전라남도가 마침내 대한민국 AI 산업 지형을 바꾸는 첫 장면을 장성에서 열었다.
전남도는 15일 장성 남면 첨단3지구에서 전남 제1호 데이터센터 ‘장성 파인데이터센터’ 착공식을 개최하고, AI 중심 첨단산업 육성을 향한 본격적인 항해에 나섰다.
이는 단순한 건설 착공이 아니라, 수도권에 갇혀 있던 데이터 산업을 지방으로 확장시키는 역사적 출발선이라는 점에서 의미가 깊다.
■ “말이 아니라 실행으로”… 수도권 집중 완화 정책, 첫 결실
이번 착공은 정부의 ‘데이터센터 수도권 집중 완화 정책’ 발표 이후 체결된 첫 업무협약(MOU) 사업이 실제 사업으로 이어진 전국 최초 사례다.
정책이 선언에 머무르지 않고, 지역에서 실체를 갖춘 성과로 구현됐다는 점에서 전남의 행정·정책 실행력이 다시 한 번 증명됐다.
착공식에는 김영록 전남도지사, 이개호 국회의원, 김한종 장성군수, 중앙부처 관계자와 함께 CJ올리브네트웍스, 현대차증권, 대우건설, 파인앤파트너스자산운용㈜ 등 참여 기업 대표, 지역 주민 등 300여 명이 함께해 전남 AI 시대의 출발을 축하했다.
■ 3,959억 원 투자… “AI 인프라의 뼈대를 세우다”

장성 파인데이터센터는 총사업비 3,959억 원을 투입해
▶ 26MW급 데이터센터 1기를 우선 구축하고
▶ 향후 60MW급 대규모 데이터센터로 단계적 확장을 추진한다.
2028년 2월 준공을 목표로 공사가 진행되며, 같은 해 3월부터 본격 가동에 들어간다.
센터가 가동되면 전남은 더 이상 ‘데이터를 생산하지만 처리하지 못하는 지역’이 아니라, AI 연산과 데이터 처리가 동시에 이뤄지는 산업 거점으로 도약하게 된다.
■ “전남으로 모여드는 AI”… 빅테크 유입 신호탄
전남도는 2023년 업무협약 체결 이후 투자사와의 유기적 협업 체계를 구축하고, 산업단지 환경개선 펀드, 지역 활성화 투자 펀드에 연이어 선정되며 민간 투자와 임차사 모집에 속도를 냈다.
그 결과, 빅테크 기업들의 전남 데이터센터 구축 문의가 가시적으로 증가하고 있으며, 이번 착공을 계기로 전남 전역을 아우르는 ‘권역별 AI 혁신 생태계’ 구축도 본격화될 전망이다.
■ 데이터센터는 ‘지역과 함께 숨 쉰다’
장성 파인데이터센터는 단순한 산업시설을 넘어, 지역과 공존하는 미래형 인프라로 설계됐다.
- 400평 규모 창업지원센터 조성 → 스타트업 공유 오피스 제공
- AI·클라우드 전문 교육 프로그램 운영 → 지역 인재 양성
- 부지 내 풋살장 등 생활체육시설 개방 → 주민 친화 공간 조성
AI가 지역을 소외시키는 것이 아니라, 지역의 삶을 풍요롭게 만드는 동력이 되도록 설계된 점이 이 센터의 가장 큰 특징이다.
■ “에너지에서 AI까지”… 전남 전략, 시대와 맞물리다
전남도는 2019년 ‘블루이코노미’ 비전을 선포한 이후 태양광·해상풍력 등 재생에너지를 기반으로 한 첨단산업 유치 전략을 흔들림 없이 추진해 왔다.
이 전략은 RE100, 에너지 대전환, AI 산업 확산이라는 시대적 흐름과 정확히 맞물리며, 최근 국가 AI 컴퓨팅센터 유치, 오픈AI–SK 글로벌 데이터센터 설립 확정이라는 굵직한 성과로 이어지고 있다.
전남은 이제 아시아·태평양 AI 허브로 도약할 발판을 차근차근 완성해 가고 있다.
■ 김영록 지사 “전남이 대한민국의 두 날개가 되겠다.”
김영록 전남도지사는 이날 착공식에서 다음과 같이 강조했다.
“많은 빅테크 기업이 전남을 AI 데이터센터 최적지로 검토하고 있으며,
첨단 반도체 산업까지 유치할 수 있는 여건도 빠르게 갖춰지고 있다.”
“한쪽에는 농수산업을, 다른 한쪽에는 첨단산업을 키워 전남이 양수겸장(兩手兼將)으로 대한민국의 미래 성장을 이끌겠다.”
■ 결론
AI는 이제 수도권의 전유물이 아니다.
전남에서 시작된 이 첫 삽은, 대한민국 산업 지도를 다시 그리는 출발선이다.
장성에서 울린 착공의 신호는 곧 전남이 ‘에너지의 땅’을 넘어 ‘AI의 땅’으로 도약했음을 알리는 선언이다.
해남의 솔라시도 또한 빠른 시일 내에 착공이라는 의망의 메시지가 전달되기를 기대한다.

Jeollanam-do has opened a historic new chapter in Jangseong—one that is set to reshape the geography of Korea’s AI industry.
On the 15th, the Jeonnam Provincial Government held the groundbreaking ceremony for Jangseong Fine Data Center, the first data center in Jeonnam, at Advanced Industrial Zone 3 in Nam-myeon, Jangseong. With this milestone, the province officially embarked on its full-scale journey toward building an AI-centered advanced industrial ecosystem.
This event represents far more than the start of construction. It marks a historic turning point, signaling the expansion of Korea’s data industry beyond its long-standing concentration in the Seoul metropolitan area and into the regions.
■ From Policy to Action: The First Tangible Result of Decentralization
The groundbreaking of Jangseong Fine Data Center is the first project nationwide in which an MOU signed following the government’s data center decentralization policy has materialized into an actual construction project.
This achievement demonstrates that decentralization is no longer merely a policy declaration—it is now being realized on the ground, underscoring Jeonnam’s strong administrative execution and policy leadership.
The ceremony was attended by Governor Kim Young-rok, National Assemblyman Lee Gae-ho, Jangseong County Mayor Kim Han-jong, officials from central government ministries, and representatives from participating companies including CJ OliveNetworks, Hyundai Motor Securities, Daewoo Engineering & Construction, and Fine & Partners Asset Management, along with local residents—over 300 participants in total—celebrating the dawn of Jeonnam’s AI era.
■ KRW 395.9 Billion Investment: Laying the Foundation of AI Infrastructure
With a total investment of KRW 395.9 billion, the Jangseong Fine Data Center will
▶ initially construct a 26MW-class data center, and
▶ gradually expand into a large-scale 60MW facility.
Construction is scheduled for completion by February 2028, with full-scale operations set to begin in March 2028.
Once operational, Jeonnam will no longer be a region that merely generates data. Instead, it will emerge as a core industrial hub where AI computation and data processing take place simultaneously, significantly strengthening its role in the national AI ecosystem.
■ AI Flows to Jeonnam: A Signal for Big Tech Migration
Since the signing of the MOU in 2023, Jeonnam Province has established a close cooperative framework with investors while providing sustained administrative support. The project has gained further momentum after being selected for both the Industrial Complex Environmental Improvement Fund and the Regional Revitalization Investment Fund, accelerating private investment and tenant recruitment.
As a result, inquiries from major global technology companies regarding data center development in Jeonnam are increasing, and the groundbreaking is expected to trigger the construction of a region-wide AI innovation ecosystem tailored to local industries.
■ A Data Center That Breathes with the Community
Jangseong Fine Data Center is designed not merely as an industrial facility, but as a future-oriented infrastructure that coexists with the local community.

Professional AI and cloud training programs to nurture local talent
Public sports facilities, including a futsal field, open to residents
Rather than isolating AI from daily life, the project ensures that advanced technology becomes a driver of shared prosperity and improved quality of life for the region.
■ From Energy to AI: Jeonnam’s Strategy Meets the Times
Since proclaiming its Blue Economy Vision in 2019, Jeonnam has consistently pursued a strategy of attracting advanced industries based on renewable energy sources such as solar and offshore wind power.
This long-term strategy has aligned seamlessly with global trends toward RE100, energy transition, and AI industrial expansion, yielding tangible results—including the confirmation of a National AI Computing Center and the OpenAI–SK global data center project.
Jeonnam is now steadily completing the foundation required to rise as an Asia-Pacific AI hub.
■ Governor Kim Young-rok: “Jeonnam Will Become One of Korea’s Two Wings”
At the ceremony, Governor Kim emphasized:
“Many global technology companies are seriously considering Jeonnam as an optimal location for AI data centers, and the conditions for attracting advanced semiconductor industries are also rapidly taking shape.”
“By nurturing agriculture and fisheries on one wing, and advanced industries on the other, Jeonnam will move forward as a region of balanced strength, helping to lead Korea’s future growth.”
■ Conclusion
AI is no longer the exclusive domain of the capital region.
The first groundbreaking in Jeonnam marks the starting point of a new industrial map for Korea.
The signal sent from Jangseong is a declaration that Jeonnam is evolving beyond an “energy-producing region” into a true land of AI innovation.
There is growing hope that Haenam’s Solaseado will soon receive its own long-awaited message of groundbreaking, continuing this momentum into the near future.
