완도해양경찰서(서장 김길규)가 오는 11월부터 내년 2월까지를 ‘동절기 해양사고 대비‧대응 기간’으로 지정하고, 국민의 생명과 재산 피해 최소화를 위한 선제적 안전관리 대책을 본격 시행한다.
완도해경에 따르면 최근 3년간 완도 관내에서 발생한 전체 해양사고는 581척(사망 11명, 실종 2명)으로, 이 중 동절기(11월~2월)에만 184척(32%)이 발생해 사망 3명, 실종 1명의 인명피해가 발생한 것으로 집계됐다.
특히 어선 사고가 93척(약 50%)으로 가장 많았으며, 정비불량과 운항 부주의 등 인적 요인이 전체 사고의 78%를 차지했다.
이에 따라 완도해경은 사고 다발 해역 중심의 현장 상황관리, 긴급구조 즉응태세 유지, 기상정보 제공 및 선종별 안전관리 강화, 지역해양수색구조기술위원회 운영 등 예방 중심의 종합 안전대책을 추진한다.
또한 유관기관(민·관·군)과의 협업을 통해 입체적 구조 협력체계를 구축할 방침이다.
김길규 완도해양경찰서장은 “동절기는 낮은 수온과 거친 바람 등 열악한 해상 환경으로 인해 사고 발생 시 인명 피해 위험이 더욱 크다”며 “모든 해양종사자들이 안전의식을 한층 높이고, 사고 예방에 적극 동참해 달라.”고 당부했다.

“Winter Sea — A Moment’s Negligence Can Lead to Disaster!” — Wando Coast Guard Launches Full-Scale Winter Maritime Accident Response System
The Wando Coast Guard (Chief Kim Gil-gyu) has designated the period from November to February next year as the “Winter Season Maritime Accident Preparedness and Response Period,” announcing the implementation of proactive safety management measures to minimize loss of life and property.
According to the Wando Coast Guard, over the past three years, a total of 581 marine accidents occurred in the Wando jurisdiction, resulting in 11 deaths and 2 missing persons. Among these, 184 cases (32%) occurred during the winter months (November–February), causing 3 deaths and 1 missing person.
Fishing vessel accidents accounted for 93 cases (about 50%), while human factors such as poor maintenance and careless navigation were responsible for 78% of all incidents.
In response, the Wando Coast Guard will strengthen on-site risk management in high-accident areas, maintain emergency rescue readiness, enhance weather information sharing and vessel-type-specific safety management, and convene the Regional Maritime Search and Rescue Technical Committee to promote preventive, comprehensive safety measures.
The agency will also build a multi-agency cooperative response network involving civilian, governmental, and military organizations for more effective maritime accident prevention and rescue operations.
Chief Kim Gil-gyu of the Wando Coast Guard emphasized, “During the winter season, the combination of low water temperatures and rough sea conditions significantly increases the risk of fatalities when accidents occur. We urge all maritime workers to heighten their safety awareness and actively participate in accident prevention efforts.”
