해남군의회(의장 이성옥)는 29일 열린 본회의에서 ‘기후변화에 따른 농산물 피해 종합대책 마련 촉구 건의안’을 만장일치로 채택하며 정부에 강력한 대응을 촉구했다.

이번 건의안은 기후위기로 인한 농업 피해가 심각해지고 있는 가운데, 농민들의 경영 안정을 위해 체계적이고 종합적인 대책 마련이 필요하다는 점을 강조하고 있다.

건의안에는 기후변화 대응 종합대책 수립, 재해 인정 범위 확대, 상시적인 대응체계 구축, 농작물재해보험 범위 및 보험료 지원 확대 등 농민 지원 강화를 위한 구체적 요구가 담겼다.

대표 발의자인 이성옥 의원은 “해남군 농민들은 가을걷이의 기쁨을 누려야 할 시기에 잦은 강우로 피해를 입고 있다”며, “이상기후는 단순한 일시적 현상이 아니라 기후 온난화로 인한 장기적 농업 위기의 신호”라고 경고했다.

이어 “농민들은 자연과 밀접하게 일하기 때문에 기후변화 피해를 가장 직접적으로 겪는다.

예방과 신속 대응이 가능한 종합적 체계 마련이 시급하다”고 강조했다.

해남군의회는 앞으로도 농민 및 농업 관련 단체와 협력하며, 기후위기 대응과 농업 경영 안정화를 위한 활동을 지속적으로 이어갈 계획이다.

“Climate Crisis in Agriculture Cannot Be Ignored Any Longer!” Haenam County Council Passes Resolution Urging Comprehensive Measures
The Haenam County Council (Chairperson Lee Seong-ok) unanimously adopted a resolution on the 29th of this month during a plenary session, calling on the government to take decisive action to address agricultural damage caused by climate change.
The resolution emphasizes the urgent need for systematic and comprehensive measures to protect farmers’ livelihoods amid the escalating impacts of climate-related disasters.
The resolution specifically calls for the establishment of a comprehensive climate change response plan, expansion of the scope of recognized agricultural disasters, creation of a continuous response system, and enhancement of crop insurance coverage and premium support to strengthen support for farmers.
Lee Seong-ok, the resolution’s chief proposer, stated, “Farmers in Haenam County are suffering losses from frequent heavy rains at a time when they should be enjoying the harvest season. Abnormal weather is not a temporary phenomenon but a signal of a long-term agricultural crisis caused by global warming.”
He added, “Farmers, working closely with nature, are directly affected by the impacts of climate change. It is urgent to establish a systematic and comprehensive framework that allows for both prevention and rapid response to agricultural disasters.”
The Haenam County Council plans to continue collaborating with farmers and agricultural organizations to ensure stable farm management and proactively respond to climate change challenges.
