존경하는 해남군민 여러분!
그리고 ‘농어촌 수도 해남’을 만들기 위해 밤낮없이 애쓰고 계신 명현관 군수님을 비롯한 공직자 여러분!

황산·문내·화원면을 지역구로 두고 의정활동을 하고 있는 해남군의회 의장 이성옥 의원입니다.

쌀 소비 감소와 농업 환경 변화라는 쉽지 않은 여건 속에서도, 현장에서 묵묵히 농업을 지켜 오신 농민 여러분께 농민의 한 사람으로서 깊은 감사의 말씀을 드립니다.

1. 전국 최대 생산지, 해남은 이미 답을 갖고 있다
현재 해남군은 900여 농가, 약 1,300헥타르 규모의 가루쌀을 재배하는
전국 최대 수준의 가루쌀 생산지입니다.
이는 단순히 재배 면적이 넓다는 의미를 넘어, 정부의 쌀 수급 정책 변화에 해남군이 가장 선도적으로 대응해 왔다는 증거이며, 가루 쌀을 미래 산업으로 키울 충분한 잠재력을 이미 확보했다는 뜻입니다.

2. 가루 쌀은 ‘대체 작물’이 아니라 ‘전략 산업’이다
인근 지역의 사례를 보면 그 가능성은 더욱 분명해집니다.
한 가루 쌀 생산 법인은 250헥타르 이상을 재배하면서 단순 생산에 머무르지 않고 가공·판매·체험을 결합한 6차 산업 구조를 구축했습니다.
가루쌀 베이커리 카페를 통해 70여 종의 제품을 개발하고, 개점 초기부터 수천 명의 방문객을 유치하며 지역의 새로운 명소로 성장했습니다.
이 사례는 분명히 말해 줍니다.
가루 쌀은 대체 작물이 아니라 농업·관광·식품 산업을 연결하는 전략 자원이라는 사실입니다.

3. 문제는 ‘생산 이후’에 있다
그러나 해남은 어떻습니까.
전국 최대 생산지라는 강점에도 불구하고, 여전히 정책은 재배 중심에 머물러 있습니다.
생산 이후 가공, 유통, 소비로 이어지는 구조가 충분히 갖춰지지 못하면서 농민들은 여전히 판로와 수익 구조에 대한 불안을 안고 있습니다.
이대로라면 가루 쌀은 ‘많이 생산하지만, 남는 것은 없는 작물’로 전락할 위험이 있습니다.

4. 이제는 ‘가루 쌀 산업화 전략’이 필요하다
이제는 분명한 전환이 필요합니다.
가루쌀을 재배 작물에서 산업 자원으로 끌어올려야 합니다.
이를 위해 본 의원은 다음과 같은 방향을 제안합니다.

첫째, ‘땅끝 해남 가루 쌀’과 같은 공동 브랜드를 개발해 군 중심의 통합 브랜드 관리 체계를 구축해야 합니다.
이는 신뢰도를 높이고, 향후 가공·유통 정책을 하나로 묶는 출발점이 될 것입니다.

둘째, 가정식, 이유식, 간편식, 베이커리, 반려동물 식품까지 가루쌀 활용 범위를 확대하고 레시피·상품 개발과 소비 촉진을 체계적으로 지원해야 합니다.

셋째, 지역 내 외식업체, 베이커리, 학교·공공급식 시설과 연계해 해남 가루쌀 사용을 제도적으로 확대하는 정책 연계가 필요합니다.

넷째, 배추·고구마·전복 등 해남의 대표 농수산물과 결합한 고구마 빵, 고구마 피자, 전복 파스타 등 ‘해남형 특화 상품’ 개발도 적극 검토해야 합니다.

5. 지금이 산업으로 갈 것인가, 후퇴할 것인가의 분기점이다
특히 올해는 가루 쌀 공공비축 수매 정책이 단기 대응에 그칠 것인지,
아니면 장기적인 산업 육성 정책으로 이어질 것인지를 가르는 중요한 시점입니다.
행정의 정책적 뒷받침이 없다면 가루쌀 재배는 위축될 수밖에 없고, 이는 곧 벼 재배 면적 증가와 쌀 가격 불안정으로 이어질 우려가 있습니다.
가루쌀 산업의 경쟁력 확보는 해남 전체 쌀 산업을 지키는 핵심 과제입니다.

존경하는 군민 여러분! 그리고 공직자 여러분!
해남은 이미 가루 쌀 1번지입니다.
이제 필요한 것은 그 위상에 걸맞은 정책의 깊이와 산업 구조입니다.
오늘의 발언이 ‘가루 쌀 1번지 해남’을 재배의 상징이 아닌 산업의 중심지로 도약시키는 의미 있는 출발점이 되기를 기대합니다.
집행부와 의회가 함께 지혜를 모아 군민들께서 체감할 수 있는 성과로 이어지기를 바라며, 이상으로 발언을 마치겠습니다.

“Haenam, the No.1 Region for Powdered Rice — Now Is the Time to Build an Industry, Not Just Grow a Crop”

Honorable citizens of Haenam,
and public officials, including Governor Myung Hyun-kwan, who are working tirelessly day and night to build Haenam into the “Capital of Rural and Fishing Communities,”
I am Lee Seong-ok, Chairperson of the Haenam County Council, representing Hwangsan, Munnae, and Hwawon.
Despite the difficult realities of declining rice consumption and rapidly changing agricultural conditions, I would like to express my deepest gratitude, as a farmer myself, to all those who have steadfastly protected our agriculture in the fields.
1. Haenam Already Holds the Answer as the Nation’s Largest Producer
Currently, Haenam County is home to approximately 900 farming households cultivating about 1,300 hectares of powdered rice, making it the largest powdered rice production area in Korea.
This is not merely a matter of scale.
It demonstrates that Haenam has taken the lead in responding to changes in national rice supply policies and has already secured sufficient potential to develop powdered rice into a future-oriented industry.
2. Powdered Rice Is Not an Alternative Crop — It Is a Strategic Industry
Examples from neighboring regions make this potential even clearer.
A powdered rice production corporation in a nearby area cultivates more than 250 hectares and has gone beyond simple production by establishing a sixth-industry model that integrates processing, sales, and experiential tourism.
Through a powdered rice bakery café, the company developed more than 70 products and attracted thousands of visitors from the early stages of operation, becoming a new regional landmark.
This case clearly demonstrates that powdered rice is not a substitute crop, but a strategic resource connecting agriculture, tourism, and the food industry.
3. The Problem Lies Beyond Production
So where does Haenam stand?
Despite being the nation’s largest producer, our policies remain focused primarily on cultivation.
Because systems linking production to processing, distribution, and consumption remain insufficient, many farmers continue to face uncertainty regarding sales channels and income structures.
If this situation persists, powdered rice risks becoming a crop that is “produced in large quantities but generates little value.”
4. A Clear Strategy for Industrialization Is Now Required
A decisive transition is now necessary.
Powdered rice must be elevated from a cultivated crop to an industrial resource.
To achieve this, I propose the following directions:
First, develop a joint brand such as “Land’s End Haenam Powdered Rice” and establish a county-led integrated brand management system. This will enhance trust in the production area and serve as the foundation for unified processing and distribution policies.
Second, expand the use of powdered rice across home cooking, baby food, convenience foods, bakeries, and even pet food, while systematically supporting recipe development, product innovation, and consumption promotion.
Third, strengthen policy linkages to expand the use of Haenam powdered rice through cooperation with local restaurants, bakeries, schools, and public meal services.
Fourth, actively pursue the development of Haenam-specific specialty products, such as sweet potato bread, sweet potato pizza, and abalone pasta, by combining powdered rice with Haenam’s representative agricultural and marine products including cabbage, sweet potatoes, and abalone.
5. A Critical Turning Point: Progress or Retreat
This year is a decisive moment in determining whether the public stockpiling policy for powdered rice will remain a short-term response or evolve into a long-term industrial development strategy.
Without strong administrative support, powdered rice cultivation will inevitably decline, leading to increased rice planting areas and renewed price instability.
Securing the competitiveness of the powdered rice industry is therefore a core task in safeguarding Haenam’s entire rice sector.
6. Closing Remarks
Honorable citizens and public officials,
Haenam is already the nation’s leading region for powdered rice.
What we now need is a level of policy depth and an industrial structure worthy of that status.
I hope today’s remarks will serve as a meaningful starting point for transforming “Haenam, the No.1 Powdered Rice Region” from a symbol of production into a center of industry.
I trust that the executive branch and the council will work together to translate this vision into tangible results that our citizens can truly feel.
