해남군이 국가 하구 생태복원을 위한 입법 논의의 중심에 섰다.
군은 지난 5일 국회의원회관에서 충남 부여군, 박지원·신정훈·박수현 국회의원과 공동으로 ‘하구복원특별법 제정 국회입법 정책토론회’를 개최했다.
이번 토론회는 이재명 정부의 국정과제인 ‘4대강 자연성 회복과 한반도 생물다양성 복원’을 실현하기 위한 구체적 방안을 논의하는 자리로,
국회와 지방정부, 학계·연구계, 농어업계 및 시민사회 등 민·관·정이 총망라된 전국 단위 정책 협의의 장으로 열렸다.
명현관 해남군수(국가하구생태복원전국회의 상임의장)는 이날 기조발언에서 “하구생태복원은 환경보전과 경제성장을 동시에 이루는 미래형 발전 전략”이라며 “특히 인공지능(AI)을 국가 신성장 동력으로 추진하는 국정 방향과 맞물려, 깨끗한 수질과 맑은 공기, 청정한 환경을 기반으로 하는 AI 기반 친환경 지역발전 모델을 실현할 것”이라고 강조했다.
해남 솔라시도 기업도시에는 2조 5천억 원 규모의 국가 AI컴퓨팅센터 유치가 사실상 확정된 데 이어, 오픈AI-SK그룹의 AI데이터센터 및 RE100 국가산업단지 지정도 유력시되면서 해남이 대한민국 AI수도의 핵심 거점으로 주목받고 있다.
토론회 참석자들은 하굿둑 건설 이후 단절된 강과 바다의 순환으로 인한 수질오염, 생물다양성 훼손, 연안습지 황폐화 등의 문제를 지적하며,
이 문제를 근본적으로 해결하기 위한 ‘하구복원특별법’ 제정의 필요성에 뜻을 모았다.
주제 발표를 맡은 김충기 한국환경연구원 하구해양환경연구단장은
“특별법 제정은 하구의 가치와 기능을 회복하고, 기존 법률과의 정합성을 확보해 하구별 특성에 맞는 복원 및 관리체계를 구축하는 것이 핵심”이라고 강조했다.
해남군은 이번 토론회를 계기로 민·관·정 공동협력체계를 구축하고, 하구복원특별법의 신속한 국회 통과와 국가하구복원사업 추진에 적극 나선다는 방침이다.
명현관 군수는 “하구복원은 단순한 환경사업이 아니라, AI산업과 연계한 새로운 국가 성장모델의 출발점”이라며 “해남이 대한민국의 지속가능한 미래를 여는 선도 지역으로 자리매김 하겠다.”고 밝혔다.

“Restoring Estuaries to Achieve Both Environmental Protection and Economic Growth!”
Haenam County Holds National Assembly Forum on the Enactment of the ‘Special Act on Estuary Restoration’
Haenam County has taken a central role in legislative discussions for the national estuary ecosystem restoration initiative.
On the 5th, the county co-hosted the “National Assembly Policy Forum on the Enactment of the Special Act on Estuary Restoration” at the National Assembly Members’ Office Building, together with Buyeo County (Chungnam Province) and National Assembly Members Park Jie-won, Shin Jeong-hoon, and Park Soo-hyun.
The forum was held to discuss practical measures to implement one of the key policy goals of the Lee Jae-myung administration — restoring the natural state of the four major rivers and reviving biodiversity across the Korean Peninsula.
It served as a national policy dialogue platform bringing together the National Assembly, local governments, academia and research institutions, agricultural and fisheries sectors, and civil society, representing collaboration across the public, private, and government sectors.
Myeong Hyeon-gwan, Mayor of Haenam County (also the Standing Chair of the National Conference on Estuary Ecosystem Restoration), stated in his keynote speech,
“Estuary ecosystem restoration is a future-oriented development strategy that achieves both environmental preservation and economic growth.
In particular, it aligns with the national agenda to promote artificial intelligence (AI) as a new growth engine, creating an AI-based eco-friendly regional development model grounded in clean water, fresh air, and a pristine environment.”
In Haenam’s Solar Sea City (Solaseado), the construction of a national AI computing center with an investment of 2.5 trillion KRW has been virtually confirmed. In addition, the AI data center jointly promoted by OpenAI and SK Group, and the designation of an RE100 National Industrial Complex are also highly anticipated, positioning Haenam as a core hub of Korea’s emerging “AI Capital.”
Participants of the forum pointed out long-standing issues such as water pollution, biodiversity loss, and wetland degradation caused by disrupted circulation between rivers and seas due to the construction of estuary barrages. They reached a consensus on the urgent need to enact the Special Act on Estuary Restoration to address these complex problems fundamentally.
Dr. Kim Chung-ki, Head of the Estuarine and Marine Environment Research Division at the Korea Environment Institute, presented the main paper, emphasizing that
“The enactment of the Special Act aims to enhance the value and function of estuaries, ensure consistency with existing laws, and establish restoration and management systems tailored to the characteristics of each estuary.”
Haenam County announced plans to establish a cooperative governance network among government, civic, and private sectors to accelerate the passage of the bill and actively promote the implementation of the National Estuary Restoration Project.
Mayor Myeong concluded,
“Estuary restoration is not merely an environmental initiative, but a starting point for a new national growth model that connects with the AI industry.
Haenam will lead the way as a pioneering region shaping Korea’s sustainable future.”
