전국적으로 생활인구가 뚜렷한 감소세를 보이고 있는 가운데, 해남군이 선제적인 시책 추진을 통해 감소 폭을 최소화하며 안정세를 유지한 것으로 나타났다.

통계청이 발표한 2025년 1분기 생활인구 통계에 따르면, 해남군의 생활 인구는 76만6,330명으로 전남 인구감소지역 16개 시·군 가운데 3위를 기록했다.

이는 지난해 같은 기간(77만2,777명) 대비 0.8%(6,447명) 감소한 수치이나, 전국 평균 감소율(5.4%), 전남 평균(5.8%)과 비교하면 현저히 낮아 사실상 ‘감소 없는 안정 유지’에 성공한 것으로 평가된다.

해남군은 “마음의 고향, 머무름이 행복한 해남”을 비전으로 2027년까지 월 50만 명, 연 600만 명 생활인구 확보를 목표로 다양한 정책을 추진 중이다.

특히 올해 4월에는 전 부서가 참여한 생활인구 확대 시책 75건을 발굴해 실행에 들어갔으며, 7월에는 ‘해남군 인구정책 기본조례’를 개정해 생활인구 유치 시 군 재정 지원이 가능하도록 제도 기반을 강화했다.

생활인구 흐름을 면밀히 파악하기 위한 월별 모니터링 회의 체계도 가동 중이다.

군 관계자는 “2026년부터 생활인구가 지방교부세 산정의 핵심 자료로 반영되는 만큼, 생활인구 유입 정책을 더욱 강화해 지역 활력과 재정 안정성 확보에 적극 나서겠다.”고 밝혔다.

한편, 이번 통계에서 담양군이 99만5,010명, 화순군이 90만8,545명의 생활 인구를 기록해 전남 내 상위권에 올랐다.

Haenam Bucks National Population Decline Trend… Records Lowest Decline Rate in Living Population
Proactive policies show results, shifting toward a “stay-friendly” city model
While the nationwide living population continues to show a clear downward trend, Haenam-gun has succeeded in minimizing the decline and maintaining relative stability through proactive policy measures.
According to the 1st Quarter 2025 Living Population Statistics released by Statistics Korea, Haenam-gun recorded a living population of 766,330, ranking third among the 16 population-declining counties and cities in Jeollanam-do.
This represents a 0.8% (6,447-person) decrease compared to the same period last year (772,777 people). However, this decline is significantly lower than the national average of 5.4% and the Jeonnam regional average of 5.8%, effectively indicating that Haenam has maintained a stable population base despite national trends.
Haenam-gun is promoting various measures under the vision of “Haenam, a hometown for the heart, where staying brings happiness,” with a goal of securing 500,000 monthly and 6 million annual living population by 2027.
In April, the county identified and began implementing 75 new initiatives aimed at increasing living population, involving participation from all administrative departments. In July, the Haenam Population Policy Basic Ordinance was amended to enable financial support for living population attraction, strengthening the institutional foundation.
A monthly monitoring system has also been established to closely analyze population trends and adjust strategies accordingly.
Key Initiatives:
Expansion of tourism infrastructure and development of stay-type cultural and recreational programs
Active attraction of sports training camps, tournaments, academic conferences, and various year-round events
Department-level performance targets for increasing living population
Encouraging public institutions and organizations to host events within the county
An official from the county stated:
“As living population data will be reflected in the calculation of local government fiscal allocation starting in 2026, we will further strengthen policies aimed at population inflow to boost regional vitality and secure development resources.”
Meanwhile, in the latest statistics, Damyang-gun recorded 995,010 and Hwasun-gun 908,545 in living population, ranking among the highest within the Jeonnam region.
