완도군이 ‘산불 없는 해’ 달성을 목표로 전 행정력을 집중한다.
군은 최근 건조한 기후로 산불 위험이 커짐에 따라 11월 1일부터 12월 31일까지를 ‘가을철 산불 조심 기간’으로 지정하고, 산불 방지 대응 체제에 본격 돌입했다.
군은 대응 체제 가동에 앞서 산불 예방 전문 진화대 인력 선발, 진화 장비 점검, 각 읍·면별 예방 및 대응 체계 재정비 등 사전 준비를 마쳤다.
특히 초기 대응력 강화를 위해 산불 진화용 헬기 배치와 산불 감시용 고정 카메라 운영을 확대해 단 한 건의 산불도 발생하지 않도록 총력을 다하고 있다.
주요 산불 원인으로는 입산자 취사 행위, 논·밭두렁 및 쓰레기 불법 소각, 담뱃불 실화 등이 꼽히며, 특히 산림 인접 지역의 불법 소각이 전체 산불의 상당 부분을 차지하고 있다.
이에 따라 완도군 산불방지대책본부는 관내 모든 산림에 대해 인화물질 휴대 금지 등 금지 행위를 공고하고,
대형 산불 위험 지역인 상왕산 등 10개소(2,870ha)에 대해 등산로 폐쇄 및 입산 통제를 실시하는 등 집중 관리에 들어갔다.
또한 산불의 주원인인 불법 소각 근절을 위해 산불 예방 전문 진화대를 취약 지역에 배치해 순찰 및 단속 활동을 강화하고, 소각 행위자에 대해서는 과태료 부과 등 강력한 행정 조치를 취할 방침이다.
아울러 군은 산불 예방을 위한 현수막 게시, 방송 및 마을 방송을 통한 홍보, 산불 취약 지역을 대상으로 한 예방 교육도 병행하며 군민들의 경각심을 높여나가고 있다.
박은재 완도군 산림휴양과장은 “산불은 한순간의 부주의로 막대한 피해를 초래하지만, 예방은 모두의 관심과 참여로 충분히 가능하다.”며 “군민 한 사람 한 사람이 감시원이라는 마음으로 산불 예방에 적극 동참해 주시길 바란다.”고 강조했다.
완도군 관계자는 “‘산불 없는 완도’를 실현하기 위해 연중 산불 예방을 군정의 최우선 과제로 삼겠다.”고 덧붙였다.

Wando County Launches Full-Scale Emergency Response to Achieve a “Fire-Free Year”
“Autumn Forest Fire Prevention Period” in effect from November 1 to December 31 — Strict crackdown on illegal burning and mountain entry violations
Wando County has declared its determination to achieve a “fire-free year,” mobilizing all administrative resources to prevent forest fires.
In response to increasingly dry weather conditions that heighten the risk of wildfires, the county has designated November 1 to December 31 as the “Autumn Forest Fire Prevention Period” and officially activated its forest fire prevention and response system.
Prior to implementing the response system, the county completed the recruitment of professional firefighting crews, inspection of firefighting equipment, and review of prevention and response measures for each township.
To strengthen initial response capabilities, the county has deployed firefighting helicopters and expanded the use of fixed surveillance cameras to ensure that not a single wildfire occurs during the period.
The main causes of wildfires include cooking by hikers, illegal burning of agricultural fields and waste, and carelessly discarded cigarette butts. In particular, illegal burning near forest areas accounts for a significant portion of wildfire incidents.
Accordingly, the Wando County Forest Fire Prevention Headquarters has announced a ban on carrying flammable materials within all forested areas and has closed hiking trails and restricted access to ten high-risk areas, including Mt. Sangwang (a total of 2,870 hectares), for intensive management.
To eradicate illegal burning—the leading cause of wildfires—the county will deploy professional firefighting teams to vulnerable areas to strengthen patrols and enforcement. Violators will face fines and strict administrative penalties.
In addition, the county will enhance public awareness by installing banners at major hiking trail entrances, broadcasting prevention messages through local media and village networks, and conducting educational programs for wildfire-prone communities.
Park Eun-jae, Head of the Forest Recreation Division of Wando County, stated,
“A single moment of carelessness can cause enormous damage through forest fires, but prevention is entirely possible with everyone’s attention and participation. We ask that every resident act as a vigilant guardian of our forests.”
A Wando County official added,
“We will continue to make wildfire prevention a top priority in county administration throughout the year to realize a truly ‘fire-free Wando.’”
