AI와 엔비디아, 그 이름만 들어도 가슴이 뛰는 단어다.
최근 이재명 대통령은 인공지능(AI)을 “인류가 철을 발명한 것과 같은 혁명적 변화”라고 표현했다.
그러나 AI의 등장은 그보다 훨씬 더 근본적인 변화를 예고하고 있다.
그것은 인류가 ‘불’을 발견한 순간에 버금가는 문명사적 대전환이다.
25년 전, “국민의 모든 민원은 인터넷으로 가능해질 것”이라는 말이 나왔을 때 사람들은 고개를 저었다.
너무 앞서간 이야기라며 비웃던 시절이었다.
그러나 오늘날 우리는 인터넷 행정과 비대면 서비스, 디지털 금융이 일상이 된 세상을 살고 있다.
이제 인공지능이 그보다 훨씬 거대한 변화를 몰고 오고 있다.
AI와 로봇이 노동의 주체로 등장하면서 인간의 역할은 창의와 가치 중심으로 이동하고 있다.

원격의료, 개인 맞춤형 교육, 스마트 교통이 일상이 되면서 도시의 형태와 통근 방식이 바뀔 것이다.
해남은 이러한 변화를 긍정적인 기회로 삼아, 삶의 질이 높은 주거와 돌봄, 문화 인프라를 함께 설계해야 한다.
산업 전반에도 변화의 파급은 예외가 없다.

교육, 문화, 공공서비스 역시 AI와 결합해 효율과 창의성을 높이되, 디지털 격차를 해소하는 세심한 정책이 필요하다.
이와 같은 산업 집중은 자연스럽게 인구 유입을 불러온다.
젊은 기술 인력과 스타트업이 몰리면 주거, 교통, 교육 수요가 급증하게 된다.

행정 절차는 간소화하고, 기업이 신기술을 실험할 수 있는 ‘규제 샌드박스’ 제도를 적극 활용해야 한다.
이러한 변화를 실현하기 위한 구체적인 단계별 전략, 즉 ‘영광의 로드맵’이 필요하다.
첫째, 즉시 단계(0~6개월)에서는 해남·솔라시도의 AI 비전 선포와 범정부 거버넌스 구축이 이루어져야 한다.
둘째, 기초 인프라 단계(6~18개월)에서는 데이터센터 구축과 지역 인재 교육프로그램이 가동되어야 한다.

마지막으로 정착 단계(5년 이후)에는 해남형 AI 모델을 전국으로 확산하고 해외 협력과 수출을 추진하는 것이 목표다.
AI 대혁명은 피하거나 미룰 수 있는 도전이 아니다.
해남과 솔라시도는 지금, 대한민국의 산업 패러다임을 바꿀 수 있는 역사적 기회를 맞이하고 있다.
다만 이 기회는 준비된 자에게만 주어진다.
