군의회는 지난 11일, 삼산면 평활리 일원에 조성 중인 농식품 기후변화대응센터, 전라남도 지역특화 과수연구단지, 해남군 농업연구단지 등 주요 농업연구시설을 방문했다.
이번 점검은 현장 중심 의정활동의 일환으로, 사업 추진 실태를 직접 확인하고 향후 발전 방향을 모색하기 위해 마련됐다.
의원들은 관계 부서로부터 각 사업의 진행 상황을 보고받고, 부지 내 개인 소유 축사 처리 계획, 지역특화 과수연구단지 운영 방안, 국·도비 확보 현황 등을 꼼꼼히 점검했다.
또한 청년농업인 임대농장 사업의 확대 필요성을 언급하며, 지역 청년이 안정적으로 농업에 진입할 수 있는 제도적 지원 강화 방안을 논의했다.
???? “성과 중심으로 나아가야 진정한 기후대응”
이성옥 해남군의회 의장은 현장에서 “기후변화 대응은 단순한 시설 투자로 끝나서는 안 된다. 연구 성과를 실질적 정책과 연계해 농업 현장의 변화를 이끌어내야 한다.”라고 강조했다.
이어 “해남이 전국 최대 규모의 기후대응 농업연구단지를 보유한 만큼,
‘실험하는 농업도시’에서 ‘성과 내는 농업도시’로 발전해야 한다.”고 덧붙였다.
???? 전국 최대 규모 농식품 기후변화대응센터 조성
해남군은 지난 2021년 농림축산식품부 공모사업을 통해 국비 594억 원 규모의 국립 농식품 기후변화대응센터 유치에 성공했다.
현재 약 100ha 규모의 전국 최대 기후변화 대응 농업연구단지를 조성 중이며, 이곳에는 지역특화 과수연구단지(지역 맞춤형 품종 개발·재배기술 연구), 해남군 농업연구단지(군 단위 실증연구·기술보급 체계) 등이 함께 들어설 예정이다.
군은 향후 이들 기관을 중심으로 기후변화 대응형 작물 개발, 농업 생산 시스템 고도화, 농가 단위 기술 확산 등으로 이어지는 통합형 연구생태계를 구축할 계획이다.

해남군의회는 이번 현장 점검을 계기로, “행정과 연구기관이 긴밀히 협력해 지역 농업의 경쟁력을 높여야 한다”며 “해남이 대한민국 농업의 기후대응 모델 지역으로 자리 잡을 수 있도록 지속적인 의정 지원을 이어가겠다.”고 밝혔다.
“기후위기는 이미 현실입니다. 해남이 먼저 변해야 대한민국 농업의 미래가 있습니다.”라고 이성옥 군의회 의장은 말했다.

Finding Answers on Site: Haenam County Council Inspects Climate-Responsive Agricultural Hubs
The Haenam County Council visited key agricultural research facilities on November 11, including the Agri-Food Climate Change Response Center, the Jeollanam-do Regional Specialized Fruit Research Complex, and the Haenam Agricultural Research Complex, all currently under construction in Pyeonghwal-ri, Samsan-myeon.
The field inspection was part of the council’s on-site legislative activities, aimed at directly assessing project progress and exploring strategies for the future development of climate-smart agriculture in the region.
During the visit, council members received detailed briefings from relevant departments and closely reviewed several key issues, including plans for handling privately owned livestock sheds within the site, operation strategies for the specialized fruit research complex, and the status of national and provincial budget allocations.
They also discussed the need to expand the Young Farmers’ Rental Farm Project, emphasizing stronger institutional support to help local youth enter the agricultural sector with stability.
???? “True Climate Action Must Be Driven by Results”
At the site, Haenam County Council Chair Lee Seong-ok stated,
“Responding to climate change cannot end with building new facilities.
Research outcomes must be directly linked to real policies that transform the agricultural field.”
She added,
“As Haenam hosts the nation’s largest climate-responsive agricultural research complex,
it must evolve from a ‘city of agricultural experiments’ into a *‘city of agricultural results.’”
???? Building Korea’s Largest Agri-Food Climate Change Response Center
Haenam County successfully secured 59.4 billion KRW in national funding through a 2021 Ministry of Agriculture, Food and Rural Affairs public project to establish the National Agri-Food Climate Change Response Center.
Currently, the county is developing a 100-hectare climate-responsive agricultural research complex, the largest of its kind in Korea.
The site will host:
The Regional Specialized Fruit Research Complex, focused on developing locally adapted fruit varieties and cultivation technologies, and
The Haenam Agricultural Research Complex, serving as a hub for applied research and agricultural technology dissemination at the county level.
Haenam plans to build an integrated agricultural research ecosystem, linking climate-resilient crop development, advanced production systems, and technology transfer to local farms.
???? “Climate-Smart Haenam”: Governance, Research, and Practice United
Following the visit, the Haenam County Council emphasized the importance of collaboration between local government and research institutions to enhance regional agricultural competitiveness.
“We will continue providing legislative support to ensure Haenam becomes a national model for climate-responsive agriculture,” the council stated.
Chair Lee Seong-ok concluded,
“The climate crisis is already here.
Haenam must change first—because the future of Korean agriculture begins here.”
