해남군이 정부의 ‘분산에너지특구’로 전라남도가 최종 선정된 것에 대해 적극적인 환영의 뜻을 밝혔다.
이번 지정으로 해남군이 추진 중인 재생에너지 자립도시 구상과 솔라시도 기업도시의 첨단기업 유치 전략이 한층 탄력을 받을 전망이다.
기후에너지환경부는 5일 김성환 장관 주재로 열린 에너지위원회에서 분산에너지특구 후보지 7곳 중 전남, 제주, 부산(강서), 경기도 의왕 등 4곳을 최종 지정했다고 발표했다.
‘분산에너지특구’는 지난해 시행된 ‘분산에너지 활성화 특별법’에 따라 기존 전기사업법 및 전력시장 운영규칙의 규제를 완화해, 에너지 신사업 모델을 실증·육성하는 제도다.
발전과 판매의 겸업이 제한된 현행 법 체계에서 예외적으로 전력 직접 거래를 허용하고, 지역별 맞춤형 요금제와 자립형 에너지 구조 구축 등을 지원한다.
핵심은 원거리 송전망 의존도를 줄이고 수요지 인근에서 에너지를 생산·소비하는 ‘지산지소(地産地消)형 시스템’을 구축하는 것이다.
이를 통해 지역 간 전력 수급 불균형을 해소하고, 새로운 전력 시장 모델을 창출한다는 목표다.
전남은 전국 최고 수준의 태양광 보급률을 보유하고 있으나, 송전 계통 부족으로 발전 출력이 자주 제한되는 실정이다.
이에 따라 전남도는 해남·영암 지역을 중심으로 데이터센터를 유치해 지역 내 생산 전력을 지역에서 소비하는 구조를 실현하고, AI 기술을 접목한 마이크로그리드(소규모 자율 전력망)를 산업단지·대학 등에서 실증할 계획이다.
또한 재생에너지 비중이 99.6%에 달하는 배전망에 에너지저장장치(ESS)를 확충해, 접속 대기 중인 발전 설비의 병목을 해소하고 배전 효율을 극대화할 방침이다.
이번 특구 지정으로 해남 솔라시도 기업도시와 화원산업단지의 기업 유치에도 훈풍이 불 전망이다.
솔라시도 기업도시는 2조5천억 원 규모의 국가 AI컴퓨팅센터 유치가 사실상 확정됐으며, 오픈AI–SK그룹의 AI데이터센터 및 RE100 국가산업단지 지정도 유력시되고 있다.
해남군은 2030년까지 5.4GW 규모의 태양광 단지를 조성해 송·배전망, ESS단지, 전용 변전소를 포함한 재생에너지 허브터미널을 구축하고, 첨단산업과 AI데이터센터에 저렴한 재생에너지를 공급할 계획이다.
명현관 해남군수는 “이번 분산특구 지정으로 재생에너지 자립도시를 완성하는 중요한 퍼즐이 맞춰졌다.”며, “정부 부처와 전남도, 박지원 국회의원과 긴밀히 협력해 글로벌 첨단기업 투자가 전남에 안착하도록 해남군이 선제적으로 행정 역량을 총집중하겠다.”고 밝혔다.

Building a “Local Production–Local Consumption” Energy System to Strengthen Regional Power Independence and New Industry Foundations
Haenam County has expressed strong support for the government’s designation of Jeollanam-do as a “Distributed Energy Special Zone.”
With this designation, Haenam’s initiative to establish itself as a renewable energy self-sufficient city and to attract high-tech companies to the Solaseado Corporate City is expected to gain significant momentum.
On November 5, the Ministry of Climate, Energy and Environment announced during a meeting chaired by Minister Kim Sung-hwan that four regions — Jeollanam-do, Jeju, Busan (Gangseo), and Uiwang (Gyeonggi-do) — were selected among seven candidates for the special zone.
The Distributed Energy Special Zone system, established under the Special Act on the Promotion of Distributed Energy enacted last year, aims to foster and test innovative energy business models by easing regulations under the Electricity Business Act and the Power Market Operation Rules.
Under this framework, direct power transactions between producers and consumers are exceptionally permitted despite existing restrictions on generation–sales integration. The system also supports customized local pricing models and the development of self-sufficient energy structures.
At its core, the initiative seeks to reduce reliance on long-distance transmission networks by creating a “local production–local consumption” (Jisan-Jiso) energy system, where power is produced and consumed near demand centers. This approach is expected to ease regional power imbalances and open up new electricity market models.
Jeollanam-do, which boasts the highest solar power adoption rate in Korea, has faced frequent output curtailments due to insufficient grid capacity. To address this, the province plans to attract data centers in Haenam and Yeongam to locally utilize solar power and apply AI-driven microgrid technology across industrial complexes and universities to optimize power generation and consumption.
Furthermore, the province will expand Energy Storage Systems (ESS) across local distribution networks — which already account for 99.6% of renewable energy connections — to reduce connection backlogs and enhance overall grid efficiency.
This designation is also expected to serve as a major catalyst for investment in Haenam’s Solaseado Corporate City and Hwawon Industrial Complex.
In Solaseado, the National AI Computing Center, with an investment of approximately 2.5 trillion KRW (USD 1.8 billion), is virtually confirmed, while an OpenAI–SK Group AI Data Center and designation as a RE100 National Industrial Complex are also under active consideration.
Haenam County plans to develop 5.4 GW of solar capacity by 2030, establishing a renewable energy hub terminal equipped with transmission and distribution infrastructure, ESS facilities, and a dedicated substation. The hub will supply affordable clean energy to advanced industries and AI data centers.
Haenam County Mayor Myeong Hyun-gwan stated,
“The designation of the Distributed Energy Special Zone has completed a crucial piece of the renewable energy self-sufficient city puzzle. This will be a major driving force in attracting global high-tech companies in line with the great energy transition.”
He added,
“Haenam County will work proactively with government ministries, Jeollanam-do, and National Assemblyman Park Ji-won to ensure global companies settle successfully in the region, mobilizing all available administrative capacities.”
