민선8기 해남군이 군민과의 약속을 성실히 이행하며 신뢰받는 모범 행정을 실현하고 있다. 올해 3분기 기준 해남군의 민선8기 공약 이행률은 89%로 집계되며 안정적 추진을 이어가고 있다.
민선8기 공약은 5대 분야 111개 사업으로 구성돼 있으며, 이 중 72건은 완료 혹은 완료 후 지속 추진, 33건은 정상 추진 중이다.
추진 중인 사업들은 단계별 이행사항을 주기적으로 점검하며 미비점을 보완, 조기 목표 달성에 속도를 내고 있다.
지난 3년간 해남군은 공약 이행을 통해 군민이 체감할 수 있는 실질적 변화를 만들어왔다.
올해에는 농업근로자 기숙사 건립, 두륜산 생태 힐링파크 조성, 해남역 개통 등 주요 사업이 완료되었으며, 농촌공간정비사업과 체육관 건립 등 생활 인프라 확충 사업이 잇따라 추진되면서 군민의 정주 여건이 개선되고 삶의 질이 높아지고 있다.
미래 성장 동력 확보에도 속도가 붙었다. RE100 국가 산단 조성, 녹색융합 클러스터 구축, 화원 산단 해상풍력 배후단지 개발, 농식품 기후변화대응센터 건립 등 대형 프로젝트가 가시적 성과를 드러내며, 민선8기 4년차 성공적인 마무리에 기대감을 높이고 있다.
해남군은 연말까지 공약 이행률 92% 달성을 목표로 남은 사업의 행정절차 이행과 예산 확보에 총력을 기울이고 있다.
아울러 사업별 추진 성과를 주기적으로 점검하며 군민이 체감할 수 있는 변화를 만들어가는 데 행정 역량을 집중하고 있다.
공약 이행의 투명성과 책임성을 강화하기 위해, 지난 29일에는 공약이행 군민평가단 회의가 개최됐다.
군민평가단은 만 18세 이상 군민 중 성별·연령·지역을 고려한 무작위 추첨과 전화면접으로 선발된 30명으로 구성되며, 공약 추진 상황을 모니터링하고 개선 의견과 제안 사항을 제시하는 역할을 맡는다.
군은 평가단의 의견을 정책에 적극 반영하고 최종 권고안과 수용 여부를 누리집에 공개할 계획이다.
명현관 해남군수는 “민선8기 공약의 핵심은 단순한 사업 추진이 아니라 군민이 실제로 체감하는 변화에 있다.”며, “공약 이행률 제고를 통해 군민이 신뢰하고 공감하는 군정을 만들고, 지속가능한 미래 해남의 기틀을 확실히 다지겠다.”고 말했다.

Haenam County Achieves 89% of 8th Term Mayoral Pledges – Fulfilling Promises to Residents
Improving residents’ quality of life and securing future growth, a dual-track success story
Haenam County has been steadily fulfilling its promises to residents during the 8th term of the mayor, setting an exemplary model of trustworthy administration. As of the third quarter of this year, 89% of the 8th term pledges have been achieved, indicating stable progress.
The 8th term pledges encompass 111 projects across five major areas, of which 72 have been completed or are continuing after completion, and 33 are currently underway.
Ongoing projects are regularly monitored at each stage to identify and address shortcomings, accelerating the achievement of targets.
Over the past three years, Haenam County has delivered tangible changes that residents can directly experience. This year, the construction of dormitories for agricultural workers, the establishment of Duryunsan Ecological Healing Park, and the opening of Haenam Station have been completed. Additionally, projects such as rural space maintenance and gymnasium construction are underway, improving living conditions and enhancing residents’ quality of life.
Efforts to secure future growth engines have also gained momentum. Large-scale projects including the RE100 National Industrial Complex, the Green Convergence Cluster, the offshore wind support facility at Hwawon Industrial Complex, and the Agro-Food Climate Response Center are showing visible results, raising expectations for a successful conclusion to the 8th term.
Haenam County aims to reach 92% pledge fulfillment by the end of the year, focusing on completing administrative procedures and securing budgets for remaining projects. Furthermore, administrative efforts are concentrated on regularly reviewing project performance and ensuring residents experience tangible improvements.
To enhance transparency and accountability in pledge fulfillment, a Citizen Pledge Evaluation Committee meeting was held on the 29th. The committee consists of 30 residents aged 18 and above, selected through random sampling and phone interviews based on gender, age, and region. The committee monitors the progress of each pledge and provides recommendations for improvement.
The county will actively reflect the committee’s feedback in policy-making and publish the final recommendations and their acceptance status on the official website.
Mayor Myeong Hyun-gwan stated, “The core of our 8th term pledges is not just executing projects, but creating changes that residents can truly feel. By increasing pledge fulfillment, we aim to build a trusted and empathetic administration and firmly establish a foundation for a sustainable future for Haenam.”
