전라남도가 ‘에너지가 곧 주민 소득이 되는 시대’의 본격적인 개막을 선언하며, 햇빛소득마을의 성공적 안착과 전국 확산을 위한 제도 개선을 정부에 공식 건의했다.
전남도는 29일 신안 안좌 솔라시티를 방문한 김민석 국무총리에게 햇빛소득마을 정책이 현장에서 안정적으로 작동하고, 더 많은 지역으로 확산되기 위한 핵심 제도 개선 과제를 직접 전달했다고 밝혔다.
이번 방문은 태양광 발전 이익을 주민과 공유해 실질적인 주민소득 증대와 인구 증가라는 성과를 만들어낸 신안군 사례가 정부가 추진 중인 ‘햇빛소득마을’ 정책의 교과서이자 가장 완성도 높은 모범사례로 평가받은 데 따른 것이다.
현장에는 행정안전부, 농림축산식품부, 기후에너지환경부 등 관계 부처가 함께 참여해, 현장의 생생한 애로사항과 제도적 한계를 직접 청취하고 개선 방향을 논의했다.
전남도가 건의한 주요 제도 개선 사항은 계통 부족 지역의 ESS(에너지저장장치) 설치 시 지방비 부담 완화, 담보 여력이 부족한 마을 공동체·협동조합에 대한 금융·담보 대출 규제 완화, 지방소멸 위기 지역 우선 선정과 수도권에서 멀수록 가점을 부여하는 평가체계 도입 등이다.
이는 햇빛소득마을을 단순한 발전 사업이 아닌, 지방소멸에 맞서는 국가 차원의 생존 전략으로 완성하기 위한 핵심 요구다.
김영록 전남도지사는 이날 현장에서 “재생에너지 발전 수익을 도민에게 되돌려주는 ‘에너지 기본소득’ 시대를 열어, 지방소멸 위기를 극복하고 정부의 재생에너지 중심 에너지 대전환 정책을 전남이 가장 앞장서 실현하겠다.”고 강조했다.
전남도는 정부 정책과 발맞춰 2030년까지 500개소 이상의 햇빛소득마을을 조성해, 에너지 복지를 넘어 주민이 주인 되는 에너지 경제 구조를 전남 전역에 정착시킨다는 계획이다.
이를 위해 전남도는 녹색에너지연구원과 공동으로 현장지원단을 구성해 마을 조합 설립부터 재원 조달, 태양광 설치, 운영까지 전 과정을 밀착 지원하는 현장 맞춤형 컨설팅 체계를 가동하고 있다.
이제 전남의 햇빛은 더 이상 풍경이 아니다.
햇빛은 소득이 되고, 마을은 살아나며, 에너지는 공동체의 미래가 된다.
전남이 시작한 이 실험이 대한민국 에너지 전환의 새로운 기준으로 자리 잡고 있다.

“An Era Where Energy Becomes Income—Jeonnam Leads the Way”
Jeonnam Province Urges Prime Minister Kim Min-seok for Institutional Reform of ‘Sunlight Income Villages’… 500 Villages by 2030 to Become Reality
Jeonnam Province has declared the full-scale opening of an era in which energy itself becomes residents’ income, formally submitting proposals to the central government for institutional reforms to ensure the successful settlement and nationwide expansion of the Sunlight Income Village initiative.
On the 29th, Jeonnam Province announced that it directly delivered key institutional reform proposals to Prime Minister Kim Min-seok during his visit to Anjwa Solacity in Sinan, aimed at ensuring the Sunlight Income Village policy operates stably on the ground and expands to more regions.
The visit followed the strong evaluation of Sinan County’s model, which shares solar power generation profits with residents and has produced tangible outcomes—increased household income and population growth—earning recognition as a textbook case and the most complete exemplar of the government’s Sunlight Income Village policy.
Officials from the Ministry of the Interior and Safety, Ministry of Agriculture, Food and Rural Affairs, and the Ministry of Climate, Energy and Environment attended the site visit, listening directly to on-the-ground challenges and institutional limitations and discussing paths for improvement.
Jeonnam Province’s key reform proposals include:
Reducing the local government financial burden when supporting ESS (Energy Storage System) installations in grid-constrained areas;
Easing financial and collateral lending regulations for village communities and cooperatives with limited collateral capacity;
Prioritizing regions at risk of depopulation and introducing an evaluation system that grants additional points the farther a region is from the Seoul metropolitan area.
These proposals aim to elevate Sunlight Income Villages beyond a simple power-generation project into a national survival strategy to counter regional depopulation.
Governor Kim Young-rok emphasized at the site:
“By opening an era of energy basic income that returns renewable energy profits to residents, Jeonnam will overcome the crisis of regional extinction and lead the nation in realizing the government’s renewable-energy-centered energy transition.”
Aligned with national policy, Jeonnam Province plans to establish more than 500 Sunlight Income Villages by 2030, embedding across the province an energy economy structure owned and led by residents, beyond basic energy welfare.
To this end, Jeonnam has formed an on-site support task force in collaboration with the Green Energy Institute, providing close, end-to-end assistance—from forming village cooperatives and securing financing to installing and operating solar facilities—through tailored, field-based consulting.
Sunlight in Jeonnam is no longer just scenery.
Sunlight becomes income, villages come back to life, and energy becomes the future of the community.
The experiment launched by Jeonnam is setting a new national benchmark for Korea’s energy transition.
