해남경찰서(서장 박미영)는 지난 1월 27일 오후 2시, 해남군 황산면 일신리 일원에서 교통사고 현장 2차 사고 예방을 위한 FTX(현장대응훈련)를 실시했다.
이번 훈련은 최근 고속도로와 일반도로 교통사고 현장에서 사고 수습 중이던 경찰관과 관계자들이 2차 사고로 인명 피해를 입는 사례가 잇따라 발생함에 따라, 실제 상황을 가정한 현장 대응 역량 강화와 유관기관 협업체계 점검을 위해 마련됐다.
훈련에는 해남경찰서 교통과를 비롯해 지역경찰, 기동대, 해남출장소 등 현장 대응 인력이 참여했으며, 도로 위 낙하물로 인한 추돌 사고 상황을 가정해 실전 중심으로 진행됐다.
주요 훈련 내용은 사고지점 전방 트래픽 브레이크를 활용한 서행 유도, 충분한 안전거리 확보와 단계적 감속 유도, 불꽃신호기·안전알림이·라바콘 등 안전장비의 효과적 배치와 활용 방안 숙달 등이다.
특히 사고 현장 내 위험 요소를 신속히 제거하고, 도로 정비 장비 및 인력 지원 등 유관기관 간 역할분담과 비상 연락체계를 실제처럼 점검하며, 돌발 상황에 대비한 현장 대응의 완성도를 끌어올리는 데 주력했다.
박미영 해남경찰서장은 “교통사고 현장에서의 2차 사고는 경찰관과 운전자 모두의 생명과 직결되는 중대한 위험”이라며, “형식적인 훈련이 아닌 현장 중심의 반복 훈련과 기관 간 긴밀한 협업을 통해 사고 현장 안전 확보에 만전을 기하겠다.”고 밝혔다.
해남경찰서는 앞으로도 실효성 있는 현장 대응 훈련을 지속 확대해, 교통사고 발생 시 추가 피해를 원천 차단하고 군민의 생명과 안전을 지키는 교통 치안을 강화해 나갈 방침이다.

‘Secondary Collisions’ More Dangerous Than the Initial Crash… Haenam Police Conduct Live Training to Protect Lives at Accident Scenes
The Haenam Police Station conducted an FTX (Field Training Exercise) aimed at preventing secondary accidents at traffic crash scenes at around 2:00 p.m. on January 27 in the Ilsin-ri area of Hwangsan-myeon, Haenam County.
The exercise was organized in response to a recent series of incidents in which police officers and other responders suffered casualties from secondary collisions while handling traffic accidents on highways and general roads. The training focused on strengthening on-site response capabilities through realistic scenarios and on checking cooperative response systems among relevant agencies.
Participants included officers from the Traffic Division of the Haenam Police Station, local police units, the mobile police unit, and the Haenam substation. The drill simulated a rear-end collision caused by road debris and was conducted with an emphasis on practical, field-based response.
Key training components included guiding vehicles to slow down using a traffic brake set up in advance of the accident site; ensuring sufficient safety distances and inducing step-by-step deceleration; and mastering the effective deployment and use of safety equipment such as flare signals, safety alert devices, and traffic cones.
In particular, the exercise focused on rapidly removing hazards from the accident scene and realistically checking inter-agency role sharing and emergency communication systems, including the provision of road maintenance equipment and personnel, to enhance readiness for unexpected situations.
Police Chief Park Mi-young of the Haenam Police Station stated, “Secondary accidents at traffic crash scenes pose a serious risk that is directly linked to the lives of both police officers and drivers. Rather than formal, symbolic drills, we will do our utmost to ensure safety at accident scenes through repeated, field-oriented training and close inter-agency cooperation.”
The Haenam Police Station plans to continue expanding practical on-site response training to fundamentally prevent additional damage during traffic accidents and to strengthen traffic policing aimed at protecting the lives and safety of local residents.
