해남군 화산면.
지도 위에서는 작고 조용한 농촌이지만, 요즘 이곳에는 낯선 발걸음이 이어지고 있다.
화려한 관광지도, 대규모 개발사업도 아닌 ‘마을들 소식지 한 권’을 보기 위해서다.
그 중심에는 화산면 주민자치회장 김병승이 있다.
그는 행정의 이름으로 마을을 이끌기보다, 주민들의 이야기를 사라지지 않게 붙잡아 온 사람이다.
■ “마을을 바꾸자”가 아니라, “마을 이야기를 남기자”
김병승 회장이 중심이 돼 발간한 ‘꽃메 소식지’는 정책 홍보물이 아니다.
누군가의 업적을 치켜세우는 기록도 아니다.
그 소식지에는 시할머니의 하루, 손주를 기다리는 마음.
마을 꽃밭을 가꾸는 손, 주민들이 쓴 풋풋한 시 한 편.
그리고 함께 성공시킨 쓰레기 분리수거 이야기가 담겨 있다.
김 회장은 늘 같은 말을 해왔다.
“마을이 사라지는 건 사람이 떠나서가 아니라, 이야기가 없어져서입니다.”
그래서 그는 주민들에게 묻고, 듣고, 적었다.
말이 되지 않아도 기록했고, 사소해 보여도 실었다.
그 결과 ‘꽃메 소식지’는 주민들이 서로를 다시 읽게 만드는 마을의 책이 됐다.
■ 마을회관 사랑방에서 시작된 변화
화산면 마을회관.
이곳에서 빚어지는 사랑방 이야기는 꽃메 소식지의 가장 중요한 원천이다.
농사 이야기, 무릎 아픈 이야기, 웃음 섞인 투정까지.
김병승 회장은 이 사소한 대화를 공동체의 자산으로 바라봤다.
특히 쓰레기 분리수거 이야기는 상징적이다.
계도도, 단속도 없었다.
주민들끼리의 약속 하나로 시작된 변화는 생활습관을 바꿨고, 마을을 깨끗하게 만들었다.
탄소중립은 구호가 아니라 공동체의 생활 방식이라는 사실을, 화산면은 조용히 증명해냈다.
■ 소식지가 만든 가장 큰 변화는 ‘다시 부르는 이름’
‘꽃메 소식지’는 지역신문 발전기금의 지원을 받아 발간되고 있다.
그러나 김병승 회장이 말하는 가치는 다른 데 있다.
“사람들이 다시 모였고, 서로의 이름을 부르기 시작했고, 마을 이야기를 함께 고민하게 됐습니다.”
그 변화는 외부에서도 주목받았다.
2024년 광주방송(GJB) ‘꽃메 협동조합 밝은 동네’ 부문 버금상 수상.
한 마을의 소식지가 공동체 회복의 사례로 공식 인정받은 순간이었다.
■ “마을은 시설이 아니라, 이야기로 살아난다.”
김병승 주민자치회장은 말한다.
“우리가 특별해서가 아닙니다. 그냥 서로의 이야기를 버리지 않았을 뿐입니다.”
꽃메 소식지는 말한다.
마을을 살리는 힘은 예산이 아니라 사람이고, 사람을 묶는 것은 정책이 아니라 이야기라고.
화산면에서 시작된 이 작은 소식지는 오늘도 묻고 있다.
“당신의 마을에는, 서로의 이야기를 담아낼 공간이 있는가?”
김병승을 중심으로 이어진 화산면 꽃메 공동체의 기록은 오늘도 한 장, 한 장 쌓이며 사람 사는 동네의 불을 조용히 밝히고 있다.

**“We Simply Refused to Let the Stories Disappear”
— The Time of Hwaseon-myeon’s Kkotme, Preserved by Residents’ Council Chair Kim Byeong-seung**
Hwaseon-myeon, Haenam County.
On a map, it appears to be a small and quiet rural village.
Yet these days, unfamiliar visitors are finding their way here.
They are not drawn by glamorous tourist attractions or large-scale development projects,
but by a single village newsletter.
At the center of this quiet movement stands Kim Byeong-seung,
the head of the Hwaseon-myeon Residents’ Council.
Rather than leading the village in the name of administration,
he is a person who has devoted himself to ensuring that the stories of residents do not disappear.
■ Not “Let’s Change the Village,” but “Let’s Preserve Its Stories”
The Kkotme Newsletter, published under Kim Byeong-seung’s leadership,
is not a policy brochure,
nor a record praising individual achievements.
Within its pages are found
the daily life of a great-grandmother,
the heart of a grandparent waiting for a grandchild,
hands tending the village flower beds,
a fresh and innocent poem written by a resident,
and the story of how the community succeeded together in waste separation and recycling.
Kim has always said the same thing:
“A village does not disappear because people leave,
but because its stories vanish.”
So he asked, listened, and wrote.
Even when words were unpolished, they were recorded.
Even when stories seemed trivial, they were included.
As a result, the Kkotme Newsletter became
a book through which residents began to read one another again.
■ Change That Began in the Village Hall’s “Sarangbang”
The Hwaseon-myeon village hall.
The everyday conversations formed there—
are the most important source of the Kkotme Newsletter.
Farming stories, aching knees, playful complaints mixed with laughter.
Kim Byeong-seung saw these small exchanges not as idle talk,
but as valuable assets of the community.
The story of waste separation is particularly symbolic.
There was no enforcement, no crackdowns.
A simple promise among residents sparked a change that transformed daily habits
and made the village cleaner.
Hwaseon-myeon quietly proved that
carbon neutrality is not a slogan, but a way of living together.
■ The Greatest Change the Newsletter Brought: “Calling Each Other by Name Again”
The Kkotme Newsletter is published with support from the Local Newspaper Development Fund.
But Kim Byeong-seung speaks of a different kind of value.
“People began gathering again.
They started calling each other by name.
And they began thinking together about the village’s stories.”
That change did not go unnoticed.
In 2024, the community received the Runner-up Award
in the “Bright Neighborhood” category of the Gwangju Broadcasting (GJB) Kkotme Cooperative Awards.
It was a moment when
a single village newsletter was officially recognized as a model for community restoration.
■ “A Village Lives Not by Facilities, but by Stories”
Kim Byeong-seung, head of the Residents’ Council, says:
“It’s not because we are special.
We simply refused to throw away each other’s stories.”
The Kkotme Newsletter tells us this:
The power that revives a village is not budget, but people.
And what binds people together is not policy, but stories.
Born in Hwaseon-myeon, this small newsletter continues to ask, quietly:
“Does your village have a place to hold one another’s stories?”
Centered around Kim Byeong-seung,
the record of the Hwaseon-myeon Kkotme community continues to grow—
page by page—
gently keeping the light of a truly human neighborhood alive.
