최근 해남군민들에게 매우 중요한 국가 소식이 전해졌다.
150조 원 규모의 국민성장펀드 1호 사업, 그 첫 출발지가 해남 솔라시도 국가 AI컴퓨팅센터로 확정된 것이다.

이번 사업은 단순한 지역 개발이 아니다.

대한민국이 AI·에너지·첨단산업 시대로 본격 진입하는 국가 전략의 핵심 사업이며, 해남이 그 중심 무대에 서게 됐다는 점에서 의미가 크다.

■ “국민성장펀드란 무엇인가”

국민성장펀드는 대한민국의 미래 먹거리를 키우기 위해 조성되는 국가 대형 투자 펀드다.

당초 100조 원 규모로 계획됐지만, 이 대통령은 지난 12월 10일 서울 마포구 프론트원에서 열린 국민보고대회에서 이를 150조 원으로 확대하겠다고 공식 발표했다.

75조 원은 국가가 책임지는 첨단전략 산업기금, 75조 원은 국민 참여·민간 투자 방식, 즉, 정부·기업·국민이 함께 키우는 성장 펀드다.

■ 왜 해남 솔라시도인가

이번 국민성장펀드 1호 사업으로 국가 AI컴퓨팅센터가 해남 솔라시도에 들어선다.

삼성SDS 주도로 네이버·카카오·KT 컨소시엄 참여, 사업 규모 2조 5천억 원, GPU(그래픽처리장치) 1만 5천 장 국내 보유분 우선 공급, 2030년까지 추가 GPU 확보 계획.

이는 대한민국 AI 산업의 핵심 인프라가 해남에서 가동된다는 뜻이다.

해남은 이미 태양광·풍력 등 재생에너지 여건이 뛰어나 RE100(재생에너지 100%) 기반 첨단산업 입지로 주목받아 왔다.

이번 결정은 그 가능성이 국가 차원에서 인정받았다는 의미다.

■ 군민 삶과 어떤 변화가 생기나

이번 사업은 “멀게 느껴지는 AI 이야기”로 끝나지 않는다.

앞으로 해남에는 AI·에너지 관련 인력 유입, 주거·교육·의료·생활 서비스 수요 증가, 지역 농수산물·상권·서비스 산업 연계 가능성 확대, 청년 일자리와 교육 기회 확대 등 지역 경제 전반에 파급 효과가 기대된다.

이를 뒷받침하기 위해 정부는 내년도 예산에 RE100 산업단지 기반시설 구축비 20억 원을 편성했다.

하수처리시설, 공업용수 공급 등 AI 산업에 필수적인 기초 인프라가 본격적으로 정비될 예정이다.

■ “해남군 전체가 함께 성장하는 구조”가 중요하다.

이번 국가 프로젝트의 가장 중요한 과제는 특정 지역이나 일부만의 성장이 아니라, 해남군 전체가 함께 성장하는 구조를 만드는 것이다.

이를 위해 군민, 행정, 지역사회가 함께 참여하는 공동 성장 협의체 구성이 논의되고 있다.

이 협의체는 지역 고용 확대, 지역 업체·농수산물 공급 연계, 생활 인프라 확충 방향 논의 등을 통해 이번 국가 사업의 성과가 군민 생활 속으로 자연스럽게 이어지도록 하는 역할을 하게 된다.

■ 결론

“해남, 국가 미래 전략의 한가운데에 서다”

해남은 지금 대한민국 AI·에너지 전환의 출발점에 서 있다.

국가의 대형 투자, 세계적 기업 컨소시엄, 재생에너지 기반 산업단지.

이 모든 조건이 한곳에 모인 사례는 흔치 않다.

이제 중요한 것은 이 기회를 군민 모두가 이해하고, 함께 준비하는 것이다.

A New Opportunity Beginning in Haenam Solaseado”
Recently, extremely important national news has reached the citizens of Haenam.
The first project of the 150 trillion won National Growth Fund has been confirmed, with its starting point designated as the National AI Computing Center in Solaseado, Haenam.
This project is not merely a regional development initiative.
It represents a core national strategy as South Korea fully enters the era of AI, energy, and advanced industries, and it is significant that Haenam now stands at the very center of this transformation.
■ What Is the National Growth Fund?
The National Growth Fund is a large-scale national investment fund designed to cultivate South Korea’s future growth engines.
Initially planned at 100 trillion won, President Lee officially announced its expansion to 150 trillion won at the National Report Conference held on December 10 at Front1 in Mapo-gu, Seoul.
Of the total, 75 trillion won will be borne by the state as an advanced strategic industry fund, while the remaining 75 trillion won will be raised through public participation and private investment. In other words, it is a growth fund jointly nurtured by the government, corporations, and the public.
■ Why Haenam Solaseado?
As the first project of the National Growth Fund, the National AI Computing Center will be established in Solaseado, Haenam.
Led by Samsung SDS, with participation from a consortium including Naver, Kakao, and KT, the project carries a total investment of 2.5 trillion won. It will initially secure 15,000 GPUs (graphics processing units) from domestic holdings, with additional GPU procurement planned through 2030.
This means that the core infrastructure of South Korea’s AI industry will be operating in Haenam.
Haenam has already drawn attention as a prime location for advanced industries based on RE100 (100% renewable energy), thanks to its outstanding solar and wind energy resources. This decision signifies that Haenam’s potential has now been officially recognized at the national level.
■ How Will This Affect the Lives of Residents?
This project will not remain a distant or abstract discussion about AI.
Haenam is expected to see an influx of AI and energy professionals, increased demand for housing, education, healthcare, and everyday services, expanded linkages with local agriculture, fisheries, commerce, and service industries, as well as greater job and educational opportunities for young people. Overall, broad ripple effects across the regional economy are anticipated.
To support this, the government has allocated 2 billion won in next year’s budget for infrastructure development in the RE100 industrial complex.
Essential facilities for AI industries, including wastewater treatment systems and industrial water supply, will be systematically upgraded.
■ Building a Structure for Shared Growth Across All of Haenam
The most important challenge of this national project is not growth limited to a specific area or a select few, but creating a structure in which the entire Haenam County grows together.
To this end, discussions are underway to form a Joint Growth Council involving residents, local government, and community stakeholders.
Through efforts such as expanding local employment, linking regional businesses and agricultural and fisheries products to supply chains, and coordinating infrastructure development, this council will help ensure that the benefits of the national project naturally extend into the daily lives of Haenam’s residents.
