김영록 전라남도지사가 2026년을 앞두고 **‘AI·에너지 시대 광주·전남 대부흥’**을 새해 핵심 화두로 제시하며, 광주·전남 행정통합 추진에 대한 강한 의지를 드러냈다.

김 지사는 30일 도청 서재필실에서 열린 2025년 마지막 실국 정책회의에서 “중앙부처 업무보고를 면밀히 분석해 전남이 가져올 수 있는 사업은 최대한 확보하고, 동시에 2026년을 대비한 새로운 도 자체 사업을 과감히 발굴해야 한다.”며 “AI·에너지 시대에 광주·전남이 함께 도약하는 대부흥의 새해를 준비하자”고 강조했다.

특히 김 지사는 광주·전남 행정통합 문제를 새해 도정의 전략적 핵심 과제로 공식화했다.

그는 “정부가 통합 지방정부에 대해 과감한 인센티브를 제시하고 있는 만큼, 여건이 성숙되면 특별자치도 단계를 거치지 않고 바로 대통합으로 나아갈 수도 있다”며 “AI·에너지 시대를 선도할 광주·전남의 미래를 위해 통합을 진지하게 논의해야 할 시점”이라고 밝혔다.

김 지사는 과거 통합 논의가 무산된 배경도 언급했다.

그는 “2021년 통합 용역을 추진했으나 일부 직역의 반대와 중앙정부 차원의 인센티브 부재로 시·도민의 공감대가 충분히 형성되지 못했다”며 “그러나 지금은 상황이 완전히 달라졌다”고 강조했다.

“In the Era of AI and Energy, Gwangju and Jeonnam Must Become One Again”
Governor Kim Young-rok Declares ‘Gwangju–Jeonnam Great Renaissance’ as the New Year’s Vision, Strongly Signaling Administrative Integration
As South Korea approaches 2026, Governor Kim Young-rok of South Jeolla Province (Jeonnam) has presented “The Gwangju–Jeonnam Great Renaissance in the Era of AI and Energy” as his key policy vision for the new year, clearly signaling his strong commitment to pursuing administrative integration between Gwangju and Jeonnam.
At the final senior policy meeting of 2025, held on the 30th at the Seo Jae-pil Room of the provincial government building, Governor Kim emphasized,
“We must thoroughly analyze central government policy briefings to secure as many projects as possible for Jeonnam, while boldly developing new provincial initiatives in preparation for 2026,” adding, “We must prepare for a new year of great advancement in which Gwangju and Jeonnam rise together in the era of AI and energy.”
Notably, Governor Kim officially positioned Gwangju–Jeonnam administrative integration as a strategic core agenda for the coming year.
He stated, “With the central government offering bold incentives for integrated local governments, conditions may soon allow us to move directly toward full integration, without passing through a special autonomous province stage,” stressing that “now is the time to seriously discuss integration for a future in which Gwangju and Jeonnam lead the AI and energy era.”
Governor Kim also addressed why previous integration efforts failed.
“In 2021, we pursued a feasibility study for integration, but opposition from certain professional groups and the lack of concrete incentives from the central government prevented sufficient public consensus,” he said. “However, the situation is completely different now.”
He continued, “With the enactment of a special law expected as early as March, the tangible benefits of integration are becoming clear,” warning that “the economic and political gap between regions that integrate and those that do not will inevitably widen.”
The central government’s proposed support package for integrated local governments includes granting authority and organizational privileges equivalent to Seoul Metropolitan Government; additional allocations of local shared taxes and consumption taxes; priority consideration for relocating public institutions; phased expansion of autonomous accounts under special regional development funds and population-decline response funds; designation of regional ‘growth engines’; and the creation of advanced national industrial complexes to foster AI data centers and RE100-based regional power industries.
Governor Kim emphasized, “Gwangju and Jeonnam share the same historical roots, yet 40 years of administrative separation have created serious economic inefficiencies and structural inconvenience.” He added, “Jeonnam offers abundant renewable energy and land, while Gwangju possesses highly skilled human capital and technological capacity. When these strengths are organically combined, true synergy can be achieved.”
He further noted, “Although time is limited, the 2021 study already brought us close to consensus. If we build on that foundation and actively gather input from opinion leaders, residents, and both provincial councils, we can certainly break through the remaining barriers.”
Accordingly, Governor Kim instructed officials to swiftly establish a Gwangju–Jeonnam Administrative Integration Planning Task Force, to review prior research findings, examine legal frameworks, and study integration cases from other metropolitan regions in order to concretize implementation procedures.
At the same time, he called for the development of new policies that citizens can tangibly experience.
“Recent central government briefings have been so engaging that they’ve earned the nickname ‘Jamflix,’ because they directly address public needs,” he said. “We must closely analyze these initiatives and translate them into policies suited to Jeonnam, while also fostering innovation and debate to create provincial programs that genuinely reach people’s daily lives.”
In closing, Governor Kim also urged efforts to actively attract AX (AI transformation) projects across central ministries, including the fisheries sector; swiftly designate preliminary sites and establish relocation plans for the military airport; strengthen safety management at the ice rink and sledding facilities in Jeonnam OK Citizens’ Plaza; and enforce farm-level responsibility-based quarantine measures to prevent the spread of highly pathogenic avian influenza (AI).
He stressed that these efforts are essential to accelerating Jeonnam’s policy execution and governance capacity as the province moves decisively toward 2026.

이어 “오는 3월 초 특별법 제정이 가시화되는 등 통합에 따른 실질적 혜택이 명확해지고 있다”며 “통합한 시·도와 그렇지 않은 시·도 간 경제적·정치적 격차는 앞으로 더 벌어질 수밖에 없다”고 진단했다.

정부가 검토 중인 통합 지방정부 지원 방안으로는 서울특별시에 준하는 지위와 조직 특례 부여, 지방교부세·소비세 추가 배분, 공공기관 우선 이전 검토, 광역특별계정 및 지방소멸대응기금 자율계정 단계적 확대, 권역별 성장엔진 선정, 첨단 국가산단 조성과 AI 데이터센터·RE100 기반 전력산업 육성 등이 포함돼 있다.

김영록 지사는 “광주와 전남은 역사적으로 한 뿌리였지만, 지난 40년간 행정적으로 분리되면서 경제·산업 구조에서 비효율과 불편이 누적돼 왔다.”며 “전남은 재생에너지와 공간, 광주는 고급 인력과 기술 역량이라는 강점을 지닌 만큼, 유기적으로 결합할 때 진정한 시너지 효과를 낼 수 있다”고 강조했다.

아울러 그는 “시간은 촉박하지만, 2021년 용역을 통해 이미 상당한 의견 접근이 이뤄졌던 만큼 이를 토대로 오피니언 리더, 시·도민, 시·도의회 등 다양한 주체의 의견을 폭넓게 수렴한다면 충분히 돌파구를 마련할 수 있다”고 덧붙였다.

이에 따라 광주·전남 행정통합 추진기획단 설치를 서두르고, 과거 용역 결과와 타 광역단체 통합 사례를 종합적으로 검토해 추진 절차를 구체화할 것을 지시했다.

이와 함께 김 지사는 도민이 체감할 수 있는 새 정책 발굴도 주문했다.

그는 “최근 중앙부처 업무보고가 ‘잼플릭스’라는 표현이 나올 정도로 국민 눈높이에 맞춘 정책으로 호응을 얻고 있다.”며 “중앙정부의 새로운 정책을 면밀히 분석해 전남 실정에 맞는 사업으로 연결시키고, 도 자체적으로도 토론과 혁신을 통해 도민 삶에 직접 와닿는 정책을 만들어야 한다”고 말했다.

김영록 지사는 이밖에도 수산 분야를 포함한 중앙부처 AX 프로젝트 적극 유치, 군공항 예비후보지의 신속한 지정과 이전 사업 계획 수립, 전남OK도민광장 눈썰매장·스케이트장 안전관리 강화, 고병원성 AI 확산 차단을 위한 농가 단위 책임 방역 강화 등을 당부하며, 2026년을 향한 전남도의 정책 속도와 실행력을 높일 것을 강조했다.
