and firmly establish genuine decentralization.”
“Jeonnam–Gwangju Special City is not merely an administrative merger,” he said.
“It is a new model for national balanced development, and I will elevate the potential of the southern region into a driving force for Korea’s future growth.”
