전남 해남군의회(의장 이성옥)는 29일 제347회 임시회 제3차 본회의에서 이상미 의원이 대표 발의한 「해남군 청년 발전 기본 조례 일부개정조례안」을 심의·의결했다고 밝혔다.

이번 조례 개정은 청년단체의 역량 강화와 지역발전 참여 활성화를 핵심으로 한다.

주요 내용으로는 청년단체 워크숍 및 아카데미 운영 지원, 지역주민과의 화합행사 지원, 환경정비·보호 사업 참여 지원, 자원봉사 활동 지원, 14개 읍·면 단위 청년단체 육성 근거 신설 등이 포함됐다.

이상미 의원은 “해남군은 농어촌 지역의 특성을 살려 귀농·귀촌 청년 정착과 청년 친화적 지역 조성을 위해 71개 맞춤형 정책을 추진 중”이라며, “읍·면 단위 14개 청년단체가 지역 발전의 거점 역할을 수행할 수 있도록 조직 역량을 강화하는 것이 중요하다”고 말했다.

이어 “군은 청년인구 유출과 급속한 고령화라는 현실적 문제에 직면해 있다”며, “타 지자체 우수 사례 분석 결과, 청년단체가 단순 친목을 넘어 지역 경제와 사회 문제 해결의 주체로 성장하고 있어 우리 군에도 시사점이 크다”고 강조했다.

특히 이상미 의원은 보성군 사례를 언급하며, “12개 읍·면에 청년회를 구성하고 연합회를 통해 네트워크 체계를 구축, 사업비 1억 원을 투입해 공모 방식으로 활동비·행사비·워크숍·강사비 등을 지원, 청년단체의 역량 강화를 이끌어내고 있다”고 소개했다.

한편, 이상미 의원의 조례 개정에 따른 정책 효과는 이미 가시화되고 있다.

지난 11일 해남 우슬경기장에서 열린 ‘제18회 전남 22개 시·군 한마음 체육대회’에는 2,000여 명의 회원과 가족이 참석, 생활인구 유치와 지역 활력 제고에 기여했다.

】Partial Revision of Haenam County Youth Development Ordinance Passed
The Haenam County Council (Chairperson Lee Sung-ok) announced on the 29th that it had reviewed and passed the “Partial Revision of the Haenam County Youth Development Basic Ordinance”, proposed by Councilor Lee Sang-mi, at the 3rd plenary session of the 347th Special Session.
The ordinance revision focuses on strengthening the capacity of youth organizations and promoting their active participation in local development.
Key provisions include support for youth organization workshops and academies, community harmony events, environmental maintenance and protection initiatives, volunteer activities, and the establishment of a framework to nurture youth organizations across 14 towns and townships.
Councilor Lee Sang-mi stated, “Haenam County, leveraging its rural characteristics, is implementing 71 tailored policies to support the settlement of returning farmers and youth and to create a youth-friendly community. It is crucial to strengthen the organizational capacity of 14 township-level youth organizations so they can serve as hubs for regional development.”
She continued, “The county faces the twin challenges of youth outmigration and rapid aging. Analysis of successful cases in other local governments shows that youth organizations are evolving beyond simple social clubs to become key players in addressing local economic and social issues, which provides important implications for our county.”
Councilor Lee also highlighted Boseong County’s example, saying, “Boseong established youth associations in 12 townships, created a network system including a township union, and allocated 100 million KRW to support youth organizations’ activity expenses, main events, workshops, lecturer fees, and meeting costs through a competitive grant process, effectively enhancing their organizational capacity.”
Meanwhile, the impact of Councilor Lee’s ordinance revision is already visible. On the 11th, the “18th Jeonnam 22 Cities and Counties Unity Sports Festival” was held at Haenam Useul Stadium, attended by around 2,000 members and their families, contributing to attracting a living population and boosting regional vitality.
